About this file
This document is a Business Case Exception Request form for the Enterprise Banking Services Contract 505ENT-M21-ENTBANKING-01, utilized by Wisconsin state agencies. The form is administered by the State Bureau of Procurement and managed by Enterprise Banking Services Contract Manager Kara Perz-Rader. It serves as a mechanism for agencies to request permission to seek banking services from alternative sources outside the mandatory enterprise contract, though it does not grant procurement authority itself.
The contract covers various banking services, with specific requirements that funds received via ACH, credit card, or other electronic means must be deposited to state-owned bank accounts with U.S. Bank within two business days of receipt. For credit card processing services, agencies must verify that the vendor will own the Merchant ID. The exception request process requires agencies to provide detailed justification explaining which banking services are needed, why they cannot be obtained through the existing enterprise contract, and what alternative procurement authority will be used. The State Bureau of Procurement reviews all requests and assigns release numbers to approved exceptions, which include expiration dates for the granted authority.
