About this file

This is Amendment 4 to Invitation to Bid 27-VSW-KMO-003 issued by the State of Alaska Department of Environmental Conservation, Village Safe Water Program. The amendment extends the original bid due date from July 31, 2026 to August 7, 2026 at 2:00 PM Alaska Standard Time. The solicitation seeks a contractor to replace two backup generators for the City of Manokotak: a 12 kW Pow'R Gard unit in Old Village and a 30 kW Cummins unit in Manokotak Heights. An additive alternate includes furnishing a trailer-mounted backup generator for the Manokotak lift station. Substantial completion is required by November 30, 2026, with final completion by December 31, 2026. Bidders must be registered with the procurement officer to receive this and subsequent amendments; failure to register may result in rejection of the offer. Pre-bid site inspections are available at the bidder's discretion through the City Administrator.

The engineer's estimate for the base bid ranges between $100,000 and $250,000. Bids must include a bid guaranty equal to 5% of the total bid amount as a bid bond or certified check. Bidders must possess valid Alaska contractor registration and Alaska business licenses prior to award. The successful bidder must execute the contract and furnish performance and payment bonds within fifteen calendar days of award notification. For wholly state-funded projects, Alaska Bidder Preference (5%), Alaska Veteran Preference (up to $5,000), and Alaska Product Preference apply. MBE/WBE preference of 5% is available for qualified minority and women-owned business enterprises with appropriate certification. Bids remain valid for 120 days after opening and may be extended by mutual consent. Award is anticipated within forty days of bid opening unless delayed by bid irregularities or protests. The procurement officer is John McDonald at john.mcdonald@alaska.gov.
