RFIs N00167-19-R-0007 VCS Hub Scoop Bars

1. The Drawing PDF file 7642124 “Rotor Scoop Bar” for Solicitation N0016719R0007 indicates that the “PDF Drawing Contains Embedded Geometry Files”. Is this file intended to be a 3D PDF or are the embedded geometry files of another type? Could you please advise how we could access the 3D geometry files?

Response: The 3D CAD file is embedded in the PDF. To access the file, open the PDF in Adobe Acrobat Reader DC. On the left side of the file, once opened, is a paperclip symbol for attachments. After clicking on the paperclip symbol, a list of added attachments are visible. Click on the attachment that you’d like (in this case: FOUO DISTRO D 245-8328546-08D NDP3.1HC SCOOP BAR.STP) and click “Save Attachment” to save the .STP file to your local hard drive or other preferred location. Open the .STP in the preferred CAD program of choice.

2. Based on section C-4.2.1. Page 7 “Prior to manufacture of production units, the contractor shall fabricate fixturing, and perform engineering required to machine and inspect the completed HSBs.

It appears the offerors moving forward with step 2 must provide resources to develop/fabricate tooling, fixtures, machining and inspection labor to complete (1) HSB and meet the Step two deliverables. The design, setup and demonstration process is a substantial investment and will limit competition. It could also favor any company currently performing this work for the Government. Would the Government consider funding the demonstrations? Bidders could include a demonstration ROM during STEP ONE.

Response: No. The government does not intend to fund the demonstration effort required for Step 2.

3. Section C.3 of the RFP identifies Scoop Bar specific references 3.2 and 3.3 that were not provided as part of the RFP package. Could the Government please provide these referenced documents?

Response: References 3.2 and 3.3 have been uploaded as part of Attachment 5-Referenced Documents.

4. Section C.4.4: Will the government confirm that any surface defects found during the NDT and rough grinding of the HSB casting prior to GFM delivery will be repaired to usable condition? This has been the practice to-date.

Response: Confirmed. The government will deliver GFM in a satisfactory and usable condition.

5. Section C.5.1.2 requires the contractor to utilize the Government provided tool called SCOOPVAL.

Could the Government provide the minimum system requirements needed to install and execute SCOOPVAL, any user manuals or documentation associated with SCOOPVAL, and the training syllabus for this tool?

Response: The SCOOPVAL program requires a Windows 7 or Windows 10 PC with at least 4GB RAM.

When the program is distributed, the files in Attachment 6-SCOOPVAL Information are included with the program for user instruction (the User Notes and FAQ). The government does not have a training syllabus, but assistance will be provided, as necessary, for Step 2 offerors. SCOOPVAL training will be provided for the awardee.

6. As specified in L 3.7, Step Two of the proposal requires the offeror to fabricate a VCS Scoop Bar that meets the SOW requirements. Will the government reimburse each offeror at 1/8 the proposed CLIN 1000 unit price on delivery of the HSB to the government?

Response: No. The government does not intend to fund the demonstration effort required for Step 2.

7. As specified in L 3.7, Step Two of the proposal requires the offeror to fabricate a VCS Scoop Bar that meets the SOW requirements. Will the Government waive this requirement for any offeror which has delivered an acceptable VCS Scoop Bar within the last 180 days?

Response: No. All offerors participating in Step 2 will be required to produce a Scoop Bar for evaluation.

8. Section M.3.2, Factor 1 specifies that the contractor must be capable of "non-destructive testing (NDT) capability in accordance with the SOW requirements. Additionally, Section M.3.2, Factor 2 requires that at least one relevant past performance example submitted must include dye penetrant testing. There is, however, no NDT or dye penetrant requirement in the SOW (Section C), rather, section C 3.7 indicates that the NDT inspection will be completed prior to the delivery of the rough ground casting to the contractor. Will the government please realign the evaluation criteria to match the stated requirements?

Response: Section C says to produce a scoop bar IAW the referenced drawing requirements. In the drawing, Note 403 provides the relevant NDT requirements for manufacturing a scoop bar which requires dye penetrant testing. Stated requirements are in the drawing, which is in Section C. No realignment required.

9. To better prepare for a FFP LPTA bid, it is critical offerors understand the requirement details. Would the

Government please provide offerors the following three references?

From Section C (SOW), 3. References:

3.2. Typical Scoop Bar Excess Material.pdf, dated March 13, 2018

3.3. SB 170 Material Excess Report.pdf, dated January 29, 2018

Response: See response to question 3

From Reference 3.1. NAVSEA Drawing, 245-7642124 Revision H, ROTOR SCOOP BAR:

Navy Propulsor Sand Cast NI-AL-Bronze Specification 245-8627737-D or later called out in welding note 301.

Response: See response to question 10

10. Reference Number 1-245-8627737D is called out in welding note 301. Can you please provide a copy of this document?

Response: Reference 1-245-8627737D has been uploaded as part of Attachment 5-Referenced Documents.

11. In RFP Section “HQ C-1-0001 ITEM(S) A001-A007 - DATA REQUIREMENTS (NAVSEA) (SEP 1992)”, the CDRLs are listed from A001 to A007, corresponding to Technical Data Package to Acceptance Test, respectively. The attachment “ExhibitA_CDRLs-A001-A007.pdf” lists CDRLs from A002 to A008, corresponding to Technical Data Package to Acceptance Test, respectively.

Can bidders assume that the table of deliverables in RFP Section “HQ C-1-0001 ITEM(S) A001-A007 - DATA REQUIREMENTS (NAVSEA) (SEP 1992)” has the correct CDRL number identification instead of the CDRL numbering in the attachment ExhibitA_CDRLs-A001-A007.pdf?

Response: Yes, HQ C-1-0001 has the correct numbering. CDRLs with the correct numbering have been uploaded as ExhibitARev1.

12. Our vendors are asking for dimensions on the castings, such as 3d modeling so they can determine the amount of material needing to be machined in help of developing a quote. Is this something you are capable of providing to interested parties. This is not something provided in the FBO posting.

Response: Vendors should reference the Typical Scoop Bar Excess Material.pdf (reference 3.2) for better understanding of actual receiving conditions as this represents actuals taken from an average of 10 as-delivered scoop bars. The casting drawing involves information that is irrelevant and unnecessary for machining vendors as it deals with the requirements for generating a high quality NAB casting. Vendors interested in a range of starting stock condition to better estimate machining work required are better served assessing the excess material report as the casting drawing will not provide that information in a usable, relevant and accurate format.

13. For the excess material report, will the Government be providing an informational report format ex. PDF indicating minimum material regions on HSB or will the Government provide the raw inspection data (i.e.

Point cloud or surface scan)

Response: The government is not providing any report prior to receiving the component, but we’re providing the example in reference 3.3.

14. Does SCOOPVAL have limited compatible with certain 3rd party inspection software or data formats?

Response: No. Need data to input into standalone analysis software. SCOOPVAL is not compatible with any outside 3rd party software.

15. The contract clause: HQ C-2-0037 ORGANIZATIONAL CONFLICT OF INTEREST (NAVSEA) (JUL

2000), as this is a build to print, we do not understand the purpose of the clause which bars us from providing scoop bars for 3 years after the contract. Unless we are doing design work, we do not think it is appropriate. There is another Conflict of Interests clause that does not prevent us from competing for follow on contracts that we could accept.

Response: Clause HQ C-2-0037 has been removed from the solicitation.

16. G-232-H002 PAYMENT INSTRUCTIONS AND CONTRACT TYPE SUMMARY FOR PAYMENT

OFFICE (NAVSEA) (JUN 2018); on the bottom of page 20, (b), there does not appear to be a cost type line item in this solicitation.

Response: This will be a Firm Fixed Price contract. Clause G-232-H002 (b) has been edited to reflect this will be a fixed price contract.

17. 52.211-11 LIQUIDATED DAMAGES--SUPPLIES, SERVICES, OR RESEARCH AND

DEVELOPMENT (SEP 2000); we cannot accept a LD clause without a cap. Also, LDs need to be full and final satisfaction for late delivery, and in this case the Government can still exercise the default clause. Suggest deletion

Response: Clause 52.211-11 has been removed.

18. In Part 3 (References) of Section C, the solicitation refers to reference number 3.2 (Typical Scoop Bar Excess Material.pdf, dated March 13, 2018) and reference number 3.3 (SB 170 Material Excess Report.pdf, dated January 29, 2018). These references do not appear to be included as attachments to the solicitation. Can the government please provide these two references?

Response: See response to question 3.

19. The CDRL numbers entered in block 1 of the form (DATA ITEM NO.) do not match the .pdf naming and appear to be off by a value of 1. For example, the Project Planning Chart has the value A004 entered in block 1 but is named “HSB IDIQ CDRL A003.pdf” Can the government please verify that the numbering is correct and that the CDRL’s are correctly referenced in Section C of the solicitation?

Response: See response to question 11.

20. Note 9-B of Reference 3.1 states that “Specific requirements for the manufacturer are contained in the transfer validation sections of drawing 810-8328549 RevA.” Can the government provide this referenced drawing?

Response: Drawing 810-8328549 Rev(A) has been uploaded as part of Attachment 5-Referenced Documents.

21. Note 301 of Reference 3.1 states that “Weld repairs are permitted to meet the casting soundness and dimensional requirements. All welding shall be IAW Ref 1; supplement S4 applies.” Reference 1 is the “Navy Propulsor Sand Cast NI-AL-Bronze Specification 245-8627737 RevD or later.” Can the government please provide this specification?

Response: See Response to question 10

22. Note 401-A of Reference 3.1 states that “100% PT examination shall be performed on the scoop bar IAW

Ref 2. Reference 2 is the “Req. for Nondestructive Testing Methods: S9074-AS-GIB-01/271” [Voith possess the specification T9074-AS-GIB-010-271-1 dated 16-FEB-1999. Is this an equivalent specification?] If it is not, can the government please provide the referenced specification?

Response: T9074-AS-GIB-010/271 Rev 1 (1997) has been uploaded as part of Attachment 5-Referenced documents. Please use this document.

23. Will the Government please provide Reference 1, Supplement S4, as required in Drawing Note 301?

Response: Please see response to question 10

24. Exhibit A, CDRL A003 Project Planning Chart identifies DI-MGMT-80507C as its authority document that describes the requirements for CDRL A003. Item 3.17 in this document requires reporting of man hours expended. Since this is a Firm Fixed Price contract, can the Government confirm that this item is not required for CDRL A003?

Response: Correct, Item 3.17 of CDRL A003 is not required. Note: Items 3.18 and 3.19 are not required, either.

25. The RFP identifies 7 CDRLS numbered A001 to A007. However, while the file names for the embedded CDRL documents are numbered this way, block 1 in the documents are numbered A002 - A008. Can the Government please confirm that the CDRLs should be numbered A001 to A007 and that these documents will be updated prior to award?

Response: See response to question 11.

26. Exhibit A, CDRL A006 Report of Receiving, Inventory, Adjustments, and Shipments of Government Property identifies DI-MGMT-80442 as its authority document. However, this document was not provided as part of Exhibit A. Can the Government please confirm that this document will be added prior to award?

Response: DI-MGMT-80442 was uploaded as part of ExhibitARev1.

27. Exhibit A, CDRL A001 Technical Data Package, Blocks 10 and 12 identify the frequency and date of first submission as "ASREQ" (as required). Can the Government please clarify what events trigger a need for a Technical Data Package to be developed?

Response: Delivery of a unit or set of scoop bars will trigger a TDP requirement. Because this will be an IDIQ contract, discrete periodicity has not been specified.

28. Section C.3.4 references MIL-STD-31000A Technical Data Packages, dated 26 February 2013. This document discusses the TDP Option Selection Worksheet and points the reader to Figures 2 and 3.

However, these figures do not appear in this document in relation to the TDP Option Selection Worksheet. Can the Government please provide these figures?

Response: NSWCCD doesn’t own this MIL-SPEC and thus cannot provide the referenced figures.

However, Figure 2 is defined in Block 16 of CDRL A001. Figure 3 is not relevant as it refers to commercial drawings/models.

29. Section C.4.1.2 references the "TDP Option Selection Worksheet", while Section C.5.1.1 references "Reference 3.4 Option Selection Worksheet". Can the Government please provide the intended Option Selection Worksheets to be used for this contract?

Response: These are the same thing. Recommend using TDP Option Selection Worksheet for consistency.

30. Exhibit A, CDRLs A002, A005, and A007 have the following remark: "BLK 10,12, & 13: Shall be generated when at preliminary data, interim data, and final data, as required by the Task Order."

However, the solicitation does not identify preliminary, interim, or final data. Can the Government please clarify the frequency of these CDRLs?

Response: CDRLs A002, A005, and A007 have been modified to require only final data.

File details come from the government source that posted it.
