SOLICITATION NO.: N00173‐13‐R‐JFO1

AMENDMENT NO.: 0001

P a g e | 2 The purpose of this amendment is to:

A. Provide responses to questions received from potential offers.

B. Provide amended SF 33, copy attached C. Provide amended Request for Proposal, conformed copy attached, see below for specific changes/corrections.

D. Provide amended Performance Work statement, conformed copy attached, see below for specific changes/corrections.

A. Responses to questions received from potential offers:

1. We request the Government remove the requirement for submission of Key Personnel resumes since it generally favors the incumbent contractor team who would use incumbent personnel resumes with the most directly relevant experience and level of security clearance. In other NRL solicitations, the following language was used for assessing the qualifications of project personnel which provides an option for an Offeror to capture desired incumbent key personnel.

“The offeror shall provide convincing proof that he has, or, has the ability to obtain key personnel with relevant experience in the scientific and technical areas described in the

Statement of Work. These are highly specialized fields and personnel without actual experience in these areas are not acceptable. The Personnel Qualifications provided in the Solicitation sets forth the desired qualifications.

It is necessary for the offeror to demonstrate that personnel possess a final favorable

DoD adjudicated clearance.”

Government Response: The clearance requirement has been amended to: “demonstrate ability to achieve a TOP SECRET/SCI clearance prior to award.”

2. Question: There is a conflict with respect to the number of Key Personnel and security clearance requirements in the referenced sections of the solicitation. We recommend limiting Key Personnel to the three positions marked as (Key Personnel) in Appendix A ‐ Personnel Qualifications and using Appendix A Clearance descriptions for security clearance requirements, as this approach allows for fair and open competition. Please clarify.

Government Response: Key personnel has been amended in the PWS to three positions.

3. Question: Since this is a small business set aside, FAR 52.219‐9 Small Business Subcontracting Plan (Jan 2011) (a) states the clause does not apply to small business concerns. If FAR 52.219‐9 does not apply to small business concerns then does DFAR

215.304 apply to contracts that are small business set asides?

Government Response: Instructions for Small business are highlighted in paragraph 8 of this amendment.

4. Please clarify what we need to submit under Non‐Technical factor 1 and Non‐Technical factor 2. The requirements to provide a completed Section B , signed SF33, and Representation and Certifications are listed under both Non‐Technical Factor 1 and 2.

Was this information meant to be provided twice?

Government Response: The information was inadvertently duplicated, it has been removed from Factor 2. See amended RFP.

5. Some of the key personnel categories are missing from Section H‐8 (k) and the Labor Breakdown (Sr. Tech Engineer, Network Engineer, IT Specialist, Performance Analyst, Project Support/Jr. Project Support). Are these categories going to be added to Section H‐8 (k) and the Labor Breakdown and will hours be provided?

Government Response: Labor categories, pg 37, 38 have been revised to include key personnel. See amended/conformed RFP.

6. In Section L, “Provide a completed summary Attachment J‐3, provided under the base Period and first Option Period only.” Do you mean Attachment L‐3?

Government Response: Pg 58, section J, attachment 3 should be fully completed.

7. Attachment J‐3 has 2 formats, one for FFP and one for CPFF. The attachments contain all years (Base through Option 4). Are we to price all years, not just Base and Option 1?

Government Response: All years, in Section J, attachment 3, base and option one thru four are to be priced.

8. In H.8 The Labor Breakdown spreadsheet shows a total of 72,135 hours to be bid per year. Section H.8.(b) states "The level of effort for this contract shall be expended at an average rate of 150,281 hours per month." and Section B‐2 shows a maximum quantity of direct labor hours ordered over the life of the contract to be 153,604. Please clarify the number of hours to be bid.

Government Response: The labor hours per year are estimated at 72,135. The labor hours over the life of the contract have been revised to 360,675.

9. The submittal requirement for Factor 2 is missing. Will the detailed project information listed under Corporate Experience be moved to Factor 2?

Government Response: Factor 2 has been updated in the revised RFP

10. Does the Government want multiple organizational charts or just one for the BPTF requirement?

Government Response: One organizational chart

11. Ref: In FACTOR 3: MANAGEMENT, there is the following requirement:(d) Scheduling.

Provide methodology used (i.e. management indicators) to determine if/when there is a need to adjust recurring work schedule. Describe scheduling procedures that will minimize interference with the normal occurrence of Government business and the flexibility to adjust schedules to allow for access outside regular working hours and the flexibility to adjust to workload fluctuations.

In FACTOR 4: TECHNICAL APPROACH/METHOD, there is the following requirement: 3.)

Describe scheduling procedures that will minimize interference with normal occurrence of Government business and the flexibility to adjust schedules to allow for access outside regular working hours and the flexibility to adjust to workload.

Question: Is it the Government's intention for this information to be provided twice or included in one area and referenced from the other?

Government Response: Please provide the information for each area.

12. Is there more than one site supported than the Blossom Point facility?

Government Response: No Blossom Point facility is the only site.

13. Will the Government consider extending the proposal response time from 30 days to 45 days to accommodate changes resulting from the clarifications?

Government Response: At this time the government is not considering extending the proposal response time.
