About this file

This is Amendment 3 to Invitation to Bid 27-VSW-KMO-003 issued by the State of Alaska Department of Environmental Conservation, Village Safe Water Program, for the replacement of backup generators in Manokotak. The amendment addresses vendor inquiries regarding existing site conditions and documentation requirements. The original ITB solicits bids for replacing two backup generators: a 12 kilowatt Pow'R Gard unit in Old Village and a 30 kilowatt Cummins unit in Manokotak Heights, both of which have exceeded design life and disrupted water and sewer service during power outages. An additive alternate includes furnishing a trailer-mounted backup generator for the Manokotak lift station. The amendment provides attached photographic references of both generator locations and existing fuel tank installations to clarify site conditions, as drawings for existing installations were not initially available. Bidders were advised that shop drawings are the only required drawings per the specification, and record drawings or as-built drawings are not necessary. The original bid deadline is July 31, 2026 at 2:00 p.m. Alaska Standard Time, with substantial completion required by November 30, 2026 and final completion by December 31, 2026.

The engineer's estimate for the base bid ranges between $100,000 and $250,000. Bids must include a bid guaranty equal to 5% of the total bid amount submitted as a bid bond or certified check. The State of Alaska applies Bidder Preference (5%), Alaska Veteran Preference (up to $5,000), and Alaska Product Preference for wholly state-funded projects, with additional 5% preference available for qualified minority and women-owned business enterprises with appropriate certification. Bidders must possess valid Alaska contractor registration and business licenses prior to award. The apparent successful bidder must execute the contract and furnish performance and payment bonds within fifteen calendar days of award notification. Bids remain valid for 120 days after opening and may be extended by mutual consent. Award is anticipated within forty days of bid opening unless delayed by bid irregularities or protests. Bidders must register in writing with Procurement Specialist John McDonald to receive subsequent amendments; failure to register may result in rejection of the offer.

Manokotak Backup Generators Replacement ITB Due Date: July 31, 2026 @ 2:00 PM AST

The following are vendor questions and the department’s response:

1. Vendor: With the lack of drawings for representation of existing installation, do you have any pictures of the existing installations for reference? I appreciate any information you can provide. This will assist us in determining existing site conditions as well as mechanical and electrical connections.

We have the generators we plan to propose using. But it really comes down to connections to existing infrastructure, where the boundary of scope is as far as how far in to a system are we responsible for, and what are the existing site conditions.

Department: See attached photos of Manokotak Heights and Old Village existing generators and fuel tanks.

2. Vendor: There are requirements for shop drawings and record drawings referenced in the spec. Is the intent for the record drawings to be a stamped set of drawings that we provide? Are there any asbuilt drawings available for these sites that we can reference?

Department: Record drawings are not needed. The only drawings required are shop drawings as referenced in the specification. No as-built drawings are available.
