59M67854-14-R-2517[1].pdf, J2_CVRJ_Spare_Parts[1].pdf, J3_Thor_Parts_List_Clb[1].pdf, J4_Modi_Spares_Requirement_CLB[1].pdfPage 94, Paragraph 3The RFP requires offerors to provide 5-year, stair step pricing for all parts contained in attachments J2-J4. The vast majority of these parts are proprietary to the OEM’s that designed the systems and, given the short duration of the competition, it will not be possible to develop alternate sources of supply for many of these parts. Would the Government consider removing these parts from the RFP for evaluation purposes; with a post award competition for the parts conducted by the winning sustainment contractor? This would prevent the requirement to try to "break out" proprietary drawings, and engineer, test and source a large supply chain during the constrained time frame of a solicitation, and would ensure that multiple competitive quotes were obtained for parts where alternate sources are available. The spares lists, attachments J2, J3, and J4, have been updated to delete OEM specific parts. It is anticipated OEM parts will be provided as Government Furnished Equipment.
