RFP, L and M
L.2.4.1

M.3.5.1

Instructions state that Offerors shall only price the base and option periods, and shall NOT price the optional 6 month extension. Under the Evaluation Factors, the RFP states the six month Option Period WILL be added to the Offeror’s price and evaluated. Please clarify if the six month option period should be priced.
The price for the 6-Month option will be evaluated in accordance with Section M.3.5.1.

PWS
3.7, (paragraphs 3,4)
28
The Government states that the HLO 5 – Help Desk tasks include help desk support of the DTS System, with an anticipated increase in workload due to the migration of reserve units onto DTS, and moving to a 24x7 support model. To assist in developing the required FFP pricing, please provide:

· Current number of users supported on the DTS application

· Monthly DTS related ticket volumes

· Average Handle time for DTS tickets

· Anticipated number of users supported once the migration of reserve units onto DTS is completed, broken down by call volume by Government defined service desk shifts Answer provided at the bottom of this document.

PWS
3.7.3

In the HLO 5 Objective Constraints, under C6 EAD, it lists a constraint 27. In PWS Appendix C Constraints, under the C6 EAD tab, the highest constraint is C6.26. Please clarify.
PWS and Appendix C (C6 EAD) have been revised and reconciled.
6.
RFP, Section L
L.2
68, 72
We assume that the three (3), five (5) page past performance references (i.e. up to 15 pages) are excluded from the 60 page limitation for Volume II?

Please confirm and it is requested that these not be included in the page limit.

Per Section L.2 Volume II Technical and Past Performance, this Volume is not to exceed (NTE) “60 pages including three (3), five(5) page past performance reference;” The 60 pages includes the allowed 15 pages for past performance references.

7.
RFP, Section L
L.2.3.2
68, 72
Regarding past performance the RFP states "...which were completed within the last 48 months..." An in-process contract which is relevant and has been successfully ongoing is potentially as relevant (or perhaps more so) than one that has been previously completed within the last 48 months. It is recommended that the Government accept past performances which were active any time within the past 48 months.

Section L.2.3.2 has been revised. Please see Amendment 0001.

8.
RFP, Section M
M3.2 Factor 1 - Management
79
The RFP contains the wording "...where, appropriate, incumbent staff, etc." Please specifically include what is part of “etc.”
Where used in the solicitation, the abbreviations “e.g.” and “etc.” are intended to provide non-exhaustive examples and amplification related to the Government’s requirements. Offerors are encouraged to submit any information they deem important to thoroughly convey their offer or that they would otherwise like the Government to consider as part of their articulated approach.
9.
RFP, Section M
M3.2 Factor 2 - Technical
79
The RFP contains the wording "…and to consistently produce quality results, etc." Please specifically include what is part of “etc.”
See answer to Question 8.
10.
RFP, Section M
M3.2 Factor 2 - Technical
79
"The services to be performed are detailed in PWS Section 3 listed in descending order of importance and categorized as follows." Please clarify how this order of importance will be weighted in the evaluation of this section.
Weights will not be provided.
11.
RFP, Section M
M.3.4
80
"Past performance references for DoD clients will be considered more relevant than other non-DoD federal or commercial clients." The Government would benefit from considering and potentially incorporating broader industry best practices. Therefore, we respectfully suggest the Government give equal priority to all federal and commercial clients.
Past Performance will be evaluated in accordance Section M.3.4.
12.
RFP, Section M
M.3.5.1 and M.3.5.2
81
The RFP states in Section M 3.5.1 “In conducting its cost realism evaluation, the Government may review the prospective Offeror’s proposed labor categories and compare the proposed rate to the average labor rate in industry or Government. The evaluation will be based on an analysis of the realism and completeness of the cost data, the traceability of the cost to the Offeror’s capability data, and the proposed allocation of man-hours and labor mix for all periods of performance.”

It is also noted, there is a conflict between the second and third sentences in Section M 3.5.2, Price Evaluation. These two sentences read as follows “The purpose of price reasonableness is to determine whether an Offeror’s price is too high. Price reasonableness will not, however, be used to determine if an Offeror’s price is too low.” It is our understanding price reasonableness is to determine if an Offeror’s price is too high. But price realism is used to determine if an Offeror’s price is too low.

We note in Section M 3.5.2, Price Evaluation in the second paragraph the Government states “The Government will NOT perform a price realism analysis.”

It is recommended that a cost realism analysis be performed to minimize the risk to the Government and ensure the Government receives the performance it desires.

The Government will conduct a cost realism evaluation. The Government will not conduct a price realism analysis.

13.
RFP
CLIN Descriptions
7
Please clarify how CLINs 0009 and 0010 differ and why they are optional vs. CLIN 0002.
CLINs 0009 and 0010 are Option CLINs designated for the optional support that may be required.
14.
PWS
3.8
30
Are the resource requirements required for "Additional/Increased workload" specified in section 3.8 of the PWS included in the "Historic Staffing and Labor Mix"? If no, can the Government provide more details to allow bidders to estimate the level of effort required to support 3.8?
Yes, as identified in the “Optional Workload NOT Exercised” portion of the matrix.
15.
PWS
3.3, 3.4, 3.5
16-24
It appears that there are a number of tasks within the PWS High Level Objectives where in the Historical Staffing and Labor Mix there is not a direct correlation between the roles enumerated and tasks specified in the PWS. An example is in PWS Section 3.5.1.16 where the task is to monitor, evaluate and recommend network device changes yet the Historical Staffing and Labor Mix document does not call out Network Administration and Engineering roles. Are the bidders to price to the historical staffing, or specify additional resources necessary to perform all PWS tasks?

The Historical Staffing and Labor Mix matrix is provided as information only. Offerer’s may propose the labor mix it deems necessary to perform all PWS tasks.

16.
RFP, Section L
L.2.2.1
70
In the description of Volume I, Management, the RFP states that offerors “shall submit a Total Compensation Plan setting forth salaries, and fringe benefits proposed for their professional employees who will work under the contract,” yet in the note in Section 1.2 of Section L, it states “No cost/price information shall be contained within Volume I Management or Volume II Technical and Past Performance. Cost/price information shall only be contained in Volume III Cost Price.”

Are the Total Compensation Plans to be a part of Volume III instead of within the bounds of Volume I? If they are in Volume I, do these Plans count against the page count for that Volume? Also, is a Total Compensation Plan required for only the Prime or is it also required for each team member?

The Employee Compensation Plan shall be included in Volume I Management Plan. As stated in L.2, the Employee Compensation Plan will not count toward the total page limitation. The plan shall include information for the prime only.

17.
RFP, Section L
L.2.2.1 and L.2.4.1
70 & 75
Volume I Management, L.2.2.1 Factor 1: Management (PWS Section 3) states that the Offeror shall submit an Employee Compensation Plan in accordance with the provisions of FAR 52.222-46(a)-(d) and Volume III Cost/Price Proposal, L.2.4.1 Cost/Price also states that Offeror shall submit an Employee Compensation Plan to be evaluated in accordance with FAR 52.222-46.

Please confirm in which volume offeror’s should submit their Employee Compensation Plan.

See answer to Question 16.

18.
PWS
2.1 and 3.1.2
9 and 11
Section 2.1 states: “Under no circumstances shall the Govemment assign tasks or prepare work schedules for an individual contractor employee,” but it is noted in Section 3.1.2 “The Contractor will be assigned specific tasks via a JIRA Ticket…a tool that the Government has tailored to support the formal assignment of specific tasks to the Contractor and receipt of task deliverables/completion.” These statements seem to be contradictory. Please clarify.
Specific Tasks assigned via JIRA are to the Contractor’s Task Managers, not to individual/specific contractor employees.
19.
RFP, Section L
L.2
69
It is requested that Offerors be permitted to use Times New Roman font with a minimum of 8 point size type or larger in tables. This is the same as what is permitted in graphics.
Offerors shall follow the content and format as described.
20.
RFP, Section L
L.2.3.1.1
72
Will the proposal response require a Small Business Participation Plan, separate from the Subcontracting Plan?
A Subcontracting Plan that includes Small Business participation is required.
21.
RFP, Section L
L.2.3.1.1
72
Is the minimum Small Business Goal the 36.7% called out in paragraph in L.2.3.1.1 or the 20.7% in the table provided below.
The Navy Small Business Goal of 36.7% shall be used.
22.
RFP, Section L
L.2
68
It is assumed that the both the Small Business Participation Plan, Subcontracting Plan and any associated attachments do not count towards the 60 page limit for Volume II. Please verify this is a correct assumption.

The Subcontracting Plan that includes Small Business Participation will not count towards the 60 page limit for Volume II.

23.
PWS
3.8.1 Navy Pay Modification (PayMod) and Clean Audit Support

(paragraphs 2 and 30

30
Within these referenced paragraphs the requirements and objective tasks reference Section 3. The first paragraph states the related tasks would include the objective tasks within Section 3.3-3.6 (HLOs 1-4). Would these specific subsections apply when a more general “Section 3” is referenced in the second and third paragraphs?

If Sections 3.3-3.6 (HLOs 1-4) do not apply or the section range is greater, would it be possible to provide specific sections with the corresponding objective tasks?

Section 3.3-3.6 apply to Section 3.8.1.

24.
PWS
3.8.2 TSO GOGOCS IPT Services

(paragraph 1)

31
Regarding the following, “Migration of systems to TSO GOGOCS IPT support is highly variable, typically event driven and represents an increase in workload. While increases in workload are anticipated.” Is there an estimate of expected increased workload timeframes for the current fiscal year or quarter?
No, it is event driven.
25.
PWS
3.8.1 (paragraphs 1 and 2)
30
Though understood that increases in workload would be anticipated, based on the identified current objective tasks in sections 3.3-3.6, will there be a current FISCAM component/task due to the fact that it’s a system migration?
FISCAM is inherent in the task, not additional workload.
26.
RFP, Section L
L.2.3.2 – Factor 3
72
We note that in the instructions the Government provided in Section L.2.3.2, Factor 3: Past Performance request that the Offeror’s complete blocks 1-7 on the past performance questionnaire but the questionnaire does not contain blocks 1-7. Please clarify.
Section L.2.3.2 has been updated to include the appropriate questionnaire sections.
27.
PWS
3.1.5
12-13
The Government states that they “accommodate up to 10 full time remotely located contractor personnel.”

If the Offeror chooses to propose an alternate services construct approach will these Service Desk personnel count in the 10 or can they be additional off-site employees?

The Government will keep the number of remote workers at 10, including Service Desk personnel.

28.
Section: G
Paragraphs: 2 and (e)
Page #: 38 – 40
Reference: In paragraph 2 the Government states: “If the Contractor,….., is required to provide systems engineering and technical direction for a system or helps to develop specifications or statements of work to be used in a competitive acquisition, the Contractor shall be ineligible to supply the system or major components of the system as a prime Contractor and shall be precluded from being a subcontractor or consultant to a supplier of the system or any of its major components under an ensuing Government contract.”

In paragraph (e) the Government states in the first sentence: “The contractor further agrees that during the performance of this contract and for a period of three years after completion of performance of this contract, the contractor, any affiliate of the contractor, any subcontractor, consultant, or employee of the contractor, any joint venture involving the contractor, any entity into or with which it may subsequently merge or affiliate or any other successor or assign of the contractor, shall not furnish to the United States Government, either as a prime contractor or as a subcontractor, or as a consultant to a prime contractor or as a subcontractor, any system, component or services which is the subject of the work to be performed under this contract.”

Question/Comment: Does the Government anticipate that the Contractor will be performing activities on this program that will give rise to an organizational conflict of interest (OCI)? If so, please describe what type of services would be potential OCI in order for Offerors to craft and submit a comprehensive OCI Mitigation Plan.

The Government does not anticipate that the contractor will perform activities that will cause an OCI.

29.
Attachment 1, CDRLs, B002 Phase-Out Transition Plan
e
2 of 2
Paragraph states: “…key positions/personnel, identified in Section 2 of PWS, onboard and assigned to this requirement within thirty (30) days of the start of the transition period.” There are no key positions/personnel identified in Section 2 of the final PWS released June 5. Please clarify.

CDRLs have been updated to remove references to Key Personnel.

30.
RFP and Attachment 5, Past Performance Questionnaire (PPQ)
Past Performance Questionnaire (PPQ),and L.2.3.2 Factor 3: Past Performance
PPQ, L.2.3.2 – p. 72
Where the Offeror has a CPAR for a contract reference and that client has a policy not to complete questionnaires, would the Government accept the CPAR alone in lieu of the questionnaire? If a CPAR alone is not acceptable, will extracts from that CPAR in the questionnaire’s format be acceptable?
The Government will accept CPAR assessments as a part of the evaluation of past performance.

PWS
3.5
22
In appendix TSO IT Services Contract Appendix A.3, the number of Production Trouble Reports (PTRs) is not included in every application’s description. Can we assume these applications did not generate any PTRs?
For the purposes of this RFP, assume no PTRs.
32.
PWS
3.5
22
Does every PTR require a change to the application and generates an application change request?
Yes, however, the PTR typically represents the change request.
33.
PWS
3.7.1
28
For the applications listed appendix A 3, did the government capture the data indicating how many help desk calls are generated for each application and the number of incident tickets created for each application that did not result in a PTR?
Answer provided at the bottom of this document.
34.
RFP
Section B Supplies or Services and Prices
In this section, could the Government provide further information/percentage on how much of the $250,000 is to be applied to each of the Sub CLIN(s), CLIN 0004AA, and CLIN 0004AB and respective out year options?
The $250,000 is to be used as the total value for CLIN 0004.
35.
RFP
Section G, Organization Conflict of Interest (OCI)
If a vendor is currently providing or anticipates to provide software or hardware solutions/materials to the Technology Services Organization, would that vendor be restricted per the Organization Conflict of Interest (OCI) language found in Section G, page 38 of the contract?
The Government does not anticipate that the contractor will perform activities that will cause an OCI.
36.
RFP
Section H Special Contract Requirements
Please confirm if Section H was intentionally left out, or if there will be a modification to incorporate Section H?
Section H not included in this RFP.
37.
RFP
Section I Contract Clauses
This section includes FAR 52.219-9 ALT II and Deviation 2013-O0014. Please clarify whether the Government intends for ALT II or the Deviation 2013O0014 to apply to this effort.
The Alt II and the Deviation are both applicable to this effort.
38.
RFP
Section I – Contract Clauses and RFP Attachment 7 – Wage Determinations
RFP Attachment 7 includes Wage Determinations and FAR Clause 52.222-42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES includes the following sentence: “THIS STATEMENT IS FOR INFORMATION ONLY: IT IS NOT A WAGE DETERMINATION.” Please confirm whether or not wage determinations are applicable to this RFP.
Wage determinations are applicable to this RFP.
39.
Sect L
L.2.2.1 Factor 1: Management; and L.2.4.1 Cost/Price.
These sections state that the Offer shall submit an Employee Compensation Plan. Is this requirement just for the prime or is it also for the subcontractors?
The Employee Compensation Plan is required for the prime only.
40.
Sect L
Sections L.2.3.1.1 and M.3.3.1 Technical Subfactor 1: Small Business Participation Plan
Sections L.2.3.1.1 and M.3.3.1 both titled Technical Subfactor 1: Small Business Participation Plan, refer to both a Small Business Participation Plan and a Small Business Subcontracting plan with references to FAR 52.219-9 and DFARS 252.219-7003. Please confirm the Government is looking for one Small Business Subcontracting Plan in accordance with the FAR and DFAR, and not two separate plans.
One Subcontracting Plan which includes Small Business participation is required.
41.
Sect L
RFP Section L.2.3.2 Factor 3: Past Performance

Per the RFP: The Offeror shall submit a Past Performance Questionnaire, Section J, Attachment 5, for each of the three past performance references submitted. The Offeror shall complete Blocks 1 through 7 on the form, and the client’s representative most knowledgeable of the past performance effort shall complete Block 8 on the form and submit the Past Performance Questionnaires directly to Nichole Wyche-Seawood at Nichole.Wycheseawood@usmc.mil no later than the proposal due date and time specified in Section L.2.

Per the instructions on Attachment 5, Past Performance Questionnaire: Sections 1 through 4 are to be completed by the assessor. The assessor is to submit the completed questionnaire to the Contracting Officer.

Question: Is there a different Past Performance Questionnaire Form that the Government intends to use or should the Offeror adhere to the instructions on the RFP-provided Attachment 5?

Section L.2.3.2 has been updated to include the appropriate questionnaire sections.

42.
Sect L
RFP Section L.2.4.1
This section states that no fee shall be assessed on ODCs/Travel CLINs. Please confirm that during performance the successful offeror will be authorized to bill the applicable indirect burdens on Travel and ODCs (excluding fee).
ODC/Travel will be cost reimbursable excluding fee.
43.
Sect L
RFP Section L.2.4.4

This section states that, “If DCAA has not reviewed the rate information for an Offeror or its subcontractors, the Offeror shall submit a detailed justification of the proposed direct and indirect rates to include the last three (3) years of actual indirect information. The Offeror shall also provide documentation verifying that it has a DCAA audited and approved Cost Accounting System or state that its Cost Accounting System has not been approved by DCAA.”

Please clarify if this statement pertains to an offeror’s subcontractors. If yes, and a subcontractor does not have three (3) years of actual indirect information to provide, how should the offeror/subcontractor respond to this requirement?

Section L.2.4.4 has been updated to make this a requirement for the prime only.

44.
Sect L
RFP Volume III – Cost Proposal Section L2.4.4 Section
The Offeror shall provide the following Defense Contract Audit Agency (DCAA) information for itself and all subcontractors proposed.
•DCAA point of contact with a current e-mail address or phone number.
•DCAA Provisional Billing Rate Approval Letter.
•DCAA Final Billing Rate Approval Letter.
•DCAA/DCMA approved Forward Pricing Rate Agreement/Recommendation.

If DCAA has not reviewed the rate information for an Offeror or its subcontractors, the Offeror shall submit a detailed justification of the proposed direct and indirect rates to include the last three (3) years of actual indirect information. The Offeror shall also provide documentation verifying that it has a DCAA audited and approved Cost Accounting System or state that its Cost Accounting System has not been approved by DCAA.

Discussion:

1. Although the Government anticipates awarding a Cost Plus Fixed Fee (CPFF)/Firm Fixed Price (FFP) hybrid contract that requires the Offeror to have an “adequate accounting system” for determining costs applicable to the contract, it does not require the prime contractor to issue a CPFF contract to the subcontractors. In addition, the overall responsibility for the TSO contract, to include subcontractor cost/pricing, lies with the Offeror and therefore Section L2.4.4 should only be applicable to the Offeror.

2. The vast majority of small businesses have not been audited by DCAA/DCMA nor are they required to submit a yearly “Incurred Cost Proposal” due to their subcontractor status on current/past contracts. Only Prime Contractors and/or companies authorized to hold CPFF contracts are required to prepare/submit a yearly “Incurred Cost Proposal.”

3. Accordingly, without a DCAA audit or without meeting the requirements to submit the yearly “Incurred Cost Proposal,” subcontractors will not possess the required Provisional Billing Rate Approval Letter, Final Billing Rate Approval Letter, the DCAA/DCMA approved Forward Pricing Rate Agreement/Recommendation, or the detailed justification of the proposed direct and indirect rates. In addition, these subcontractors will not be able to provide the required documentation verifying they have DCAA audited and approved Cost Accounting Systems.

4. Lastly, in the recent FSB RFP solicitation, the above subcontractor DCAA/DCMA cost/price requirements were deleted. Since FSB and TSO are “sister” organizations, this requirement should therefore be deleted.

Question: In view of the above, will the Government remove the TSO subcontractor DCAA/DCMA cost/price requirement?

Section L.2.4.4 has been updated to make this a requirement for the prime only.

45.
Sect M
Section M.3.2

The RFP states that the Government will evaluate offeror’s proposed Management approach, to include, where appropriate, “e.g.” whether the offeror has appropriately identified risk and risk mitigation procedures; whether the offeror has demonstrated an ability to provide a high-quality, experienced, well-trained, skilled, and certified staff, whether the offeror will be able to capture, where appropriate, incumbent staff, etc.

Can the Government clarify what “e.g.” and “etc.” mean in this section and how they will be evaluated?

See answer to Question 8.

46.
PWS
Performance Work Statement Section 3.2.7.3 Cyber Security Workforce (CSWF) training and certification

Will the contractor use the Federal Workforce training environment (FED VTE) to track contractor CSWF training and certifications?

FedVTE is not used for any tracking purposes. We enter all certified users into MCTIMS.

All DoD workforce must allow CompTIA to release their certification to DWCA. Refer to: USMC ECSD 024

47.
PWS
PWS, Section 3.3.1 HLO 1 Objective Tasks Paragraph 3.3.1.11
In reference to an OCI, could the government confirm that “HLO 3.3.3.11 Research, evaluate, document, recommendation and/or implementation of OEM vendor recommended upgrades and/or new technologies to improve application capabilities, mitigate risks and anomalies or generate efficiencies,” does not create an OCI if a vendor is performing this task and another division within the vendor’s company is or has products or services they want to provide to the TSO.
Confirmed, this does not constitute OCI.
48.
PWS
Performance Work Statement Section 3.2.4 Transition, Paragraph 3.2.4.1

Could the Government provide each application/task (current or anticipated) schedule of events (requirements, development, testing, production and fielding schedule)?

If the Government is looking for a detailed transition plan and updated within five (5) days after contract award, vendors must have a complete understanding to the current status of each tasks? If schedules are not provided, it is encouraged the government re-evaluate the delivery date for CDRL B0002.

Offerors shall provide a transition plan based on the stated requirements. Application/task status and schedules will be a topic discussed in detail during the Post-Award Conference.

49.
PWS
Performance Work Statement Section 3.2.4 Transition, Paragraph 3.2.4.1
Will the incumbent be under contract during the transition period? If so what stops them from waiting until day 90 of the existing contract to transition personnel over to this contract? From a pricing perspective it appears the incumbent has an unfair competitive advantage during the base year as they can drastically reduce the number of hours. Recommendation to level the playing field that all personnel must be in place NLT 30 days after contract award.
Yes, the incumbent will be under contract during the transition period. PWS Section 3.2.4 has been revised to incorporate a timeframe for staffing.

RFP
Section B - Supplies and Services

For CLINS 0002AA, 0004AA, 1002AA, 1004AA, 1004AB, etc. where it lists either USMC Funding or Navy Funding in the CLIN description, please clarify if Offerors are to provide pricing or are these "customer controlled" CLINs?

Offerors are to provide pricing at the CLIN level. The SubCLINs are for funding distinctions.

59.
Sect L
L.2; L.2.2.1; Attachment 3

The government does not mention the use of Attachment 3 (Staffing Template) in the Section L instructions. It is assumed that Attachment 3 should be provided as part of the Staffing Plan section in Volume I along with an appropriate discussion of the staffing template and corresponding staffing plan and that the entire Staffing Plan section (narrative and template) is removed from the page count restrictions. Can the government validate this assumption and/or provide further clarification?

Offeror shall provide a completed Staffing Plan Template as part of Volume I Management Approach; See Sect L.2. As stated, the Staffing Plan will not count toward the total page limitation.

60.
Sect M
M.3.2 Factor 1

The government uses “etc.” at the end of the evaluation criterion. Can the government provide additional clarification as to what remaining items they will be considering in their evaluation of the management approach?

See answer to Question 8.

61.
RFP
Section B; L.2.4.1 Cost/Price

The government directs $250,000.00 for each Other Direct Costs/Travel CLIN; however, Section B outlines sub-CLINs for each Travel CLIN (0004AA, 0004AB, etc.) to delineate between USMC and Navy funding. Should the offeror split the total travel cost between the two sub-CLINs for each respective Travel CLIN? If not, can the government provide additional clarification?

The $250,000 is to be used as the total value for the CLIN.

62.
Sect L
L.1 General Information

“L.1.1 Award Without Discussion- The Government intends to evaluate proposals and make award without discussions. Proposals shall contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions and to request proposal revisions, if it is determined to be necessary.

If a competitive range is established, the Government may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.”

1) Please confirm that L.1.1 allows the Offeror the opportunity to propose assumptions, clarifications and alternate "best" terms?

2) Please advise if the Government is willing to add a clause similar to following that would limit its liability for direct and consequential damages:

"Contractor’s entire and collective liability arising out of or relating to this contract, including without limitation on account of performance or nonperformance of obligations hereunder, regardless of the form of the cause of action, whether in contract, tort (including without limitation negligence), statute or otherwise, shall in no event exceed the total amounts paid and payable to Contractor by the Government under this contract. In addition, in no event shall Contractor be liable for any consequential, incidental, indirect, punitive, exemplary or special damages of any nature whatsoever, including loss of business or anticipatory profits, even if a party has been apprised of the likelihood of such damages occurring."

1) The RFP does NOT allow an Offeror to propose assumptions, clarifications, or alternate “best” terms.

2) The Government will not add the requested clause.

RFP
Section L and Section M
Is the incumbent eligible to compete for this requirement?
Yes.

Answer to Question #s 4, 33, and 66: Reference Document: PWS Section 3.7 :

The current number of users supported on the DTS application The DTS volume for 2014 was approximately 188,000, which does not necessarily correlate to the DTS help desk support requirement.

. Monthly DTS related ticket volumes:

Since the current help desk was restarted in late December 2014 the call desk has averaged 98.6 calls/month.

There was a gap in service created until the team was reformed in December where travelers were forced to use their Tier 1 and Tier 2 level support for 3 months plus. Our numbers with the previous contractor ran in the 400's per month.

. Average Handle time for DTS tickets:

The majority of tickets are handled within a few minutes. Due to the repetitive nature of many calls and emails, we have developed standard answers, which accelerates the response times, which lowers the overall call duration time. I would say average call duration is about 1 -2 minutes.

. Anticipated number of users supported once the migration of reserve units onto DTS is completed:

The MROWS (Marine Reserve Orders Writing System) volume for 2014 was approximately 33K-Does not necessarily correlate to DTS help desk support requirement. MROWS is/was the 'equivalent' counterpart to DTS for the Select Marine Corps Reserve for travel.

. Broken down by call volume by Government defined service desk shifts:

There is currently only 1 shift 0800-1700 ET. After hour tickets are answered in the first hours of the next business day.

File details come from the government source that posted it. Updated .
