DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 628TH AIR BASE WING (AMC)

JOINT BASE CHARLESTON SC

MEMORANDUM FOR ALL SUBORDINATE COMMANDS AND TENANT UNITS

FROM: 628 ABW/CC

SUBJECT: Additional Guidance for Use of Masks and Other Public Health Measures on Joint Base Charleston

References: (a) Executive Order 13991, Protecting the Federal Workforce and Requiring Mask- Wearing, 20 January 2021

(b) Secretary of Defense Memorandum, Use of Masks and Other Public Health Measures, 4 February 2021

(c) Office of Management and Budget Memorandum, COVID-19 Safe Federal Workplace: Agency Model Safety Principles, 24 January 2021

(d) Department of Defense (DoD) Instruction 6200.03, Public Health Emergency Management (PHEM) Within the DoD, 28 March 2019

(e) Air Force Instruction 10-2519, Public Health Emergencies and Incidents of Public Health Concern, 10 December 2019

1. COVID-19 continues to present risk to the health and safety of personnel assigned to Joint Base Charleston. In line with the President of the United States and Secretary of Defense’s stated priorities and requirements in references (a)-(b), I am providing additional guidance for the purposes of protecting military members, Department of Defense (DoD) civilians, and their families who work or reside on the installation. Compliance with the aforementioned memorandum is necessary to reduce the risk of COVID-19 transmission on JB Charleston.

2. In accordance with references (a)-(c), individuals on military installations and personnel performing official duties on behalf of the DoD from any location other than their home (including outdoor shared spaces) will wear masks in accordance with the most current Centers for Disease Control and Prevention (CDC) guidelines and stay at least six feet from other individuals not from an individual’s household while located in indoor and outdoor spaces.

3. “Outdoor shared space” on JB Charleston is any outdoor space by which an individual cannot consistently maintain six feet of physical distance from another individual not from the same household. For example and consistent with CDC guidance, if individuals on JB Charleston are exercising in outdoor spaces and maintaining the required six feet of physical distance from other individuals not from their household, masks are not required as they are not considered in an “outdoor shared space.”

4. Vehicles on JB Charleston are considered outdoor spaces for mask wearing requirements on this installation. Therefore, the guidance related to “outdoor shared space” applies. Individuals traveling alone (or with individuals from their household) in vehicles on JB Charleston are not required to wear masks.

5. Individuals should refer to https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/cloth-face-cover-guidance.html for the most current CDC guidance for mask wearing.

6. This guidance memorandum will remain in effect until it is modified or rescinded by me in writing or higher headquarter guidance (including categorical or case-by-case exceptions for mission requirements). Such modification could result in either an early termination or extension of this guidance memorandum, as necessary.

MARC E. GREENE, Colonel, USAF Commander
