Prior to authorizing a CAC, the employee’s JPAS record must indicate a completed and favorably adjudicated PSI or (at a minimum) that a PSI has been submitted and accepted (opened.) The minimum acceptable investigation is a National Agency Check with Written Inquiries (NACI.) If a contractor employee’s open investigation closes and is not favorably adjudicated, the CAC must be immediately retrieved and revoked.
8.2 Facility Security Officers (FSOs) are responsible for notifying the MCSC Security Director if any contractor performing on this contract receives an unfavorable adjudication after being issued a CAC. The FSO must also notify the MCSC Security Director of any adverse/derogatory information associated with the 13 Adjudicative Guidelines/Factors concerning any contractor issued a CAC, regardless of whether a JPAS Incident Report is submitted.
8.3 Each CAC is issued with a “ctr.usmc.mil” e-mail account that the individual contractor is responsible to keep active by logging in on a regular basis (at least twice a month), sending an e-mail and clearing any unneeded e-mails. Contractors are prohibited from “auto-forwarding” their .mil e-mail account to their .com e-mail account. If the ctr.usmc.mil e-mail account is not kept active, the G-6 will deactivate the account and CAC will lose its functionality.
8.4 Common Access Cards (CACs) will only be issued to those contractors supporting this contract that have been authorized by the COR. The COR will only authorize CACs for those contractors that meet current Homeland Security Presidential Directive – 12 (HSPD-12) criteria and have a definitive requirement.
8.5 If a contractor loses their eligibility for a CAC due to an adverse adjudicative decision, they have also lost their eligibility to perform on MCSC contracts. CACs are not issued for convenience.

VOLUME 1: TECHNICAL
FACTOR 1: TECHNICAL
(1) Technical Approach to Sample Activities
Offerors shall include a response to each of the sample tasks below. Responses shall include:
· Technical equipment capabilities.
· Technical and Management approach to the solution.
· Discussion of Deliverables.
Responses shall be limited to ten (10) 8.5” x 11” pages, 1-inch page margins, and 12-point font for each sample task; for a total combined response not to exceed forty (40) pages. The Government will not read any pages the first forty pages.
Sample Task 1 (ST1): Scenario: One of the Command buildings has 5 different points of entry that each have badge readers in place to provided authenticated entry. A badge reader on one of the doors is reported as inoperable. Since the building still has 4 additional points of entry, the identified badge reader issue presents more of an inconvenience than a reduction to mission efficiency. Not knowing if the cause of the issue is the reader itself, an electric strike, or something in the panel, the COR has requested for non-emergency maintenance to respond and resolve the identified issue. Assume that this request is made on a Tuesday morning at 1000. When the request is received, the technician is on a ladder performing preventive maintenance to a camera at the adjacent building. The failure is the badge reader itself.
ST1 Action Response:
a) Describe, as the MCSC support contractor, how your company would execute the tasks required to successfully respond to, identify, and repair the identified issue to bring the badge reader capability back to its fully operational status.
b) Describe how equipment and/or materials used to repair or replace the identified badge reader would be received and installed within the required 5 day time limit.
Sample Task 2 (ST2): Scenario: The Command has one NVR which handles all installed cameras aboard the main campus. Connectivity/communications between all buildings are supported by the installation’s G6/IT office. On a Saturday, all of the feeds go down. Since the Duty Watch Officer is posted and relies on the use of the camera feeds to maintain visibility throughout the compound in lieu of additional personnel resources, he/she notifies the COR. The COR determines that this is a non-emergency issue and waits until Monday morning to submit a request for non-emergency maintenance to respond and resolve the identified issue. Assume this request is made on a Monday morning at 0800. When the request is received, the technician is at their desk within the Command getting ready to begin the workday working on the on-going semi-annual preventive maintenance cycle. The failure is a processor within the NVR itself.
ST2 Action Response:
a) Describe, as the MCSC support contractor, how your company would execute the tasks required to successfully respond to, identify, and repair the identified issue to bring the NVR and entire CCTV capability back to its fully operational status.
b) Describe how equipment and/or materials used to repair or replace the identified NVR would be received and installed within the required 5 day time limit.
Sample Task 3 (ST3): Scenario: The Command has an intrusion detection system (IDS) installed on a restricted area room at one of our off-site locations in Stafford, VA. The IDS is monitored by a central station monitoring company sub-contracted by you. At 1900 on a Friday evening, the custodian for the space is trying to secure the IDS, but keeps receiving a BMS failure. The custodian immediately calls the COR to discuss the issue. As a result, the COR has determined that the issue is not the result of a user error, and it appears there is a possible equipment failure. The COR instructs the custodian to contact you, the vendor to request emergency maintenance. Assume that the custodian submits the request at 1945 on a Friday night and because it is a restricted area, has to stay on-site until the issue is resolved. The technician who provides the routine 40 hours of labor services, lives 45 minutes away further up north and is out to dinner with his/her family. The failure is a misalignment with the BMS between the section mounted on the frame and the section mounted on the door.
ST3 Action Response:
a) Describe, as the MCSC support contractor, how your company would execute the tasks required to successfully respond to, identify, and repair the identified issue to bring the IDS capability back to its fully operational status.
b) Describe how equipment and/or materials used to repair or replace the identified BMS would be received and installed within the required 1 day time limit.
Sample Task 4 (ST4): Scenario: The Command has a GSA certified 5 drawer safe that has a high-security X-09 installed on it. On Wednesday afternoon at 1300, the custodian for the safe has entered the correct combination several times but the safe will not open. The custodian contacts the COR regarding the issue. The COR immediately submits a request for non-emergency maintenance. Assume that the lock’s stepper motor has suffered a failure and needs to be replaced.
ST4 Action Response:
a) Describe, as the MCSC support contractor, how your company would execute the tasks required to successfully respond to, identify, and repair the identified issue to bring the lock’s capability back to its fully operational status.
b) Describe how equipment and/or materials used to repair or replace the identified locks would be received and installed within the required 5 day time limit.
