STATEMENT OF WORK

TASK ORDER 0005

UNEXPLODED ORDINANCE DETECTION

DATED 06/11/2013

1.0 INTRODUCTION

The objective of this effort is to provide the Molecular Dynamics Section of the Chemistry Division with the required research and development (R&D) in engineering, design, fabrication, integration, and testing to support the detection of unexploded ordinance and similar targets of interest.

The major task associated with this effort is the development and testing of strategies to improve the current sensor platforms used to detect unexploded ordinance. The intent of this research is to advance the current detection strategies and document the progress in the above area of exploration.

2.0 SCOPE

The goal of this effort is to develop and evaluate data collection strategies for detection and discrimination of unexploded ordinances using either acoustic or electromagnetic (EMI)-based detection.

3.0 TASK DESCRIPTION

3.1 The Contractor shall perform engineering, verification, and assessment of data collection strategies (both existing and in development) for improving the current sensor platforms used to detect unexploded ordinance. This includes review of designs, requirements, system integration, test planning, test and evaluation. The Contractor shall conduct systems integration and maintenance of components. Based on previous work, integration and maintenance will be conducted on at least 3 detection platforms.

3.2 Demonstrate detection and discrimination capabilities for unexploded ordinance at the Aberdeen Proving Ground and Yuma Proving Ground Demonstration Sites for EMI-based detection or Ostrich Bay, WA and O‘ahu target islands, HI for acoustic-based detection.

3.3 The Contractor shall create test requirements, plans, procedures, and conduct test set-up, preparation, and coordination for on-going and new testing efforts. The Contractor shall execute tests and perform data reduction/technical analysis/documentation of test results. If the required equipment is not available in the Government’s inventory, the Contractor shall provide any such equipment and associated logistical equipment required to execute testing efforts for this effort.

4.0 PLACE OF PERFORMANCE

Primary place of performance shall be the Naval Research Laboratory.

5.0 MATERIALS

5.1 The Government estimates material for this task order to be $35,000 (unburdened). This estimate must be included in Section B of the offer. Other/additional ODC amounts proposed by an Offeror shall be included in said CLINs and explained in the narrative rationale provided by the Offeror.

6.0 TRAVEL

6.1 The estimated cost for travel provided in this procurement planning document includes travel to sites identified by our sponsors where technical exchanges will occur.

This travel is required for performance of the work under this contract. Typically, travel from NRL to the following locations, during performance of this effort includes the following:

Location Description Yuma, AZ or Ostrich Bay, WA 2 person-trips, 5 days each Aberdeen, MD or O‘ahu target islands 2 person-trips, 5 days each

This estimate must be included in Section B and the narrative rationale provided by the offeror.

7.0 ORDER TYPE

This task order is issued on the basis marked below:

8.0 PERIOD OF PERFORMANCE

The term of this task order is twelve (12) months from date of award.
