LABOR CATEGORIES / QUALIFICATIONS
(a) Task Manager (KEY)
Education:
Master’s degree in the chemical, physical or engineering sciences and 15 years experience in an applied R&D environment administering DoD-sponsored programs.
Bachelor’s degree in the chemical, physical or engineering sciences and 20 years experience in an applied R&D environment administering DoD-sponsored programs.
Experience:
Minimum of 15 years experience in an applied R&D environment administering DoD-sponsored programs.
Demonstrated record of recent technical publications relevant to the scope of this effort as witnessed by at least two publication in one or more of the following types: proceedings, journal articles, abstracts, technical reports, or other scientific or professional publications.
Oversight of research and development efforts associated with the development and evaluation of materials and instrumentation for naval and other DoD applications.
Demonstrated understanding of physical, chemical, and biological sensors and systems and their applications associated with the NRL, Navy and DoD mission requirements.
Coordinating complex programs and managing/supervising a staff composed of physical, chemical and biological scientists, engineers, as well as ancillary technical and administrative support personnel.
Coordination of scientific demonstrations in field environments, particularly with the logistics of extended field operations.
(b) Senior Electrochemistry and Corrosion Scientist/Engineer (KEY) (Required For Functional
Area 1)
Education:
Master’s. degree in Chemistry, Physics, Materials Science or Engineering, Mechanical or Marine
Engineering and 5 years of relevant experience in the laboratory; or
Ph.D. degree in Chemistry, Physics, Materials Science or Engineering, Mechanical or Marine
Engineering
Experience:
Demonstrated, hands on experience conducting basic and applied research and development in electrochemistry, materials characterization and/or surface chemistry with a record of conducting research on physical, electrochemical, and environmental behavior of materials in a marine environment.
Must be an active researcher in their respective field of study, as documented by at least two recent publications in one or more of the following types: proceedings, journal articles, abstracts, technical reports, or other scientific or professional publications.
Demonstrated supervisory experience is desired.
(c) Senior Biochemistry Scientist/Engineer (KEY) (Required For Functional Area 2)
Education:
Master’s. degree in Biology, Biochemistry or Cellular/molecular biology and 5 years of relevant experience; or
Ph.D. degree in Biology, Biochemistry or Cellular/molecular biology.
Experience:
Demonstrated experience in the area of cellular and molecular biology or microbiology with focus on mammalian cells, microbes and/or microfauna.
Must be an active researcher in their respective field of study, as documented by at least two recent publications in one or more of the following types: proceedings, journal articles, abstracts, technical reports, or other scientific or professional publications.
Experience in characterization such as immunocytochemistry, chromatography, polymerase chain reaction and gene sequencing is desired.
Demonstrated supervisory experience is desired.
(d) Senior Sensor and Analytical Platforms Scientist/Engineer (KEY) (Required For Functional
Area 3)
Education:
Master’s. degree in Chemistry, Physics, Materials Science or Engineering, Electrical or
Mechanical Engineering, Computational Science, Molecular or Microbiology and 5 years of relevant experience in the laboratory; or
Ph.D. degree in Chemistry, Physics, Materials Science or Engineering, Electrical or Mechanical
Engineering, Computational Science, Molecular or Microbiology.
Experience:
Demonstrated experience with designing, fabricating and testing chemical and/or biological sensors and systems (hardware and software).
Experience in miniaturizing analytical and bioanalytical tools.
Experience in conducting scientific computing activities associated with data acquisition, measurements, data processing, graphics, instrument control, networking and communications, data fusion, multivariate analysis, and modeling and simulation; or
Experience in applying artificial intelligence techniques to data interpretation problems associated with hazardous material detection and improved situational awareness; analyzing sensor array data using multivariate mathematical and statistical methods, such as pattern recognition algorithms, neural networks, and machine vision; or
Experience with providing research and engineering support to assist in the transition of sensor and power/energy systems to autonomous systems including the development and use of unmanned vehicles to enable real time situational awareness and support the battlespace management needs of DoN autonomous systems.
Must be an active researcher in their respective field of study, as documented by at least two recent publications in one or more of the following types: proceedings, journal articles, abstracts, technical reports, or other scientific or professional publications.
Demonstrated supervisory experience is desired.
(e) Senior Power and Energy Scientist/Engineer (KEY) (Required For Functional Area 4)
Education:
Master’s. degree in Chemistry, Physics, Materials Science or Engineering and 5 years of relevant experience in the laboratory; or
Ph.D. degree in Chemistry, Physics, Materials Science or Engineering.
Experience:
Demonstrated, hands on experience designing, synthesizing, and testing materials for power and energy applications.
Demonstrated experience in the electrochemical characterization of fuel cell and battery materials
Experience with materials characterization with tools ranges from electrochemical to synchrotron methods. Specific tools include rotating disk electrode voltammetry (RDE), cyclic voltammetry
(CV), coulometry, X-ray absorption spectroscopy (XAS), extended X-ray absorption fine structure (EXAFS), X-ray diffraction (XRD), X-ray photoelectron spectroscopy (XPS), scanning electron microscopy (SEM), transmission electron microscopy (TEM), and density functional theory (DFT).
Must be an active researcher in their respective field of study, as documented by at least two recent publication in one or more of the following types: proceedings, journal articles, abstracts, technical reports, or other scientific or professional publications.
Demonstrated supervisory experience is desired
(f) Senior Unexploded Ordinance Detection Scientist/Engineer (KEY) (Required For Functional
Area 5)
Education:
Master’s. degree in Chemistry, Physics, Acoustics, Materials Science or Engineering and 5 years of relevant experience in the laboratory; or
Ph.D. degree in Chemistry, Physics, Acoustics, Materials Science or Engineering.
Experience:
Demonstrated, hands on experience designing, fabricating/integrating, and testing materials or devices for DoD applications.
Minimum of 5 years of direct experience in the development and demonstration of 1) instrumentation used for acoustic, magnetic or electromagnetic geophysical surveys of UXO sites and 2) advanced algorithms used to identify ordnance.
Experience with array data using multivariate mathematical and statistical methods, such as pattern recognition algorithms.
Experience in providing research and engineering support to assist in the transition of sensor and power/energy systems to autonomous systems.
Experience with designing, fabricating and testing physical sensors and systems (hardware and software) to detect ordnance from vehicular, manportable, airborne, and/or marine platforms.
Experience in supporting laboratory and field operations to evaluate ordnance sensor systems
Must be an active researcher in their respective field of study, as documented by at least two recent publication in one or more of the following types: proceedings, journal articles, abstracts, technical reports, or other scientific or professional publications.
Demonstrated supervisory experience is desired.
(g) Engineer/Scientist II
Master’s. degree in one of the following fields of study: Chemistry, Physics, Materials Science, Engineering, Electrical, Mechanical Engineering, Computational Science, Molecular or
Microbiology; or
Bachelor’s degree in one of the following fields of study: Chemistry, Physics, Materials Science, Engineering, Electrical, Mechanical Engineering, Computational Science, Molecular or
Microbiology and 5 years of relevant experience in the laboratory.
(h) Engineer/Scientist I
Education:
Bachelor’s degree in one of the following fields of study: Chemistry, Physics, Materials Science, Engineering, Electrical, Mechanical Engineering, Computational Science, Molecular or
Microbiology
(i) Technician/Analyst
Education:
A high school degree or general education development certification.
Experience:
Minimum of 1 years of experience in the laboratory.
(j) Jr. Technician/Analyst
A high school degree or general education development certification.
