About this file

This is an Intergovernmental and Cooperative Purchasing Clause document related to the Chilton Drive Sewer Rehabilitation project solicited by the Washington Suburban Sanitary Commission (WSSC) in Maryland. The project encompasses the repair, rehabilitation, or replacement of 1,270 linear feet of defective sewer mains, 856 linear feet of defective sewer laterals, and ten manholes located in the Paint Branch Basin in Prince George's County. Sealed responses must be submitted electronically via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater with two noted deadline dates: December 16, 2025, at 2:00 pm and January 6, 2026, at 2:00 pm. The question submission deadline is November 26, 2025, at 2:00 pm. Contractors must mobilize and commence work within fourteen calendar days of receiving the Notice to Proceed, with a contract time for substantial completion set at 150 days. Liquidated damages are assessed at $925.00 per day for failure to achieve substantial completion within the contract period.

The procurement establishes a 25 percent Minority Business Enterprise and Small Local Business Enterprise (MBE/SLBE) subcontracting goal, with African American firms and WSSC Water-Approved SLBE firms eligible to satisfy the entire goal. Contractors must provide a bid guarantee of 5 percent of the bid price, along with Performance, Labor and Material Payment, and Maintenance Bonds each equal to 100 percent of the contract value. Contractor qualifications require successful self-performance of a minimum of 15,000 linear feet of open cut sewer replacement within North America and three years of experience in sewer cleaning, television inspection, sewer bypass, lateral renewal, and traffic control. The project is funded through the Maryland Department of the Environment State Revolving Fund (SRF) Loan program, mandating compliance with Davis-Bacon prevailing wage rates, American Iron and Steel (AIS) product requirements, and the Build America Buy America Act (BABA). Insurance requirements include Commercial General Liability at $1,000,000 per occurrence, Business Auto Liability at $1,000,000, and Umbrella Liability at $1,000,000. The total project disturbance area is 0.61 acres with restoration to be completed through sod, seeding, or stone installation depending on area type and conditions.
