1. Modify SOW para. 4(b)(ii) corrected "Reference #3" to "Reference #4"

2. Modify SOW para. 21, Equipment Table - Reference #3: Change the quantity of LG55LD650 55" HD flat screen monitor/TV on classroom from 1 to 2.

3. Modify SOW para. 21, Equipment Table - Reference #4: Change the quantity of LG55LD650 55" HD flat screen monitor/TV on classroom from 2 to 1. Incorporate details in "Remarks" Column regarding additional required installation.

All other solicitation requirements remain the same.

1. Background

Due to the constant use of these classrooms/areas and technical expertise required to maintain and troubleshoot any problems as soon as possible with all the Audio Visual (AV) equipment in each classroom/areas, it is necessary to obtain an extended maintenance and service agreement in order to support 15 classrooms for School of Infantry –

West (SOI-W). All equipment must be ready to support the immediate communication needs of the above mentioned classrooms/areas aboard SOI-W and be kept in full operating condition.

2. Objective

The contractor is responsible for providing an effective, professional, and intuitive Audio/Visual maintenance and service program that allows and supports the use of the current and future training material and assets in 15 SOI-W classrooms/areas. The AV maintenance and service program will provide an immediate control platform that will rapidly resolve any technological problems or hardware issues to ensure the AV equipment in each classroom is operational with minimal or no interruptions.

3. Scope

This requirement is to provide an all-inclusive maintenance and service AV support that meets all specifications supplied and provides ancillary and necessary infrastructure to assure the correct and specified functionality of all

AV equipment for the following SOI-W Classrooms/areas:

4. Initial Replacement and Installation Requirements

a. Supply Purchase – The Contractor shall purchase the following new AV Equipment (refurbished purchases not acceptable) within 3 business days of contract award with following minimum salient characteristics:

i. Quantity of 1 - Projector Screen: Screen Size: 160", Screen Height: 120", Screen Size

(Diagonal) 200", Single motor low voltage control with wall switch video projector interface control to raise or lower screen automatically when the projector is turned on or off.

ii. Quantity of 1- LCD Monitor/Keyboard: LCD monitor/keyboard combo drawer, rack-mounted 20" monitor/keyboard combo drawer, compatibility: multi-platform-supports

PS2, SUN and USB, Color: Black, Display size: 20.1" diagonal, Resolution: max up to

1600 X 1200 (UXGA), Contrast ratio: 700:1, Brightness: 300 cd/m2, Keyboard Type:

106 key PS2 Keyboard with Touchpad mouse, Connectors: 1 x VGA HDDB-15 pin, 2 x

PS/2 Mini Din 6 pin, 2 x USB, 1 x DVI, 1 x AC inlet, 1 x PS/2-USB select, 1 x Audio line in (optional), System Cables: VGA + Combo PS2 & USB cable, Power Source :

iii. Quantity of 1- 20" LCD Monitor: 1U 20" LCD Monitor Drawer, Max resolution: 1600 x

v. Provide Product Warranty for items i. –iv. above for a minimum of 2 years. The Product

Warranty Terms and Conditions must be delivered to the TPOC within 3 business days after delivery and installation.

b. Replacement & Installation – All parts, materials, components and equipment shall be installed in conformance with the written instructions of the manufacturer of the component, and the completed work shall be in compliance with the applicable industrial standards, the manufacturer’s written instructions, and the operating and maintenance manuals and any manufacturer warranty terms shall be provided to the TPOC.

The Contractor shall deliver and install the following new AV Equipment within 30 days of contract award:

i. Reference 1 – ITBn 520590, Classroom 9

i. Current condition: The rack mounted LCD Monitor 20” is no longer operational.

ii. Required Work: The Contractor shall remove and dispose of the existing rack mounted LCD Monitor 20” and any packaging items or any debris from the new installation. The Contractor shall replace, mount and install rack mounted LCD

Monitor 20” (see para 4(a)(iii)) and ensure the monitor is working properly in conjunction with the Audio Visual System.

ii. Reference 4 - Building 520591, ITBN, Rm 117

i. Current condition: Missing the second Flat Screen TV.

ii. Required Work: The Contractor shall remove and dispose of any packaging items or any debris from the new installation. The Contractor shall mount and install the LCD Flat Screen (see para 4(a)(iv)). The Contractor shall ensure that both Flat Screen TVs in Rm 109 work simultaneously and it displays all necessary inputs (computer, laptop, DVD). The Contractor must ensure that the new TV is working properly in conjunction with the Audio Visual System.

iii. Reference 13 - Range 314 Classroom North

i. Current condition: The projection screen is 13’4 X 10’ in size and is mounted on the ceiling 20’7”high from the ground. The projection screen is torn (put together with duct tape) and the rack-mounted monitor/keyboard combo does not work.

ii. Required Work: The Contractor shall remove and dispose of the existing projection screen and the rack-mounted monitor/keyboard combo and any packaging items or any debris from the new installation. The Contractor shall replace, mount and install the projection screen (see para 4(a)(i)) and the rack-mounted monitor/keyboard combo (see 4(a)(ii)). The Contractor shall ensure that the projection screen and rack-mounted monitor/keyboard combo are fully operation with the audio visual rack in the classroom.

5. Preventative Maintenance (PM)

a. PM Schedule

i. The Contractor shall conduct a preventive maintenance and service of all audio visual components on a bi-monthly (6 times a year) schedule for classrooms/areas 1-12 and 15 (Reference SOI Table 1) and provide maintenance on all equipment as listed per classroom under paragraph 21 below.

ii. The Contractor shall conduct a preventive maintenance service of all audio visual components on a monthly

(12 times a year) schedule for classrooms/areas: 13 - 14 (Reference SOI Table 1) and provide maintenance on all equipment as listed per classroom under paragraph 21 below. The use of a four wheel drive vehicle is required to access MCTBn Range 314 Classroom North and South (Reference SOI Table 1: 13 & 14) . A lift or an extra-large ladder is required to access the projector in each of Classroom North and South (Reference

SOI Table 1: 13 & 14). The projectors are mounted on the ceiling (20’ 7” high).

b. PM Service Visits Include:

i. The Contractor shall conduct a full deep cleaning (i.e. completely vacuum, dust, wipe, clean, etc…) of all audio visual equipment in each of the classroom/areas to include the projection screens, speakers and A/V podiums/racks each time the preventive maintenance is performed.

ii. The Contractor shall note the projector lamp hours and filter hours. Due to the dusty classroom’s environment, if the projection picture is not as clear as it should be, the projector’s lamp bulbs and/or filter will be changed even though the lamp bulbs have not reached the manufacturer’s recommended hours. The replacement projector’s lamp bulbs must be Original Equipment

Manufacturer (OEM) lamp bulbs or high quality lamp bulbs in order for the projection picture not to be compromised.

iii. The Contractor shall provide telephone technical support during normal working hours (Mon-

Fri/7:30 am-4:30 pm (PST)).

iv. The Contractor shall provide on-site technical support/labor visits throughout the year for system diagnostics and repairs as needed within 1 business day of customer call.

v. The Contractor shall provide all proactive hardware and software updates.

vi. The Contractor shall submit a PM Service Ticket (See paragraph 8 below) within 1 business day of completing the PM visit.

vii. The Contractor shall provide a semi-annual on-site training on the audio visual system operation and procedures for new incoming personnel as deemed appropriate by the Technical Point of

Contact (TPOC). Scheduling of the on-site training will be arranged and confirmed with the

TPOC.

c. PM Parts & Materials Include:

i. All Parts and Materials required to complete tasks 5(a) and 5(b) is considered Preventative

Maintenance and shall be included in the PM Price.

ii. All units, parts, components and materials used in the maintenance must be compatible with the existing equipment on which it is to be used, and shall comply with contract technical specifications, operating and maintenance manuals, renewal parts manuals, be in accordance with original design and manufacturer intent, comply with applicable Government, commercial or industrial standards, be rated for safety by the applicable industrial organization, be certified as required and shall be equal to or greater than the quality of the original equipment specifications.

iii. The Contractor shall have in stock adequate materials to perform all required preventive maintenance or be able to identify suppliers from which needed materials can be obtained on the same day as required to perform the work. Lack of availability of materials or parts will not relieve the Contractor from the requirement to complete scheduled PM visits work within the time limits specified.

iv. Parts, materials, components and equipment shall be installed in conformance with the written instructions of the manufacturer of the component, and the completed work shall be in compliance with the applicable industrial standards, the manufacturer’s written instructions, and the operating and maintenance manuals and any manufacturer warranty terms shall be provided to the TPOC.

6. Over and Above Work (O&A)

a. Definition of Over & Above Work: See Defense Federal Acquisition Regulations Supplement (DFARS)

252.217-7028 in the contract clause section. The Technical Point of Contact (TPOC) does NOT have the authority to authorize O&A work, or any part of work not considered PM related. Any action taken by the contractor will not excuse contractor performance, or form the basis for a claim or equitable adjustment.

b. Authorization for Over and Above Work: Any and all repairs found necessary during the life span of the awarded contract and not considered preventative maintenance will require a Repair Service Ticket (see paragraph 8 below). The Contractor shall submit any O&A repair recommendation with a detailed quote attached to the PM Service Ticket (see paragraph 8 below) within 1 business day of completing the PM visit for further consideration. All O&A repair quotes will be considered on a case-by-case basis, shall be negotiated independently and authorized by a Contracting Officer via a formal contract modification.

c. O&A Parts and Installation Requirements (if authorized under an O&A Contract Modification):

i. Parts cost shall be based on the lowest quote for the actual direct cost of materials or parts provided to the Contractor by one of two or more commercial vendors, including transportation charges, less any discounts allowed for prompt payment or other discounts or rebates, such as rebates for core value or salvage value. Supporting documentation required by the vendor ensuring the lowest price is offered.

The Government retains the right to obtain additional quotes and the lowest price obtained will be used.

ii. All units, parts, components and materials used in the repair and alteration of equipment shall be compatible with the existing equipment on which it is to be used, and shall comply with contract technical specifications, operating and maintenance manuals, renewal parts manuals, be in accordance with original design and manufacturer intent, comply with applicable Government, commercial or industrial standards, be rated for safety by the applicable industrial organization, be certified as required and shall be equal to or greater than the quality of the original equipment specifications.

iii. Parts, materials, components and equipment shall be installed in conformance with the written instructions of the manufacturer of the component, and the completed work shall be in compliance with the applicable industrial standards, the manufacturer’s written instructions, and the operating and maintenance manuals and any manufacturer warranty terms shall be provided to the TPOC.

iv. O&A modifications are issued for a particular repair or issue at an established Firm Fixed Price. Any re-work due to the contractor’s inaccurate diagnosis or lack of expertise or parts will not be the contractor’s responsibility.

7. Enterprise-wide Contractor Manpower Reporting Application (ECMRA)

The contractor shall report labor hours (including subcontractor hours) required for performance of services provided under this contract via secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil .

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year

(FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil .

8. Service Tickets:

All services performed under this contract require a service ticket submission which shall contain at least the following information. Service Ticket submissions are as follows:

a. Preventative Maintenance (PM) Visits: Submit a PM Service Ticket to the TPOC within 1 business day AFTER completing a PM Visit, listing everything that was done (anything that was inspected, lubricated or adjusted) and any discrepancies that were found with the equipment.

Service Ticket . NOTE: Over & Above Visits can be conducted AFTER a formal contract modification is issued.

9. Place of Performance

The performance of work will be at the School of Infantry–West aboard Marine Corps Base Camp Pendleton, CA.

10. Period of Performance

This contract is for a Base year and two option years as follows:

11. Working Hours

On-site service will be provided during normal working hours, 7:30 am through 4:30 pm, Monday through Friday.

Work that is to be done on evenings, weekends or holidays must be made by prior arrangement between the TPOC and the contractor in advance. The Contractor shall schedule and arrange work to cause the least interference with the Government business and mission and make every effort to minimize the impact of the interference, inconvenience, equipment downtime and interrupted service, etc.

13. Government Furnished Property

The government will furnish reasonably required utilities that are in existence at the site where the work is performed.

14. Contractor Furnished Items

Except for items listed in GOVERNMENT FURNISHED PROPERTY, the Contractor shall provide all equipment, materials, supplies, tools and services necessary to perform the requirements of this contract on site. All equipment, parts, or materials that are not to be reused shall be removed from the work site by the Contractor. The contractor shall employ only properly certified persons who are experienced and trained in working on the equipment/software and who have knowledge of the maintenance requirements of the equipment. Contractor employees shall be capable of troubleshooting, servicing, maintaining, repairing and operating the equipment and software. The Contractor is responsible for all required training and certification.

15. Relocation of Equipment

The government reserves the right to relocate equipment to another location on Camp Pendleton when deemed necessary. Any such relocation shall not affect pricing, and shall not be grounds for contractor claim or request for equitable adjustment.

16. Contractor’s Liability for Government Property

During periods when access to Government equipment is granted, the Contractor shall exercise precautions necessary to prevent loss or damage due to theft, carelessness, vandalism or any misuse. The Contractor shall report, in writing, all cases of loss, damage or destruction of Government Property in his possession to the TPOC, as soon as such facts become known.

17. Insurance Requirements

As required by FAR 52-228-5, the following minimum amounts are established for performance under this contract:

Workers Compensation: Statutory Minimum

General Liability: $500,000 per occurrence

Automobile Liability: $200,000 per person

$500,000 per occurrence for bodily injury

$20,000 per occurrence for property damage

18. Disposal

The Contractor shall provide for off -Base disposal of materials which result from the Contractor's operations in accordance with Federal, state, and local law and regulation. The Contractor shall not handle or dispose of any hazardous substances or wastes in a manner which would permit their release into the environment. Hazardous waste shall be captured and recycled or disposed of in conformance with all applicable local, state and Federal laws and regulations.

19. Warranty

The Contractor agrees that all work shall be warranted under normal conditions against inferior workmanship and defective materials and parts. The warranty shall commence on the date of the final acceptance by the Contracting

Officer as follows: All parts as specified by the manufacturer and all labor for 90 days.

a. The Contractor shall remedy, at the Contractor's expense, any failure to conform, or any defect, of both parts and workmanship.

b. The Contracting Officer will notify the Contractor in writing within a reasonable time after the discovery of any failure, or defect determined by the Government to be due to the performance of the work under this contract.

If the Contractor fails to remedy any failure, defect, or damage within a reasonable time after receipt of notice, the

Government shall have the right to replace, repair, or otherwise remedy the failure, or defect, at the Contractor's expense.

20. Government Technical Point of Contact (TPOC)

The Contracting Officer shall designate a Government Technical Point of Contact (TPOC) during the term of this contract. The Technical Representative will provide technical clarification and assistance in support of the contract requirements. The TPOC will provide assistance in identification and resolution of problems, conflicts in priority, subtask requirement definitions, and other preventative maintenance type issues that are within the scope of this

Statement of Work.

The Technical Representative DOES NOT have the authority to make changes and/or give direction under this contract. The only authority under this contract authorized to make changes, give direction, and/or provide monetary adjustments is the Contracting Officer.

Technical Point of Contact will be provided at the time of award.

Note: The Contracting Officer is the only person authorized to direct changes in any of the requirements under this contract, and, notwithstanding any provisions contained elsewhere in this s contract, said authority remains solely in the Contracting Officer (Reference Block 31 on the SF1449). In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and solely at the risk of the contractor.
