STATEMENT OF WORK

TASK ORDER 0001

CORROSION IN FUEL CELLS

DATED 06/11/2013

1.0 INTRODUCTION

The objective of this effort is to provide the Corrosion Science & Environmental Effects Section of the Chemistry Division with the required research and development (R&D) in fundamental research on platinum catalysts. The may goal of this effort is understanding the interactions of chloride with fuel cell platinum catalysts to determine how it leads to corrosion of the catalyst and thereby the loss of catalytic activity in the marine environment.

2.0 SCOPE

The contractor shall conduct research in support of NRL S&T. This program is exploring the interactions of chloride with platinum catalysts to determine how it leads to corrosion and thereby the loss of catalytic activity in fuel cells. The specific objective is to examine the changes that occur in platinum catalysts when they are exposed to chloride and model them quantum mechanically.

3.0 TASK DESCRIPTION

As described in subtasks 3.1 - 3.3, the contractor shall support NRL research initiatives in and will be responsible for 1) test plan preparation, 2) experimental set-up and execution, 3) procurement of experimental materials, and 4) report preparation.

Tasking under the ONR D&I Program is expected to fall into the following substasks.

3.1. The contractor will support S&T related evaluation and testing of platinum fuel cell catalyst using X-ray Absorption Spectroscopy (XAS). XAS will be performed at the National Synchrotron Light Source at Brookhaven National Laboratory using beamlines X11A collect platinum spectra and X15B or X19A to collect chloride spectra.

3.2. The contractor will support S&T related evaluation and testing of platinum fuel cell catalyst using X-ray Photoelectron Spectroscopy (XPS) measurements and cyclic voltammograms on platinum catalysts exposed to chloride environments.

3.3. The contractor shall examine the Pt lattice structure for locations that could be susceptible to chloride attack and then construct models to examine the theoretical spectra using the FEFF8.0 code. FEFF8.0 is an ab initio self-consistent multiple scattering program for the calculation of theoretical X-ray absorption spectra and electronic structure (supports task 3.1).

4.0 PLACE OF PERFORMANCE

Primary place of performance shall be the Naval Research Laboratory.

5.0 MATERIALS

5.1 The Government estimates material for this task order to be $35,000 (unburdened). This estimate must be included in Section B of the offer. Other/additional ODC amounts proposed by an Offeror shall be included in said CLINs and explained in the narrative rationale provided by the Offeror.

6.0 TRAVEL

6.1 The estimated cost for travel provided in this procurement planning document includes travel to sites identified by our sponsors where technical exchanges will occur.

This travel is required for performance of the work under this contract. Typically, travel from NRL to the following locations, during performance of this effort includes the following:

This estimate must be included in Section B and the narrative rationale provided by the offeror.

7.0 ORDER TYPE

This task order is issued on the basis marked below:

The term of this task order is twelve (12) months from date of award.
