22 If the Government cannot provide the number of FTEs per CLIN, then will the Government please provide sufficient detail to determine the FTEs required? The offeror would need the operational tempo at each site, number of missions to be flown, and the total hours per day (i.e., 24/7 operations).

If OCI issues are present or anticipated, Offerors shall provide details and submit an OCI mitigation plan as part of their proposal submission."

Are offerors correct in understanding that if no OCI issues are present, the offeror shall just provide a statement and that an OCI mitigation plan is not required?

Per Section L 3.4.2 If it is believed that no conflicts of interest exist, then the Offeror shall clearly state this in their offer cover letter and provide their corporate policy for resolving OCIs should issues of this nature arise. Corporate policies are authorized to be submitted in addition to the OCI Mitigation Plan (if required).

58 128 Section L 3.4.2

The requirement states offeror's statements shall be in accordance with the "Organizational Conflict of Interest Clause of the SeaPort-E

IDIQ."

As this procurement was not released under the SeaPort-e IDIQ, are offerors correct in assuming the SeaPort-e IDIQ clause does not apply?

Language will be replaced in Amendment 1 with the following in Section L 3.4.2 In accordance with Section C, the OCI clause of this section, and the Organizational Conflict of Interest Clause of the IDIQ contract, 59 132 Section M 3.1.5

Due to this procurement being set-aside for small businesses, will the Government consider removing this as an evaluation subfactor?

If not, then are we correct to understand that prime offerors may submit and be evaluated on their own participation in the Small Business Participation Plan?

The Offeror shall note its history with respect to subcontracting with other small businesses

vs. relying upon large business subcontractors.

If the Offeror has other IDIQ Task Orders provide the IDIQ historical trends for subcontracting with small businesses. DoD goals are to increase small business participation in all contracting not just have small business set‐ aside where small businesses subcontractor up to 49% to a large business. The requirement for evaluation of small business participation is to evaluate the TOTAL small business impact on the effort.

60 Attachment 01 SOW Will the Government please provide details on the operational tempo at the deployed sites, to include the following: - Number of Platforms, - Number of sorties per day

Amendment 1 has revised SOW see Section 3.0.

61 Are flight operations conducted on a 24/7 basis?

Amendment 1 has revised SOW see Section 3.0.

62 Attachment 03 Staffing Plan Format

Staffing Plan format requests "Labor hours proposed____ % of Total."

Can the Government please clarify what offerors are expected to input here?

Amendment 1 has revised Attachment 03.

63 Attachment 08 Labor Category Cross Reference Matrix

The Labor Category Cross Reference Matrix lists labor categories for "Ali Al Salem."

However, Kuwait was not specified in Section B as a place of performance.

Will the Government please clarify whether Ali Al Salem is a place of performance or not?

Africa has been removed from CLIN 0001 as a location and Kuwait has been added see updated language in CLIN 0001 and SOW 6.2.

64 Attachment 08 Labor Category Cross Reference Matrix

The Labor Category Cross Reference Matrix does not include any labor categories for S. Korea locations; however, S. Korea is listed in Section B as a place of performance.

Will the Government please provide labor categories for this place of performance?

Amendment 1 has revised Attachment 08.

The Contractor shall insert the labor categories to be used at each site.

65 Attachment 10 ‐ FSR Kit‐Part List Will the Government please provide the CAGE Code or Vendor Name for the parts that do not have a CAGE Code?

Amendment 1 has revised Attachment 10.

66 The last 6 parts listed have a CAGE Code that is for NSWC Crane. Are these parts government-furnished equipment (GFE)? If not, can the Government please clarify how offerors are to procure these items?

Amendment 1 has revised Attachment 11 and Section J additional Drawings are being provided.

67 Attachment 10 ‐ FSR Kit‐Part List Will the Government permit offerors to provide "or equal" equipment / products?

Equivalent Parts or Material may be used as long as not counterfeit.
