Amendment 0004 Solicitation N00173‐13‐R‐JFO1
2 | P a g e
The purpose of this amendment is to:
A. Extend the submission date for proposals from 1200 PM local time 06/04/2013 to
1200 PM local time 06/10/2013.
B. Provide responses to questions received from potential offers.
1. Key Personnel: For proposal submission, only one signed resume is required, during performance of contract all positions within the labor category are key personnel.
2. Amendment 0002, question 40, inadvertently removed the OCI requirement. The section (a) H-6 ORGANIZATIONAL CONFLICTS OF INTEREST and (b) pg 73, Potential Organizational Conflicts of Interest is reinstated. Vendors are required to submit an OCI mitigation plan if there exists a potential or perceived OCI situation.
3. Key Personnel: For those labor categories considered key, is the entire labor category considered key, or just a single individual within that labor category?
Government Response: The entire labor category is considered key. For proposal, only one signed resume is required, but during contract performance all positions within the labor category are key personnel.
4. Question: Was it the government’s intention in Amendment 0002 question 42 to change the value to $2,000,000.
5. Government Response: No, change Amendment 0002, question 42, the value of previous contracts back to $1,000,000.
6. Question: PWS 4.1 Security requires that “personnel performing work under this contract must have a Top Secret/SCI at time of the proposal submission..” TS/SCI positions are allocated based on need, and personnel not on the current contract may be eligible for a TS/SCI clearance but not have one activated. This provides the incumbent prime contractor and its teaming partner with a significant advantage.
Question: Will the Government please change the TS/SCI requirement to, “Personnel must be eligible for a TS/SCI clearance upon proposal submission”?
Government Response: Amendment 0002, section B, removed the requirement for a SCI clearance prior to award. Sentence should read: “The following personnel are required to possess final TS, and be eligible for SCI access at least seven days prior to the time of award. The balances of the positions are required to be fully cleared with the same access within 6 months after date of contract award.” Note: the requirement for TS prior to award remains.

REQUIREMENTS FOR COST OR PRICING DATA OR INFORMATION OTHER
THAN COST OR PRICING DATA (OCT 2010) ALTERNATE II (OCT 1997).
Reference b: Attachment J-3, Labor Breakdown Spreadsheet/Cost Summary.
Question: It is assumed the Government will have adequate price competition and certified cost or pricing data is not necessary. If this assumption is correct, does the Government expect any further details besides Attachment J-3?
3 | P a g e
Government Response: Attachment J-3 is sufficient for cost evaluation and data in accordance with Table 15-2 of FAR 15.408 is not necessary. If additional information is necessary it may be requested during discussions.
8. Question: Will the government define how it will evaluate multiple resumes in each labor category versus a single resume in a labor category? Will resumes be ranked and scored individually or will all resumes be scored as a collective group?
Government Response: Resumes will be scored as a collective group
9. Question: Does the Government wish to receive only contracts that have reached completion or would the Government accept contracts that are currently being performed to show present-day capability of the offeror?
Government Response: Contracts which are being performed are acceptable as well as contacts which have been completed.
10. Question: Section L, Factor 1, (VI) It states: “The evaluation will be based on education, professional qualifications, and experience of team members (whether prime or subcontractor) working together on the same projects.” Is it the Government’s intent to downgrade team members who have not previously worked together, but still have teamed for this solicitation in order to provide the Government the best value? As currently worded, this criterion seems to favor the incumbent team.
Government Response: No, the intent was not to downgrade team members who have not previously worked together.
11. Question: Section L, Factor 3, subparagraph (e) Transition Plan: Will subcontracts be required to be terminated during phase-in by the incoming contractor?
Government Response: No
12. Question: Executive Summary “Volume” Conformed RFP from Amendment 1, Section L, top of Page 72 indicates that the Government is now requesting an Executive Summary at the beginning of Volume I, but toward the bottom of the page it states, “In the Executive Summary volume, the Offeror shall provide the following information.”
Will the Government please clarify the submission instructions for the Executive Summary? In particular, will the Government please clarify if it belongs in the front of Volume I or as its own separate volume?
Government Response: Please provide the Executive Summary in Volume I
13. Contract Documentation: Conformed RFP from Amendment 1, Section L, top of Page 72 indicates that the Government is requesting “Contract Documentation” as a separate section at the end of Volume II, but Non-Technical Factor 1: Cost for Facilities Maintenance and the Satellite Support Services Proposal requires that the SF33, Reps and Certs, etc. be submitted as a portion of Non-Technical Factor 1. Will the Government please clarify the submission instructions for “Contract Documentation”? In particular, will the Government please clarify what qualifies as “Contract Documentation” and whether it should be submitted as a portion of Non- Technical Factor 1 or separately at the end of Volume II?

Technical Volume”. Will the Government please amend this to read “Volume I – Technical/Management Proposal” or clarify what it means by “Volume II: Technical Volume”.
Government Response: Change Amendment 1, Section L, top of page 73 to read:
“VOLUME I Technical Volume”
15. Question: Amendment 001, Paragraph C5 replaced the Spacecraft Engineer category with the Sr. Technical Engineer however on page 37 it appears that the Spacecraft Engineer-Supervisor was the labor category replaced with Sr. Technical Engineer.
Please confirm which is correct.
Government Response: Senior Technical Engineer is correct.
16. Question: Will the Government please confirm that the Excel file titled “13jf01costsummary” is also attachment J-3?
Government Response: Yes, 13jf01costsummary” is also attachment J-3.

Government Response: Those are at the discretion of the vendor to propose.
18. Question: Does the customer intend for each file (Executive Summary, Technical Approach, etc.) to be produced (hard copy) and submitted separately, or will a binder with tabs for each file be accepted as one copy? If a binder with tabs is acceptable and the requirement for the copies for Small Business remains unchanged, will the offer be able to submit it with Vol I?
5 | P a g e
Government Response: A binder with tabs is acceptable, and it can be placed in Vol 1.
19. Question: The anticipated labor category breakdown in Section H-8 seems to identify one full-time equivalent (FTE) at 1865 hours per year. Does this number have significance and can proposed hours exceed these estimates?
Government Response: One full-time equivalent is 1865 hours per year
20. Question: Section L, Proposal Organization (page 72): The table identifies Contract Documentation be included in Volume II, but there is no further definition of this section in the Solicitation. Please confirm that Contract Documentation is not necessary since SF33, Section B, Certifications/Representations are included in the Cost factor/section in Volume II.
Government Response: Contract Documentation is not necessary
21. Question: Section L, Volume II – Business Proposal (page 80): Identifies a single copy, but is inconsistent with other sections identifying 5 copies. Please confirm that original and 5 copies of Volume II are required.

Government Response: Field engineer 4 is senior to a Field Engineer 2
24. Question: What are the responsibilities of an RF Technician?
