Sample Task SOW

ATTACHMENT L-7

SAMPLE TASK

Each offeror is required to complete and submit a technical and cost proposal against the Sample Task for evaluation. The technical proposal shall be included as Volume V; the cost proposal shall be included as part of Volume IV. The purpose of the Sample Task is for the offeror to demonstrate its ability to provide soundness of approach, credibility, realism, and logic to proposed tasking, and its understanding of the Government’s requirements. The Sample Task will also be used by the Government to assess the offeror’s methodology for proposing costs by evaluating the reasonableness, realism, and completeness of the proposed costs for performance of the Sample Task. The Sample Task will not constitute a part of the offer, and the information communicated as part of the order will not become a part of any resultant contract; however, the response to the Sample Task will be a material part of the evaluation by the Government.

The following Sample Statements of Work is provided to allow the offeror to prepare and submit a technical and cost proposal for assessment ONLY:

SAMPLE TASK STATEMENT OF WORK (SOW)

INTRODUCTION

This describes a task to be performed in support of the mission of the TEWD of NRL. Areas of specific interest include software development (real-time processing, real-time displays and graphical user interfaces (GUIs)), simulation, integration and testing of prototype Electronic Warfare (EW) systems.

BACKGROUND

NRL’s ESM branch (Code 5720) has developed and maintains several digital receiver systems for EW applications. These systems typically accept a Very Wide Band (VWB) Intermediate Frequency (IF) commonly produced by Commercial off the Shelf (COTS) Radio Frequency (RF) tuners. The systems digitize this input, perform digital signal processing (DSP) on the data in FPGA firmware, and pass the results on to an embedded processor for additional processing steps.

The previous systems have generally been designed as network client/server architectures with an embedded system providing functionality to GUI clients. Most of the code is C++. The overarching task is to build a New Platform upon this foundation of knowledge and experience if not necessarily the code base.

TASK DESCRIPTION

The Contractor shall provide software engineering services in support of task areas 3.1, 3.2, 3.4, and 3.5 of the PWS — including applications development and testing, code maintenance, database development, configuration management, and documentation—for Application Protocol Interface (API) and Field Programmable Gate Array (FPGA) hardware and software designs. The Contractor shall use the proprietary CoreFire FPGA Design Suite to develop applications for Annapolis Micro Systems (AMSI) hardware and software previously acquired by the NRL. The Contractor shall provide direct software programming and technical support for the NRL. The software development will allow signals that are detected by the AMSI Wildstar boards to be digitally recorded.

Development of DSP algorithms for New Platform System

The NRL New Platform (NP) system will accept input(s) from DRS 9158 Tuners that have a bandwidth of 500 MHz at an intermediate frequency (IF) of 1GHz. Current NRL systems have a 500 Mhz input data bandwidth sampled at 1333.33 MHz with an 8 bit digitizer. This task is to modify the current DSP algorithms to support data sampled: either real or in-phase/quadrature phase (I/Q), at the 1333 MHz sample rate and at a bit depth of 16.

The NP system will also allow for simultaneous recording of the real or I/Q data.

Simulation

The Contractor shall make use of mathematical and simulation packages like MatLab to validate designs. This is necessary to both reduce hardware testing efforts and also improve system performance.

Integration and Testing

The Contractor shall support the integration and testing of systems and subsystems with the target platform. The Contractor shall develop test plans and procedures to validate proper operation when integrated into an operational platform.

TASK ORDER DELIVERABLES

The contractor shall prepare and submit the following reports, in accordance with the DD 1423, Contract Data Requirements List:

1. A001 Monthly Progress and Status Report

2. A002 Contractor Summary Technical Report

3. A006 Software Design Description

4. A007 Software Test Reports

5. A008 Software Discrepancy Reports

PERIOD OF PERFOMANCE

Performance shall be from date of award through twelve (12) months.
