| Q # | Document | Location | Question | Answer |
RFP | Factor 3, Page 131 | Will the Government accept a final CPARS report in place of PPQs? | The Government already reserved the right to evaluate data obtained from sources such as PPIRS (CPARS reports), so a CPARS report would not be used as a substitute for a PPQ. However, the maximum number of PPQs to be provided is three. The offeror may choose to submit less than three.
Performance Work Statement | Performance Work Statement footer | The Solicitation says it is a draft document. Will the Government please confirm that this is a FINAL document? | It is the final document. The word "DRAFT" has been removed from the footer via amendment 0001.
Solicitation | Section B, Page 20 | Government is requesting a breakdown of trips and costs rather than providing a plug number. Would the Government consider removing this requirement and replacing with a plug number for all offerors, to which each offeror can then apply its G&A rate? | CLINs 0042, 0142, 0242, 0342 and 0442 have been revised to clarify that the offerors shall not submit a price for those CLINs. Also, the third paragraph in Section L.4(B) has been revised to delete the following sentence: "The Offeror shall submit a breakout of the proposed travel locations for each trip and for the ODCs."
Performance Work Statement | Section 4.0 | Will the Government confirm that there are no support billets in any locations other than Quantico, VA? | Support billets are located at locations other than Quantico, VA.
General Issue | Are Adjunct faculty considered independent workers, or are they guided by and fall under the direction of the Chief Instructors? | Adjunct faculty are contractor employees that perform the requirements of the PWS. |
Performance Work Statement | 2.7.2 | Calls out Technology Service Locations; is the client asking to ensure the services and products are available at those locations, or is the client demanding that services must be performed at these locations? This is an important distinction as service and products can be produced more efficiently, more rapidly, under stricter quality control standards, for less money at centralized locations that are already fitted with the equipment and personnel. | The Technology, Media, and Graphic Arts Services are required to be at the locations annotated in the PWS because the individuals providing these services will work on collaborative teams, supporting the DPME Programs listed in the PWS, who continually refine their products. In this environment, daily face to face contact with other team members (contractor and Government) is required.
Performance Work Statement | 2.8.2 | Calls out Media Services; is the client asking to ensure the services and products are available at those locations, or is the client demanding that services must be performed at these locations? This is an important distinction as service and products can be produced more efficiently, more rapidly, under stricter quality control standards, for less money at centralized locations that are already fitted with the equipment and personnel. | The Technology, Media, and Graphic Arts Services are required to be performed at the locations annotated in PWS 2.7.2 because the individuals providing these services will work on collaborative teams, supporting staff for the DPME Programs listed in the PWS, as the products for those programs are continually refined. In this environment, daily face to face contact with other team members (contractor and Government) is required.
Performance Work Statement | 2.8.2 | Calls out Graphic Artists and ASS; is the client asking to ensure the services and products are available at those locations, or is the client demanding that services must be performed at these locations? This is an important distinction as service and products can be produced more efficiently, more rapidly, under stricter quality control standards, for less money at centralized locations that are already fitted with the equipment and personnel. | The Technology, Media, and Graphic Arts Services are required to be performed at the locations annotated in PWS 2.7.2 because the individuals providing these services will work on collaborative teams, supporting staff for the DPME Programs listed in the PWS, as the products for those programs are continually refined. In this environment, daily face to face contact with other team members (contractor and Government) is required.
Performance Work Statement | 1.2.2 | Can the Government please provide the Instructor Evaluation Standards (item 1.2.2 b) as GFI prior to award so that all bidders (not just the incumbent) can reference the standards when recruiting for staff to meet contract requirements? | The Instructor Evaluation Standards are provided via amendment 0001.
Performance Work Statement | 1.2.2 | Can the Government please provide access to the Blended Seminar program schedule (item 1.2.2 e) as GFI prior to award so that all bidders (not just the incumbent) can consider that schedule (and any others available) in our Transition Plan and Management Plan? | The Blended Seminar program schedule is provided via amendment 0001.
Performance Work Statement | 2.9 item h | What is “the current CDET rapid development tool”? If there is more than one tool in use, please provide the full list of tools currently in use. | Lectora is the rapid development tool with Adobe Creative Cloud as support software. Specific requirements are listed in Appendix D of the PWS.
Performance Work Statement | 2.11 | What version of Action Script is currently being used at CDET to support Flash development? | Action Script 3.0, Animate and HTML5.
Performance Work Statement | 2.11 | Please provide a full summary of the technical specifications developers must be familiar with (for example, browsers and versions, operating systems, plugins permitted/not permitted; bandwidth; etc.). This will enable all bidders (not just the incumbent) to staff the production teams (graphics, programming, etc.) with people with appropriate skillsets). | EPME courses need to conform with MarineNet Courseware Development Technical Standards found at: https://www.mcu.usmc.mil/cdet/SitePages/courseware.aspx
OPME courses are developed and loaded, so that all courseware is functional on the CDET LSS. The current CDET LSS is Blackboard LearnTM.
14 Performance Work Statement 2.0.7 (b) Is the Program Manager the only “key personnel” highlighted for this effort? Yes. The PM is the only position that will be designated in the contract as "key personnel".
