Lot 2 April 15, 2019 – August 9, 2019 (Combination Modules 833, 834, 836 and Ramp Module 807)
(Early delivery of Lot 2 craft to Contractor’s facility will be determined on a case-by-case basis subject to the availability of craft)
Lot 3 August 19, 2019 – October 11, 2019 (Combination Module 837 and Docking Module 805) (Early delivery of Lot 3 craft to Contractor’s facility will be determined on a case-by-case basis subject to the availability of craft)

The side connector pocket covers are currently installed on their respective craft and will have to be removed after the craft are dry docked at the Contractors’ facility.
Performance Incentive
This contract will provide a performance incentive for early completion of Lots 1-3 with no discrepancies. The performance incentive will be awarded for each individual lot as follows:
Lot 1 Complete NLT April 1, 2019 - $10,000.00
Lot 2 Complete NLT August 5, 2019 - $10,000.00
Lot 3 Complete NLT October 4, 2019 - $10,000.00
Liquidated Damages
The established Periods of Performance are based on the Government’s ability to extract the INLS modules from the water utilizing the Maritime Prepositioning Ships (MPS) at Blount Island Command.
Without the MPS, the government does not currently have launch and recovery capabilities.
Failure to meet the established delivery dates will require the Contractor to coordinate and provide funding for the equipment required to extract the INLS modules and transition to dry docking at Blount
Island Command.
Safety and Security The Contractor shall safeguard all lighterage/watercraft at all times to include the following basic measures:
* Protect the vessel from fire, flooding, wind and rain damage.
* Protect the vessel from the activities of maintenance personnel or maintenance actions leading to collateral damage or progressive rework in surrounding areas.
* Protect the vessel from dirt, debris, clutter, water and salt accumulation.
* Protect the vessel from physical security violations and provide safeguards against unauthorized entry, malicious mischief, theft or sabotage.
* Protect the vessel from waterborne damage, while berthed or towed.
Additionally, the Contractor shall provide, maintain and enforce a written security plan. Deviations from the approved plan requires government approval.
Resource and Work Schedule The Contractor shall ensure on-schedule completion and delivery. The Contractor shall identify and maintain visibility of all problems and potential problems arising during contract performance that could impact the on-schedule completion of the requirements of this contract. Potential problems shall be electronically provided to the Contracting Officer’s representative (COR)
Progress Review Meetings The Contractor shall host and participate in a post award project kick-off meeting at the Contractor’s facility. The Contractor will schedule the kick-off meeting and all Contractor key personnel and the Government shall attend. The Contractor shall host a weekly progress meeting. The Contractor shall prepare an agenda for all meetings that, at a minimum, includes an overview of the project tasks and other logistics issues. After completing each meeting, the Contractor shall develop and distribute meeting minutes and action items to the Government. The Government reserves the right to request a progress review meeting at any time during the duration of this project. The Contractor shall provide an updated detailed project schedule, with percentages of completion, at each progress meeting.
Project Schedule The Contractor shall provide NSMB with a detailed project schedule within 5 working days following the Job Order award. Any changes to the approved schedule must be brought to the Government’s attention
