QUESTIONS AND ANSWERS (Part 2)

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1) “Attachment_03 Labor Category and Supply Pricing” list 2080 hours as the total number of hours, however it states in the RFP guidance for federal holidays. Can the government clarify is the FTE is supposed to be onsite everyday utilizing the 2080 or if federal holiday and sick and vacation time for single FTE with 1920 of actual site time? If more than 1920 hours are specified the either 2 FTEs will be utilized or overtime will be incurred.

ANSWER: An amendment will be forthcoming to change the hours in Attachment 03 from 2080 hours to 2000 hours, which accounts for the 10 Federal Holidays the FTE is not required to work. In the absence of one FTE, the awardee shall have a qualified replacement to fulfill the minimum requirements, per Section 1 of the PWS, as amended.

2) How does the government want the contractor to allocate “mileage” cost for the FTE local travel? If the government wants “Mileage” cost to be burdened into the hourly rate we would like to request a NTE total mileage amount for the year.

ANSWER: The Government cannot direct potential Offerors how to propose.

3) Are all miscellaneous/incidental materials billable to the ODC CLIN or is there a minimum dollar threshold?

ANSWER: The Government cannot direct potential Offerors how to propose. Please see FAR 52.212-4 ADDENDUM, Section 22.0.

4) Would the government allow 14 days from contract award to provide FTE on-site? If not how many days would the government allow for the contractor to transition the FTE from contract award?

ANSWER: The Contractor shall have its FTE on-site no later than five business days after the award.

5) Can the government confirm that all “Other Direct Costs CLINs” require no pricing response from the contractor?

ANSWER: The ODC and Emergency Maintenance CLINs do not require a pricing response. The amounts for those specific CLINS on the 1449 cannot be determined at this time and are TBD. The ODC and Emergency Maintenance CLIN will be fully funded at contract award based on reasonable and allowable justification from the requiring activity with a not to exceed (NTE) amount. Offerors are required to propose an overtime (OT) formula. See Attachment 03 regarding OT formula.

6) Is there any “GFE” tools such as ladders, step ladders, drills, tools, etc that are available to the contractor and should not be burdened into the hourly rate?

ANSWER: Please see FAR 52.212-4 ADDENDUM Sections 20.0 and 23.0. The Government cannot direct potential Offerors how to propose.

7) Can the government confirm that CLIN 001E, 001F, 001G are to include equipment costs only and hours for installation will come from the on-site FTE?

ANSWER: Yes, CLIN 001E, 001F, and 001G are equipment costs only. The hours for installation will come from the on-site FTE.

8) Will the government allow a material handling or G&A fee on the ODC CLIN. Additional resources outside of the FTE will be required to create requisitions, perform vendor quality checks to ensure no debarment, issue Purchase Orders, provide RFPs to multiple vendors for pricing evaluation, etc.

ANSWER: No. See FAR 52.212-4 ADDENDUM Section 22.0, and additionally Section 14.0.

9) Is the labor for the FTE required or preferred to be on a GSA Schedule?

ANSWER: No.

10) Is there a lift that is available on base to be used as required by the FTE?

ANSWER: No.

11) Based on the PWS - Section 4 under Security System Technician Services - The PWS states that the Contractor shall provide 40 hours of labor services a week for the security system. The Attachment 03*, states the labor hours are 2080. The question is: Will the contractor FTE also require to be onsite on holidays? And will the contractor providing the FTE be required to provide a substitute during the instances for offsite training, vacation and sick days?

ANSWER: An amendment will be forthcoming to change the hours in Attachment 03 from 2080 hours to 2000 hours, which accounts for the 10 Federal Holidays the FTE is not required to work. In the absence of one FTE, the awardee shall have a qualified replacement to fulfill the minimum requirements, per Section 1 of the PWS, as amended.

12) Regarding the requirement for IDS monitoring of eight (8) sites (meeting UL 2050 requirements but without a certificate issued); regarding monitoring via primary and cell backup; will the existing equipment (control panels, cellular modules & extended antenna cables) need to be updated to facilitate cell backup monitoring via a 4G Network once the existing 2G networks are dismantled prior to the end of the year? Also, if semi-annual inspections are required, will they need to be conducted by an approved UL 2050 subcontractor or will having the FTE complete the inspections be acceptable?

ANSWER:Upgrading of the 4G equipment and services is currently being coordinated with the incumbent contractor and should be in place for use prior to the award of this contract. Any additional services required to upgrade the 4G equipment shall be performed using the ODC CLIN. The Vendor shall incorporate the cost for the CELLCOM 4G cellular service into the monitoring costs. Semi-annual inspections shall be conducted by an approved UL 2050 subcontractor.

13) Will the site visit sign in sheet be made available to all attendees?

ANSWER: No.
