L-4 Questions and Answers (Q&A) N00030-16-R-0037, Amendment 0006
Question 1: Who is the incumbent?
Response 1: CLIN 0001 (and Option CLINs 0004, 0007, and 0010) were previously procured under contract N00030-13-C-0021, with Systems Planning and Analysis, Inc. (SPA); and services similar to Option CLIN 0002 (and Option CLINs 0005, 0008, and 0011), and Option CLIN 0003 (and Option CLINs 0006, 0009, and 0012) were previously procured under a contract that is not releasable to the public.
Question 2: The SOW references classification by subsection in CLIN 0001, CLIN 0002, and CLIN 0003. Is it the government’s intention that only personnel at the highest classification level be allowed to work on tasking in support of those subsections?
Response 2: The solicitation is revised to restate the security access requirements.
Question 3: For tasking in RFP N00030-16-R-0037, can you please confirm the government’s intent of various classification levels for the effort?
Response 3: The solicitation is revised to restate the security access requirements.
Question 4: To produce Sensitive Compartmented Information (SCI) material, a SCIF will need to be maintained. Will the government allow these construction and maintenance costs to be charged as an ODC?
Response 4: No. As may be necessary, a Government provided SCIF will be provided as noted in the DD254.
Question 5: As per section L.3.3, L.6.2, and M.1.3 para 4: Offeror personnel proposed and assigned to support option CLIN 0002 (and if exercised, option CLINs 0005 0008, 0011) must have Top SECRET/SCI clearance (i.e., Top Secret (TS) clearance with access to Sensitive Compartmented Information (SCI) at time of award.” Please confirm the requirement of work for SCI clearance.
Response 5: The solicitation is revised to restate the security access requirements.
Question 6: Section L-6.3.3 Section II: Personnel, page 86. The RFP states, “The offeror shall provide resumes for all key personnel proposed by the offeror (to include name, titles, qualifications, education, experience, technical expertise, and Security Clearance level); and
L-4 Questions and Answers (Q&A) N00030-16-R-0037, Amendment 0006 letters of commitment of all key personnel proposed, but who are not currently employed by the offeror or subcontractors. For this solicitation, Key Personnel are defined as all individuals proposed to perform the contract and are of a non-administrative nature.” The relative importance of the Personnel factor based on the RFP statement at Section M is understood.
Given the number of resumes that the Offeror must submit, would the government confirm that personnel resumes will not be counted against the Technical Volume page count?
Response 6: Resumes are included in the page count for Volume III, which is increased as indicated in amendment 0006.
Question 7: Is it the government's intent that all personnel assigned to CLIN 0002, Subsections A(1), C(1), C(2), C(3), C(4), C(5), D(3), and E have TS/SCI clearances or only that some personnel in support of these tasks retain TS/SCI clearances?
Response 7: The solicitation is further revised to restate the security access requirements.
Question 8: As per L-6.3.3, subparagraph b. Labor Mix, "The Offeror shall provide the rationale or basis of estimate that describes and relates the tasks of the SOW, by CLIN, and Option CLIN, to the proposed labor categories, and skill levels. The offeror shall also identify the proposed labor mix (by CLIN and Option CLIN) by indicating the hours proposed and percentage of time each key person is proposed for a specific Contract Line Item (CLIN) and Option CLIN; and the hours proposed and percentage of time each person is proposed to support each SOW paragraph and subparagraph (within a specific CLIN and Option CLIN)."
The assignment of hours per person to proposed to support each SOW paragraph and subparagraph (within a specific CLIN and Option CLIN) may in fact be a somewhat arbitrary assignment of hours at that lower level of the SOW. Will the government reconsider the need to indicate hours proposed and percentage of time requirements by SOW paragraph and subparagraph and replace with "the hours proposed and percentage of time each person is proposed to support each CLIN and Option CLIN"?
Response 8: No.
Question 9: As it relates to the question above, alternatively, in order to accommodate this additional requirement, please adjust the page limitation on Volume III by 12 pages to allow for a 12 page staffing plan at this level?
Response 9: The page count for Volume III is increased as indicated in amendment 0006.
