About this file
This document is the Supplemental Standard Terms and Conditions for Procurements for Services issued by the State of Wisconsin Department of Administration, Division of Enterprise Operations, State Bureau of Procurement. The document serves as standardized contractual terms that apply to service procurement activities conducted by Wisconsin state agencies, establishing binding obligations for successful bidders and contractors engaging in state procurement processes.
The document does not specify particular goods or services but rather establishes comprehensive procurement requirements including independent price determination certification, conflict of interest disclosures, dual employment restrictions, recordkeeping obligations requiring six-year retention periods, and independent contractor status requirements. Key provisions include prohibitions on collusive bidding practices, mandatory written certifications regarding organizational independence and relationships that could create conflicts of interest, restrictions on hiring current state employees without written consent, and requirements for maintaining adequate financial records subject to state audit. The terms also establish that all contractor records produced under state contracts are subject to public records disclosure laws, and contractors must operate as independent entities rather than state agents or employees.
