INSTALLATION DESCRIPTION
UNINTERRUPTIBLE POWER SUPPLY (UPS) REMOVAL AND REPLACEMENT AT BLDG 480, CAMP
FOSTER, OKINAWA, JAPAN
1. BACKGROUND
1.1 This requirement is for the US Marine Corps Base Camp Foster, Telecommunications Office G-6 Bldg 480 located in Okinawa, Japan. The current Uninterruptible Power Supply (UPS) components were installed in 2003 and the manufacturer no longer produces the Series 600 UPS. UPS components are at the 17 year mark of the expected 20 year life cycle and needs to be replaced.
1.2 SCOPE OF WORK AND OBJECTIVE
1.2.1 Engineer, furnish, install, and test a new UPS system; and remove, recycle, and dispose of the current components. Contractors shall provide a solution to replace the two (2) existing 750 kVA, Liebert Series 600 UPS with a new, scalable, and appropriately sized UPS that meets the requirements specified in section 3.2 of this PWS.
The contractor shall be responsible for providing training to the customer in proper operation and user maintenance of the new UPS.
2.1 Place of Performance: Marine Corps Base Camp Foster, Okinawa, Japan.
2.2 Project duration: All tasks must be completed within 180 days after award
2.3 Hour of Operation: Monday thru Friday, 0800 - 1630 hours.
2.3.1 Typhoon Conditions. Japan-based military installations close when Tropical Cyclone Condition of Readiness 1C (TCCOR 1C or TC-1C) is declared by Military Weather Station authorities. The Contractor will be required to depart military bases, remain indoors, and monitor radio/television to determine when the TCCOR changes to TCCOR SW (Storm Watch) or TCCOR AC (All Clear). When TCCOR SW is declared by Military Weather Station authorities, the Contractor shall restart the service within 2 hours. If that occurs after normal business hours, services shall begin the next normal workday at 7:30am.
3. GENERAL REQUIREMENTS
3.1.1 The contractor shall provide a technical plan outlining their proposed UPS and installation requirements for approval by the Government at time of award. The contractor’s plan shall include all work required to install the UPS up to the point of connecting to Bldg. 480’s power panels. The government shall provide the electricians that connect the UPS to the power panels while the contractor’s installers are present to trouble shoot and verify the UPS is properly working.
3.1.2 Provide a removal and proposed installation drawing.
3.1.3 Provide an approved safety plan to remove the existing UPS in compliance with Occupational Safety and Health Administration (OSHA), United States Marine Corps (USMC), FEAD and GF orders of instruction.
3.1.4 Provide as-builts in AutoCad format. This work requires the compliance and adherence to OSHA, Universal Fire Code (UFC), Department of the Navy (DON), FEAD, USMC and GF regulations and orders of instructions.
3.1.5 The contractor shall provide authorized or certified personnel from the UPS manufacturer to perform commissioning of the components and conduct training for G-6 and GF major labor contractors in the in proper operation and user maintenance of the UPS.
3.1.6 The contractor shall provide all required safety items such as signs, barricades and temporary coverings for exposed electrical panels and work space.
3.1.7 The contractor shall return all walls and floors damaged during installation to original condition.
3.2 SPECIFIC TASKS
3.2.1 Replace the current UPS with a UPS that is scalable from approximately 200 kilo volt amperes (kVA) to 600 kVA. The current data center load is approximately 150 kVA and a scalable UPS is required to meet possible future data center requirements. The contractor shall provide a 3-phase, 480 volts alternating current (VAC) redundant and scalable UPS which is capable of providing uninterrupted 3-phase, 480 VAC power in the event of a power failure for a minimum of 30 minutes. (Battery run time will be dependent on the actual data center load and the number of battery strings. For example, if power fails and the two UPS devices are supplying 50% of the 150 kVA load a 200 kVA UPS would only be handling a 75 kVA load. If one UPS fails during this same situation the 200 kVA UPS will be running and maximum load and will need additional batteries to sustain a 30 minute run time.) The redundant UPS shall be capable of supporting the entire data center load in the event of a UPS or bypass power failure in the alternate unit. For example, UPS side A is down for maintenance and is placed in by-pass. A power failure occurs and by-pass voltage is lost on side A. Automatically UPS side B must handle the entire data center load. This is an intrinsic part of the existing design of the data center and the UPS replacement must be capable of any in-rush currents that occur in a power failure situation.
3.2.2 Utilize and reuse the existing 540 volt direct current (VDC) valve regulated lead acid (VRLA) battery components. Contractor shall reuse existing electrical wiring, maintenance panels, power distribution panels and electrical circuit breakers when feasible.
3.2.3 Dismantle the current UPS and properly dispose of components. Recyclable materials with be staged on pallets to be picked up by the USG recycling team. All other material shall be properly disposed of by the contractor.
3.2.4 Provide a plan to isolate (LOTO), de-install and remove the existing UPS and 540 volt direct current (VDC) back-up battery system from building 480 room 124 (see attachment 2 for floor plan) and maximize re-use of the existing maintenance bypass and other power distribution panels.
3.2.5 Perform work to minimize any impact to operations. Removal of the UPS shall be phased allowing for backup power to be provided at all times to the equipment in the data center. Any power work that has the potential to affect operations shall be done on the weekend and scheduled in advance with the Government Representative.
3.2.6 The contractor shall conduct operational and user maintenance training for personnel identified by Garrison Facilities Operations and Maintenance and G-6 Operations. Personnel attending training may need prerequisite training or skills for operation or maintenance on this equipment, contractor shall identify these requirements if they apply. The Government Representative will coordinate with the contractor to arrange a time and place for conducing training as required.
3.2.7 The UPS solution shall have an optional in rack air conditioning system, if available.
3.2.8 UPS shall include and meet the whole building design concepts for UPS components at the following link;
https://www.wbdg.org/ffc/dod/supplemental-technical-criteria/tsewg-tp-19
3.2.9 UPS commissioning shall be performed by UPS manufacturer authorized personnel.
5. DELIVERABLES. The following documentation is required as deliverables before project completion
5.1 Manufacturer’s technical manuals and operations and user guides.
5.2 UPS with as-built drawings for Bldg. 480 electrical drawing and one line drawings as required to replace Garrison Facilities Electrical Shop drawings.
5.3 A preventive, predictive, and corrective maintenance plan.
6. SCHEDULING

7. AUTHORIZED GOVERNMENT REPRESENTATIVE
