This Method of Operation document outlines the State of New Jersey Division of Purchase and Property's cooperative purchasing agreement for medical supplies and pharmaceuticals, effective through January 5, 2030, with eligibility for three one-year extensions. The contract involves four primary contractors: Medline Industries LP (Sourcewell Contract #090925-MDL, NJSTART #26-COMG-135979), McKesson Medical-Surgical Government Solutions LLC (Sourcewell Contract #090925-MML, NJSTART #26-COMG-135982), School Nurse Supply Inc. The contract provides access to state using agencies on a convenience basis with required compliance to existing procurement precedence involving pre-existing state contracts, the State Distribution and Support Services Unit, the Department of Corrections' Bureau of State Use Industries, and the Central Non-profit Agency.
The contract covers a broad range of medical supplies and pharmaceuticals including personal protective equipment, wound care, pharmaceuticals, medical equipment, diagnostics, surgical tools, incontinence supplies, and health screening equipment. Contractors offer tiered discounts ranging from 5 to 50 percent off list pricing depending on product category and brand, with no minimum order requirements. Standard lead times vary by contractor, from next-day delivery for McKesson stock items to 45-day average delivery for Claflin products, with free shipping for stock items and negotiable charges for emergency, expedited, or specialty deliveries. Using agencies must document their contract selection process demonstrating that purchasing decisions are based on competitive analysis of price, delivery terms, and contractor advantages, with all purchase documentation subject to audit by the Division's Contract Compliance and Audit Unit.
