Controlled Unclassified Information (CUI) Market Research Survey JPACE, LJPACE and OFERK/LFERK Repair Kits
It should be noted that this inquiry, in no way, should be interpreted as a solicitation for offers. No information provided in response to this inquiry will be considered binding between the vendor and the Government. With these facts in mind, it is requested that you review the acquisition strategy/details listed below for Lot 0002 under the subject solicitation and answer the questions below. There are two separate and distinct market research surveys: one for each lot. The answers you provide will remain confidential. DLA Troop Support is conducting market research on the item(s) listed below and is requesting industry feedback:
Items: COVERALLS, CHEMICAL PROTECTIVE, JPACE/LJPACE AND REPAIR KITS PGC: 03585 – Male, Type I, Class 1 – Coveralls with Lining (JPACE), Sage PGC: 03586 – Female, Type I, Class 1 – Coveralls with Lining (JPACE), Sage PGC: 00140 – Male, Type II, Class 1 – Lightweight Coveralls with Lining (LJPACE), Sage PGC: 00142 – Female, Type II, Class 1 – Lightweight Coveralls with Lining (LJPACE), Sage PGC: 32823 – Outershell Field Expedient Repair Kit (OFERK) PGC: 32824 – Lining Field Expedient Repair Kit (LFERK)

IMPORTANT NOTICE REGARDING TECHNICAL DATA:
The JPACE & LJPACE are items that require consistently high standards of manufacturing quality. These items are Critical Safety Items subject to International Traffic in Arms Regulations (ITAR). In order to be eligible to receive the technical data, firms are required to have a JCP certification and sign a Non-Disclosure Agreement (see Attachment A “Important Notice Regarding Technical Data” and Attachment B “Non-Disclosure Agreement”).
Any prospective offeror shall provide a completed DD Form 2345 (MAY 2019) with JCP certification number in block 7b and the Non-Disclosure Agreement in order to receive a copy of the technical data, associated patterns, and any other necessary documentation for the manufacture of the JPACE & LJPACE.
This item contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq) or the Export Administration Act of 1979 (Title 50, U.S.C. APP2401 et seq) as amended. Violations of these export laws are subject to severe criminal penalties. Dissemination is in accordance with provisions of DoD Directive 5230.24 and 5230.25. Distribution of technical data is authorized to the Department of Defense and U.S. DoD contractors only. Critical determination was made 12 February 2009.
The dissemination of the technical data for the JPACE & LJPACE falls under the Joint Certification Program (JCP). The JCP was established in 1985 to allow United States (U.S.)/Canadian contractors to apply for access to Department of Defense/Department of National Defence (DOD/DND) unclassified export controlled technical data/critical technology on an equally favorable basis in accordance with DODI 5320.25 “Withholding of Unclassified Technical Data and Technology from Public Disclosure”, and Canadian Technical Data Control Regulations. NOTES:
1. Contractors residing outside of the US and Canada will need to contact your state department on policies and procedures on becoming certified.
2. Certification is a lengthy process!! If interested, it is highly recommended to initiate this process immediately.
What this means for you: Distribution of the JPACE & LJPACE technical data is only authorized after the interested offeror completes a Non-Disclosure Agreement and all requirements for obtaining JCP certification – a DD Form 2345 (MAY 2019) Militarily Critical Technical Data Agreement (with certification). The DD Form 2345, detailed instructions on how to fill out the form, and additional requirements for submission are attached to this Market Research Survey.
ACQUISITION INFORMATION:
The acquisition approach listed below was designed to promote competition and to ensure a viable industrial base for the supply of Male & Female JPACE & Male & Female LJPACE. For this reason, DLA Troop Support would appreciate your firm sharing your expertise and insight into how these items can be most efficiently procured. DLA Troop Support anticipates issuing a solicitation in August 2021 for the referenced item(s) and awarding two Indefinite Delivery, Indefinite Quantity Contracts, one for the Male & Female JPACE backorders (approximately 12,000-13,000 JPACE coveralls), LJPACE, and Repair Kits and one for the Male & Female LJPACE and Repair Kits.
Solicitation will be issued as Unrestricted using Best Value Trade Off Source Selection Procedures. The evaluation factors are: 1) PDMs, 2) Past Performance Confidence Assessment, and 3) Small Business Participation. Solicitation will be issued with two separate and distinct lots:
· Lot 0001 for the Male & Female JPACE and Repair Kits with the intent to convert to LJPACE after the first delivery order of approximately 12,000-13,000 JPACE.
· Lot 0002 for the Male & Female LJPACE and Repair Kits. (NOTE: The Government reserves the right to add the Male & Female JPACE to this contract, if deemed necessary) Each of the two resulting Firm-Fixed Price, Indefinite Delivery, Indefinitely Quantity contracts will consist of a two-year base term with tiered pricing whereby the offerors may offer separate prices for year one and year two.
Progress payments will be included.

There is a total of two Lots associated with this procurement. This market research survey pertains to Lot 0002 ONLY. If interested in Lot 0001, please fill out the market research survey for Lot 0001.

Government proposes awarding one Indefinite Delivery, Indefinite Quantity Firm-Fixed Price Contract for the Male & Female LJPACE coveralls and Repair Kits so that there is flexibility in ordering quantities.

Product Demonstration Models (PDMs) are required to be submitted with offeror’s proposal prior to the solicitation closing: One (1) LJPACE Male size 48-Long; One (1) LJPACE Female size 34-Short; One (1) sample of each type of repair kit shall be submitted. PDMs will be examined for visual, dimensional, and manufacturing defects in accordance with the JPACE/LJPACE PD JPMP-PD-JPACE-01C. The solicitation will be posted for 60 days.
