STATEMENT OF WORK

TASK ORDER 0003

MICROFLUIDIC SENSORS

DATED 06/11/2013

1.0 INTRODUCTION

The objective of this effort is to provide the Bio/Analytical Chemistry section of the Chemistry Division with the required research and development (R&D) in the design, fabrication, characterization, integration of miniaturized analytical tools such as a laboratory-on-a-chip.

The major task associated with this effort is the miniaturization of analytical and bioanalytical tools, integration of microfluidic schemes and exploration of new analytical detection methodologies. The intent of this research is to advance chemical and biological detection capabilities in environmental samples.

2.0 SCOPE

The goal of this effort is to fabricate and test sensor designs that separate the particle or analyte of interest and utilize a variety of detection schemes.

3.0 TASK DESCRIPTION

3.1 The Contractor shall perform research on up to 5 miniaturized chemical sensors with the capabilities for either pre-concentration, separation, or sensitive and selective detection of specific analytes or bioparticles. The pre-concentration and separation schemes will be focused on optical pressure, electroosmotic forces or capillary electrophoresis.

3.2 Fabricate microfluic devices based on design is materials such as glass, quartz, polymethyl methacrylate with inlet and outlet couplings and spectroscopic (eg., ultraviolet/visible, infrared) detectors.

3.3 Conduct experiments to test microfluidic devices for flow parameters, pre-concentration and separation characteristics. These experiments shall be designed to determine the ability of the fabricated device to separate closely related molecules or particles. The effort will include data collection, reduction, analysis, and documentation of performance testing of specific analytes or bioparticles.

4.0 PLACE OF PERFORMANCE

Primary place of performance shall be the Naval Research Laboratory.

5.0 MATERIALS

5.1 The Government estimates material for this task order to be $25,000 (unburdened). This estimate must be included in Section B of the offer. Other/additional ODC amounts proposed by an Offeror shall be included in said CLINs and explained in the narrative rationale provided by the Offeror.

6.0 TRAVEL

6.1 The estimated cost for travel provided in this procurement planning document includes travel to sites identified by our sponsors where technical exchanges will occur.

This travel is required for performance of the work under this contract. Typically, travel from NRL to the following locations, during performance of this effort includes the following:

Location Description New Orleans, LA 2 person-trips, 3 days each Denver, CO 2 person-trips, 3 days each

This estimate must be included in Section B and the narrative rationale provided by the offeror.

7.0 ORDER TYPE

This task order is issued on the basis marked below:

8.0 PERIOD OF PERFORMANCE

The term of this task order is twelve (12) months from date of award.
