Laser depainting systems are eco-friendly, energy-efficient, and complete the job in half the time. Laser cleaning removes paint, contaminants, rust, and other materials with a high-energy laser beam which leaves the substrate untouched. To prevent thermal damage to the vehicles and equipment, the laser

FAR 13.501(a) energy must be delivered rapidly and briefly, either by pulsing the laser beam or by sweeping a continuous laser beam across the painted surface. In either case, the top layer of paint is heated and then vaporizes, followed by immediate combustion as it leaves the surface and encounters oxygen in the air.
The heat of combustion in laser paint stripping can be many times higher than the laser energy deposited to the surface, and efficient removal of this heated effluent is essential for process efficiency and workplace safety. Robotic laser depainter system allows for a more precise and automated process for vehicles and equipment to be stripped and painted again to support repair of surface damage. These components listed in the J&A are required as part of the overall Robotic De-Paint System.
This requirement is a new action under FAR 13.5 where the government intends on awarding a firm fixed price purchase order for depainter and other assorted components that are the actual brand name or equal to certain products manufactured by the following companies: Fanuc Global, Allen- Bradley, and Rockwell Automation.

4. IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING BRAND NAME OR EQUAL
PROCEDURES
_x_ Authority. There is not a specific authority to reference for Brand Name or Equal procurements.
The simplified acquisition procedures being used for this requirement are authorized under FAR
13.500. FAR 13.106-1(b)(2) authorizes sole-source (including brand name) acquisitions of commercial products and commercial services conducted pursuant to subpart 13.5. While this requirement is not being restricted to brand name only, in accordance with section 888(a) of the National Defense Authorization Act for Fiscal Year 2017 (Pub. L. 114-328), DFARS 213.501(a)(ii) - Special documentation requirements, the justification and approval addressed in FAR 13.501(a) is required in order to use brand name or equal descriptions or proprietary specifications and standards. The procedures in FAR subpart 13.5 were used in accordance with 41 U.S.C.1901.
5. DEMONSTRATION OF THE NATURE OF THE ACQUISITION REQUIRES USE OF THE
AUTHORITY CITED
The brand name or equal components listed in the table below are required in order to meet the government’s requirement for a robotic laser depainter system. This system would be used to remove the operator from hazardous working environments (Safety), reduce maintenance cost by replacing ancient maintenance intensive equipment, increase production throughput, and increase our quality on our production assets by reducing rework from human error. The procurement and use of the listed components will enable the government to perform its mission in a safer, quicker, and more cost effective manner. The components demonstrate the specialized of capability, level of quality and functionality required to meet the government’s requirement for a fully operational and sustainable robotic laser depainter system. Further, the salient characteristics are required because when all these individual specifications and salient characteristics are combined together into the Robotic De-Paint System as a whole, it allows for more autonomous, user friendly system. As a result, the depainter system will be more of an Operator based system vs. an Engineering based system. Use of these components and the resulting depainter system will allow the government to have an equipment operator vs. an engineer to run this system, thus cutting costs and increasing overall efficiency of operations within the MDMC. Additionally, these components will create a more autonomous system, which will provide the government a significant time savings and cost avoidance since the government will not have to fabricate fixtures, jigs, stands, and trailers for our existing workload and future workload. Lastly, the purchase of this state of the art system will allow the government to "retire" some if not all of its outdated, maintenance intensive media blasting equipment, thus increasing the safety and efficiency of the depainting process.
