Question & Answers Sheet

Combined Synopsis/Solicitation FA441822Q0015

Sports Officials Services Joint Base Charleston, SC

Question #1: Is the schedule [times & dates] for the games in each of the sports created?

Answer: The awarded contractor of this Indefinite Delivery Indefinite Quantity (IDIQ) contract will work with us and the COR Greg Lutz Fitness Director on the schedules for the games for each sport once the delivery order/ task order for each sports requirement has been awarded.

Question #2: Are all of the sports fields located on base?

Answer: Yes, the services will be performed at both of our Joint Base Charleston locations at the Weapons Station in Goose Creek, and Air Base in North Charleston (see paragraph 1.2.1 of the PWS).

Question #3: If we are awarded the contract, how and when are funds distributed? This would allow us to understand how we can pay officials.

Answer: Our plan is to process payment via Government Credit Card for each delivery order/task order off this Indefinite Delivery Indefinite Quantity (IDIQ) contract. The awarded contractor will work with our COR and provide an invoice with the amount of referees for each sport/game and will submit payment following the WAWF clause (please see DFARS 252.232-7006 Wide Area WorkFlow Payment Instructions page 27-28 of the solicitation).

Question #4: Are there veteran officials that have been used in the past that would like to remain on the team?

Answer: I have heard that there are some officials that have been used in the past. The awarded contractor may coordinate with our COR to provide them with more information.

Question #5: Can officials be hired from active duty on base soldiers?

Answer: Yes, it is the contractor’s responsibility to ensure the contract employee, prior to hiring a government employee, civilian or military, the employee has proper permission from the employee’s supervisor to be employed/have a 2nd job that does not interfere/conflict with their official duties. Many of the sport’s official employees are active duty and/or civilian employees that do this on the side. As long as the individuals have been authorized by their workplace/supervisor to hold a second job and have completed all necessary paperwork and requirements to do so and there are no potential conflicts of interest with how officiating duties will directly impacts their positon or influence this requirement, I do not see an issue with the awarded contractor hiring active duty on base soldiers as employees to perform official duties.

Question #6: Where/how should proposals be submitted?

Answer: Proposals are to be submitted via e-mail to myself Lindsay Bonnema at lindsay.bonnema@us.af.mil and my contracting officer Terri Davis at terri.davis.2@us.af.mil no later than Monday February 21, 2022 at

12PM (EST).
