About this file
This amendment document is issued by the State of Alaska Department of Environmental Conservation, Village Safe Water Program, and addresses vendor questions regarding ITB 27-VSW-KMO-003 for the replacement of backup generators in Manokotak. The project requires replacement of two existing backup generators—a 12 kW Pow'R Gard unit in Old Village and a 30 kW Cummins unit in Manokotak Heights—along with an additive alternate to furnish a trailer-mounted backup generator for the Manokotak lift station. Amendment 5, issued August 3, 2026, establishes separate completion dates for Additive Alternative 1, with substantial completion required by August 31, 2027, and final completion by September 30, 2027. Bidders are required to incorporate these revised dates into their bid packages. The original bid deadline was July 24, 2026, with the amendment due date set for August 7, 2026, at 2:00 p.m. Alaska Standard Time.
A primary concern raised by a vendor involved transportation logistics for the portable generator specified in Alternate No. 1, which measures approximately 13 feet long by 5 feet 8 inches wide by 8 feet high and requires barge transportation due to its dimensions. The vendor noted that the 40-day award process timeline, combined with contract execution and submittal approval requirements, would result in missing the available barge window with a projected September 5 deadline, potentially causing significant project schedule delays and increased transportation costs. The department's response established the extended completion dates for the alternate to accommodate these logistical constraints. The engineer's estimate for the base bid ranges between $100,000 and $250,000, and all bidders must provide a bid guaranty equal to 5% of the total bid amount. Bids remain valid for 120 days after opening, and bidders must possess valid Alaska contractor registration and business licenses prior to award.

ITB 27-VSW-KMO-003
Manokotak Backup Generators Replacement ITB Due Date: August 7, 2026 @ 2:00 PM AST
The following are vendor questions and the department’s response:
1. Vendor: My primary concern is that the bid remains valid for 120 days after the bid opening. If Alternate No. 1 is awarded, the specified portable generator will need to be transported by barge due to its overall dimensions—approximately 13 feet long by 5 feet 8 inches wide by 8 feet high. The 8-foot height is the biggest transportation concern and significantly limits the available shipping options.
To meet the available barge schedule, the successful bidder would need to be under contract and have the generator submittal approved no later than September 5. However, the bid award process could take up to 40 days, which would place the award date at approximately September 9. This would already be after the September 5 deadline, before accounting for the additional time required to execute the contract, prepare, and submit the generator submittal, complete the review process, and obtain final approval.
We have also investigated whether the portable generator could be partially disassembled to reduce its height enough to transport it by aircraft. However, disassembling the unit may void the manufacturer’s warranties. We have contacted the manufacturer for clarification, but they have not yet responded.
Any delay in the award, contract execution, or submittal approval could result in missing the available barge window and may significantly affect the project schedule and transportation costs.
Department: Additive Alternative 1 shall have the following sperate completion dates from the base bid:
• Substantial completion: 8/31/2027
• Final completion: 9/30/2027
Bidders shall incorporate these dates into their bid package.
