About this file

This document is an Operational Terms and Conditions Response Sheet (Attachment E) for RFP 28238-BD: Enterprise Banking Services, submitted by U.S. Bank to the State of Wisconsin Department of Administration. The document details U.S. Bank's responses and exceptions to the state's operational requirements for enterprise banking services, with Elavon serving as a subcontractor for certain merchant processing services. The contract encompasses services for multiple state agencies including the Department of Children and Families - Bureau of Child Support, Department of Revenue, Department of Justice, Department of Corrections, and approximately 100 local governments within Wisconsin.

The contract covers comprehensive banking services including deposit processing, check reconciliation, ACH transactions, wire transfers, positive pay services, an e-payment gateway supporting credit/debit cards and electronic checks, merchant processing services, and specialized reporting. Key service requirements include same-day ledger credit for deposits, 24/7 customer service support, online access to transaction data and check images, and processing of approximately 4.5 million annual child support payments totaling $960 million. The e-payment gateway must handle up to 50,000 internet transactions per hour and maintain 99.9% system availability. U.S. Bank complies with most requirements but notes specific exceptions related to customer service hours (7 a.m. - 5 p.m. CT versus requested 8 a.m. - 4:30 p.m. CT), compensating balance earnings calculations using different Treasury bill indices, and various technical specifications for the e-payment gateway system. Pricing follows an "interchange plus" model for merchant processing, with the state receiving pass-through rates for interchange and assessment fees.

Currently the DOA - State Controller’s Office and the Division of Enterprise Technology support the implementation of E-Payment Gateway applications through the Enterprise Banking Services provider. During FY 2018, the State accepted 4.3 million e-payments under 142 E-Payment Applications - payment volume does not include approximately 2.7 million convenience fee transactions (a table showing the current production E-Payment Gateway applications used by Wisconsin State Agencies can be found in Appendix D, E-Payment Gateway Transaction Volumes).

The resulting Contract from this RFP is a mandatory Contract for State Agencies, and they are required to use it unless there they have a business need that cannot be met.
