Section L-3.2
The solicitation indicates the Marine Corps may award a contract for PERM based on the evaluation of initial proposals without requesting best and final offers or final proposal revisions. Is the Marine Corps willing to commit, before evaluating the initial PERM proposals, to establishing a competitive range, pursuing discussions with offerors in the competitive range, and allowing for final proposal revisions before making an award decision?
As stated in the referenced paragraph the Government intends to award on initial offers received, without entering into discussions or requesting proposal revisions. Section M-1 identifies the best value continuum which the Government intends to follow in order to make its award decision. The Marine Corps is not willing to commit to terms differing from what is currently stated in the solicitation documents. Therefore, offerors are advised to put forth their best offer in their initial proposal in order to maximize their chances of being awarded a contract.

If discussions are held and final proposal revisions are permitted, how would the Marine Corps evaluate test data or other technical information generated after the due date for original proposals before making a final best value source selection decision?
If, and only if, discussions occurred and proposal revisions are requested, the Marine Corps would consider additional information submitted by offerors which became available after the due date for initial proposals, subject to the page limitations and other requirements stated in the solicitation.

Section L-3.1
The solicitation indicates that submission of alternate proposals is not permitted. Is the Marine Corps willing to reconsider the possibility of entertaining alternate proposals so long as the alternatives conform to the existing performance specifications and delivery schedule requirements stated in the solicitation? Specifically, is the Marine Corps willing to consider different CLIN types and/or funding arrangements from what was solicited?
No - the Marine Corps is not willing to permit alternate proposals.
There is a significant possibility that no full year Government budget for FY2016 will be in place by 1 Oct 15, such that a Continuing Resolution (CR) may be needed to fund USMC operations. What is the estimated impact of a CR on the plans for evaluating offers, and the planned award, funding, and scheduling of deliveries for a PERM contract?
The Marine Corps does not expect that the possibility of a CR in FY2016 would have any impact on the planned evaluation of offers, award, funding and scheduling of deliveries for a PERM contract. This outlook assumes that if a CR occurred, the funding limitations set by Congress would be similar to those established in other CRs from recent years and there is no gap in the funding of ongoing Government operations. If a funding gap occurred between 30 Sep 15 and the passage and signing of a CR, source selection could be delayed for the time period of a funding gap during which Government employees are furloughed.
