Offerors shall describe their intended mode of establishing management and project staffs, assuming responsibility for support of the programs’ current operation without discontinuity of work flow or loss of integrity of the program’s current operation, and creating interfaces for technical and contract administration. Specifically, how the Offeror’s technical and contract administration interface with NSWC Crane and Electro-Optics Technology Division will be established.

--What specific services, support, or other items (GFI/GFE/GFP) does the Offeror assume the Government will provide?

--Identify the risks in accomplishing transition of this requirement in a seamless manner and identify specific risk mitigation measures that will be implemented.

--Costs unique to the implementation of the proposed transition plan shall be clearly identified in the cost/price proposal.

--Security Requirements to include OPSEC, Facility Clearances, and Base Access: The Offeror shall provide a plan to implement the required security clearances and physical access requirements of the contract during the transition period so that service is not interrupted.

--Work Turnover: The Offeror shall provide a plan of action to effectively transfer tasks that are in process at the expiration of the current contract from the incumbent Contractor.

3.1.4.4 Subcontractor Management: If subcontracting or teaming is proposed, the Offeror shall propose a Subcontract Management Plan (SMP) shall describe its processes and techniques used to manage subcontract performance (technical, schedule, and cost), billing, and reporting. The SMP shall be fully consistent with other portions of the proposal. The SMP shall only include those Subcontractors, which are priced in the Cost/Price Proposal. If Subcontractors are not included in the Cost/Price Proposal, they should not be referenced in any part of the proposal. The Offeror shall address the technical reason(s) for selecting each Subcontractor; identify the portions of the SOW that will be subcontracted; and, the contractual relationship to the Subcontractor (e.g., CPFF, T&M, Firm Fixed Price (FFP)).

3.1.4.5 Quality Assurance: The Offeror shall provide a Quality Control Plan (QCP) in response to the QASP provided as Attachment 02 in Section J. The Offeror’s QCP shall set forth internal processes and procedures required to meet the standards and acceptable quality levels outlined in the QASP. The Offeror shall discuss development and implementation of a performance management system with the processes used to assess and report its quality performance to the Contracting Officer Representative (COR).

3.1.4.6 Staffing Plan: Offeror shall provide a Staffing Plan (excel file – without burdened rate information) which shall include all proposed labor category personnel (by name – both prime and subcontractors) known at the time of proposal submission to support the functional areas specified in the SOW. The Offeror shall complete the Staffing Plan columns regarding Years of Applicable Experience, Highest Degree Achieved, Degree Area and may provide additional information to support the level of experience and/or education requirements per the Staffing Plan in Attachment 03. Offeror may use “TBD” for non- critical positions that do not have identified personnel.

The format for the Staffing Plan is provided as Attachment 03 in Section J. The Staffing Plan shall include all of the information requested using the provided template. Offeror shall highlight any positions they consider critical to the performance of the contract.

The Offeror shall divide the Staffing Plan into the required CLINs (0001 – 0003) on the same spreadsheet. Offeror should list “TBD” in the name column and the minimum qualifications of the relevant Government labor category in any positions for which the Offeror does not have a firm non- critical candidate identified to provide at award.

Where the Government labor category definitions allow for degrees to off-set years of experience, Offeror shall consider the minimum qualifications for the labor category to be those requiring the least advanced degree. Offeror shall follow this procedure for positions for which they or its Subcontractors only propose labor categories.

Offeror shall preface the names of contingent hires with “Contingent -;” for example, “Contingent – Jane Doe.”

Offeror shall insert the company name in the upper left column of the Staffing Plan.

Note: From a U.S. Government proposal evaluation perspective, proposal risk may increase with high levels of individuals proposed as TBD or contingent. Nevertheless, in the Staffing Plan narrative, Offeror may describe actions it has taken to mitigate the impact of these risks to the Government. For example, higher levels of education and relevant experience in a proposed work force demonstrate a richer labor mix. Proposing a richer labor mix, in appropriate tasks under this order, may reduce the performance risk that the Government bears in accepting an Offeror’s proposal. In this example, the Offeror may discuss the potential benefits of the richness of its proposed labor mix in the Staffing Plan narrative, but should clearly describe how a richer labor mix in a task reduces the performance risk to the Government.

When read together with the other parts of the Offeror’s Technical and Management Volume, the Offeror’s Staffing Plan should demonstrate the Offeror’s ability to successfully meet the requirements of Section C herein.

The Offeror shall not be penalized for use of Subcontractors, but shall describe in the narrative how the proposed team provides optimal balance between size, manageability, and support capability while maintaining an integrated approach and meets the requirements of 52.219-14 Limitation on Subcontracting.

3.1.5 SMALL BUSINESS PARTICIPATION -- FACTOR I – SUBFACTOR E - (VOLUME III)

The Subcontract Participation Data portion of the proposal shall be submitted as a part of Volume III, and shall be no more than ten (10) pages. Attachment 04 provides a recommended format for submission but is not required for use.

The Contractor may add additional rows to the table as applicable. The narrative providing the information described below shall not exceed 10 pages.

In accordance with FAR 15.304, it is the intent of the Government to encourage participation of small businesses whenever practicable. Describe the extent to which your company has identified and committed to provide for participation by small, small and disadvantaged businesses (SDB) , woman-owned businesses (WOB), veteran owned small business and service-disabled veteran owned small business, historically black colleges and universities, or other minority institutions for the performance of this effort. ALL offerors shall provide sufficient information to demonstrate that the tasks assigned the selected subcontractors are meaningful in the sense that they will be performing functions important to the overall success of the program and also broaden the subcontractor's technical capability. ALL Offerors shall describe their management approach for enhancing small business subcontractor's technical capability. Of special interest is the amount and type of work to be performed by the subcontractors. The offeror shall explain the reasons for and advantages of selecting particular subcontractors.

Small Business are required to submit a response to this portion of the proposal requirements.

3.2 FACTOR II - PAST PERFORMANCE (VOLUME II)

The Past Performance portion of the proposal shall be submitted as a part of Volume II, and shall be no more than 3 pages per past perfromance reference not including matrix (Attachment (05 – Past Performance Matrix). In addition to the maximum of five (5) references for the prime, the offeror may submit two (2) Past Performance reference for each proposed Subcontractor that propsed 10% or more of the total proposed hours.

Page Count Maximum = (Maximum 5 reference for the prime, X 3 pages) + (Subontractor(s) >10% X 3 pages) + (Termination Reference X3)

3.2.1 Past Performance Reference Requirements. The offeror shall provide a maximum of five (5) past performance references from the prime on prior contracts that are recent and relevant to this requirement. The references shall be submitted in the Past Performance Matrix format as provied in Attachment 05 within Section J (additional references may be added if needed). Furthermore, an Offeror proposing Significant Subcontractor(s) that propose 10% or more of the total proposed hours shall also submit no more than two (2) Past Performance Reference for the proposed Subcontractor(s) in addition to the maximum of five (5) for the prime. See below for what constitutes a “recent” and “relevant” prior contract for purposes of this solicitation.

Each offeror shall submit present and past performance information for itself on projects of similar size, scope, and technical complexity. The Offerors may choose to submit present and past performance information for team members, or joint venture partners that have experience in projects of similar size, scope, and technical complexity with its proposal. The total number of past performance references for each offeror shall not exceed five (5) references for the prime and no more than two (2) reference each for any subcontractors, team members, and/or joint ventures exceeding 10% of the total proposed hours. This volume shall provide a list of current and relevant contracts on which the offeror has performed in the format requested in the Proposal Requirements portion of this document. This information, as well as other information the Government may obtain elsewhere via Government databases (CPARs, FAPIIS, PPIRs etc.) and other government agencies (DCMA, DCAA etc.), will be used to evaluate the offeror's past performance. The Government reserves the right to solicit feedback beyond what is identified in the questionnaire. NO CLASSIFIED PAST PERFORMANCE SUPPLEMENTS WILL BE ACCEPTED. The offeror may submit performance on classified programs as long as that information can be verified. If the offeror intends to submit in this manner the information that is classified (customer, contract number, etc.) should be marked “reserved” and the description/write up of the work performed shall remain unclassified. If the offeror cannot describe what work was accomplished in an unclassified manner the offeror cannot submit that program for Past Performance evaluation. Offerors are notified that the Government will evaluate the data provided in this volume and data obtained from other sources that is determined to be current and relevant to the effort at hand in the development of its performance risk assessments.

Offerors are reminded that both independent data and data provided by offerors in their proposals may be used to assess offeror past performance. Since the Government may not necessarily interview all of the sources provided by the offerors, it is incumbent upon the offeror to explain the relevance of the data provided. The Government does not assume the duty to search for data to cure problems it finds in proposals. The burden of providing thorough and complete past performance source data remains with the offerors. Proposals that do not contain the information requested by this paragraph risk rejection of the proposal in its entirety or a high performance risk assessment by the Government.

3.2.2 Recency Requirement. References will be considered recent that are either currently being performed or have been performed during the past three (3) years which are relevant to the effort required by this solicitation. The three years in which the recency will be evaluated will be from the closing date of the solicitation.

3.2.3 Relevancy. In determining relevancy, the offeror should consider the size, content, and complexity type and value of the contract, and the type of requirement compared to this solicited requirement.
