QUESTIONS AND ANSWERS

Solicitation M67400-20-Q-0087

UNINTERRUPTIBLE POWER SUPPLY REPLACEMENT TO INCLUDE INSTALLATION

Questions and Answers (Q&A) Number RFQ Section: Page #, Paragraph # Questions and Answers

1 Page 5, PWS para 3.2.1 Q: The current data center load is approximately 150 kVA and a scalable UPS is required to meet possible future data center requirements. – Is 600 kVA a specific requirement, or just an approximate number for growth? If space and cost benefits can be proven could the system be designed to scale to 500 kVA 500 kW instead?

A: Section 3.2.1 requests the contractor design a solution for “a UPS that is scalable from approximately 200 kilo volt amperes (kVA) to 600 kVA. Your design should support a load between 200-600 kVA and be scalable if more capacity is required.

2 Page 5, PWS para 3.2.1 Q: PWS section 3.2.1 states: “The contractor shall provide a 3-phase, 480 volts alternating current (VAC) redundant and scalable UPS which is capable of providing uninterrupted 3-phase, 480 VAC power in the event of a power failure for a minimum of 30 minutes. (Battery run time will be dependent on the actual data center load and the number of battery strings. For example, if power fails and the two UPS devices are supplying 50% of the 150 kVA load a 200 kVA UPS would only be handling a 75 kVA load. If one UPS fails during this same situation the 200 kVA UPS will be running and maximum load and will need additional batteries to sustain a 30 minute run time.) -- Can you clarify at what load you need 30 min, and is that while redundancy is available or when redundancy is lost?

A: Each UPS needs to independently support a load of 200 kVA for 30 minutes.

3 Page 5, PWS para 3.2.2 Q: PWS section 3.2.2 states: “Utilize and reuse the existing 540 volt direct current (VDC) valve regulated lead acid (VRLA) battery components. Contractor shall reuse existing electrical wiring, maintenance panels, power distribution panels and electrical circuit breakers when feasible. -- Is it the Government’s intention to reuse the batteries themselves? The batteries would need to be reconfigured for use with the new UPS. Since the existing batteries have used a portion of their usable life already, any additional batteries added in order to meet runtime and system requirements would be limited to the remaining useful life of the existing batteries as well, thereby limiting the value of the newly purchased equipment.

A: PWS section 3.2.2 and 3.2.4 has been modified the Government is requesting a solution to replace the existing batteries.

4 N/A Q: When were the existing batteries replaced? In other words, how old/new are the existing batteries?

A: That information is not available. See question and answer # 3.

5 Page 5, para 3.2.2 Q: Is there a requirement to use VRLA batteries, or would Lithium Ion (L-Ion) batteries be acceptable? Lithium Ion batteries have a much longer useful life and smaller footprint than VRLA.

A: PWS section 3.2.2 and 3.2.4 has been modified the Government is requesting a solution to replace the existing batteries.

6 Page 5, PWS 3.2.9 Q: UPS commissioning shall be performed by UPS manufacturer authorized personnel. – What level of testing and commissioning is required?

A: OEM recommended testing/commissioning.

7 Page 6, PWS, Para 5.3 Q: A preventive, predictive, and corrective maintenance plan. – What is required in this plan?

A: Recommended preventative maintenance for the system.

A: Yes, the system is 60Hz.

10 N/A Q: Generator and ATS Specification. How fast can the generator start up time and ATS activated time? Please provide us existing Generators Specifications and ATS Specifications for us to verify the starting capabilities. Also provide the time taken for the Genset to start and ATS to switch in case of any mains failure for us to understand the timing chart for this purpose.

A:Generator and ATS specifications are not available. Generator start time is 8-10 minutes. The UPS requirement is for each side (A/B) to support 200 kVA for 30 minutes.

11 N/A Q: For us to provide a UPS Room layout in AutoCAD, we would require your existing room layout in CAD format and this will be further modified to include the modified UPS room layout.

A: Only a pdf of the floor plan is available.

12 Page4, PWS Para 3.1.1 Q: Project replacement includes only UPS-A & UPS-B Cable connection from UPS-A to Input –A (2) Cable connection from UPS-A to Output –A (3) and similarly for UPS-B Input- A and Output –A Panel (Similarly for UPS-B) will not be included in the scope of replacement and considering to use back the existing Input –A and Output –A Panel.

A: The government will accept solutions that re-use or replace the panels.
