Technical Directive SLINS that are Drop-In will have the associated Induction and Delivery costs covered under CLINs X020, X021, or X033 as appropriate to the aircraft. 4. Will the contractor be able to participate in the pre-induction operational checks? and
5. Will the same test procedure be used pre-induction and before the FCF by the Gov't aircrew?"
1) There is no requirement for the contractor to test incoming configurations. The USG will perform an ASW preflight to verify system operation and the contractor may witness the event.

| From our review of the SOW, it appears it is the Navy’s intent to authorize the appropriated core performance restoration FFP CLIN for LLP replacement and only the replacement cost of the LLPs are to be charged to the T&M LLP CLIN. |
For example if an engine requires a core performance restoration and replacement of the Fan Disk and Booster Spool as LLP, will the Navy exercise the following FFP CLINS, X080 Engine Induction, X060 Core Performance Restoration, & CLIN C064 Fan & Booster Refurbishment and the Replacement LLP would be charged T&M Under CLIN X062. Is our interpretation correct?
| The engine repair/necessary work scope required to return the engine to an RFI status will be done under various FFP CLINs. Any LLP hardware that is replaced during shop visit will be covered under T&M CLIN(s). |

| Is it the Navy’s intent to order a core restoration (CLIN X060) for all incoming engines, and other module refurbishment CLINS be considered additive work to the core restoration? |
If so, should the contractor charge engine disassembly/assembly (separation and reattachment of the major engine modules), engine test cell, and preservation to be covered under CLIN X 060?
Under this scenario only the disassembly/repair/reassembly of a specific module would be covered under the module refurbishment. If the Navy wants the option to bring an engine in for a single module (such as CLIN X066 HPC Stator Module refurbishment) where is the contractor to price engine disassembly/assembly, test, preservation & delivery? If those costs were added to each module, there would be times when the navy was paying for the effort under multiple CLINS (example if X065 HPC Rotor, X066 – HPC stator).
If the Navy wants flexibility to order module refurbishment without a core restore, will the navy consider adding an “Engine restoration” (major engine disassembly/assembly, test, preservation & delivery) to the Engine induction CLIN?
The work scope strategy for engine repairs is to begin with a core restoration (CLIN X060) and adjust the work scope using additional module specific CLINs.
The cost of disassembling, repairing, and assembling a specific module should be included in the proposed price for that specific module refurbishment CLIN.
There would be rare exceptions when an engine would be brought in for a repair of only one or two modules, likely a component failure or mishap. In that event, the repair of a few specific modules would be covered under the Special Test and Engineering Investigation (EI) Workscope CLIN (X083) Attachment 1 part B, Para 3.5.3 Core Performance Restoration (with or without Life Limited Parts Replacement)

Our interpretation is the Navy expects the replacement cost for any of the parts listed in the scrap rate projects would be part of the FFP for restoration of the appropriate module. Since the fleet is fairly new, the sample size for determining the referenced scrap rates must be fairly small.
Would the Navy consider revising their position and make refurbishment of the material to be covered as part of the FFP, but replacement of any parts beyond repair (aka scrapped) be covered as part of over & above under CLIN X073, X077, X100.

There appears to be a math error on the L-7 Attachment in how the TD values are calculated. As an example if the value for the Base year TDs in L-9 that were to be concurrent to AEPD (see summary tab, cells G15 to G63) is $100,000 the contractor would place that value in Att L-7 for CLIN X013 Base year. Based on the formulas, the value in L-7 would be multiplied by the quantity identified in the summary sheet (see summary tab Cell J8) which is 385 – this would make the value for Base year of X013 = $38,500,000 which significantly overstates the value of TDs.
| Formulas on Attachment L-7 for X013, X035, and X082 have been modified on the Summary Tab. Notes are correct in directing that the "Total Unit Price" shall be the sum of all TDs for the specified option period. The modified formulas for those three CLINs will not multiply by the quantity and will reflect the total price on the summary tab. Formulas for those three CLINs also updated on Attachment L-5 due to same issue. |

What is considered sensitive/controlled flight essential equipment? Will this be classified, and do we need to provide storage for that equipment, or will the owning Org return it to home station?
The ARC-210 and the APX-123 are considered sensitive/controlled flight essential equipment. These are required for the flight to the contractor’s facility. The Government/owning organization will remove these two components and return them to the home station.
The SOW has been updated to define the classified storage requirements.

The Contractor shall comply with the Flight Operations Procedures, however, the contractor may request waivers from the GFR in accordance with NAVAIRINST 3710.1
