STATEMENT OF WORK

TASK ORDER 0004

ENERGY AND ELECTROCHEMICAL SYSTEMS

DATED 06/11/2013

1.0 INTRODUCTION

The objective of this effort is to provide the Alternative Energy Section of the Chemistry Division with the required research and development (R&D) in engineering, design, fabrication, characterization, integration, and testing of catalytic materials and membrane electrode assemblies for fuel cell applications.

The major task associated with this effort is the development of new catalytic materials, methodology for characterization of new materials and membrane electrode assemblies. This effort also includes the integration of fuel cells into systems for naval applications. The intent of this research is to advance fuel cell technology for naval applications.

2.0 SCOPE

The goal of this effort is to develop and test catalytic materials, membrane electrode assemblies and integrated fuel cell systems.

3.0 TASK DESCRIPTION

3.1 The Contractor shall perform research on up to 10 oxide/phosphate based catalysts and 3 platinum/carbon standards toward the development of new materials which are characterized by rotating disk electrode voltammetry to assess their viability as catalysts in acidic and alkaline fuel cells.

3.2 Develop methodology for making membrane electrode assemblies will also be developed to make unique geometries to support the development of fuel cell stacks, and evaluated in single cells and stacks. Fuel cell membrane electrode assemblies will be prepared using up to 10 oxide/phosphate based catalysts and 3 platinum/carbon standards for comparison to results from rotating disk electrode experiments.

Specifically, the membrane electrode assemblies will be modified to accommodate the hydrophobicity imparted by the oxide catalysts.

3.3 Develop, integrate and an automotive fuel cells system with controls to fully automate the integrated systems for use in naval environments. These systems shall be monitored for fuel cell efficiency for voltage degradation and product water for evidence of impurity build up and degradation. Sensors shall be integrated to monitor the system robustness.

3.4 The Contractor shall create test requirements, plans, procedures, and conduct test set-up, preparation, and coordination for on-going and new testing efforts. The Contractor shall execute tests and perform data reduction/technical analysis/documentation of test results. If the required equipment is not available in the

Government’s inventory, the Contractor shall provide any such equipment and associated logistical equipment required to execute testing efforts for this effort.

3.5 The contractor shall carry out research on electrochemical energy harvesting devices. The objective will be to convert an electrochemical system into small planar devices, and monitor their performance for recharging batteries. The contractor shall make 2 to 5 final devices.

4.0 PLACE OF PERFORMANCE

Primary place of performance shall be the Naval Research Laboratory.

5.0 MATERIALS

5.1 The Government estimates material for this task order to be $75,000 (unburdened). This estimate must be included in Section B of the offer. Other/additional ODC amounts proposed by an Offeror shall be included in said CLINs and explained in the narrative rationale provided by the Offeror.

6.0 TRAVEL

6.1 The estimated cost for travel provided in this procurement planning document includes travel to sites identified by our sponsors where technical exchanges will occur.

This travel is required for performance of the work under this contract. Typically, travel from NRL to the following locations, during performance of this effort includes the following:

This estimate must be included in Section B and the narrative rationale provided by the offeror.

7.0 ORDER TYPE

This task order is issued on the basis marked below:

The term of this task order is twelve (12) months from date of award.
