About this opportunity
The State of Alaska Department of Environmental Conservation, Village Safe Water Program is soliciting an Invitation to Bid to replace backup generators for the City of Manokotak, with bids due July 24, 2026 at 2:00 p.m. local time. For wholly state-funded projects, Alaska Bidder Preference (5%), Alaska Veteran Preference (up to $5,000), and Alaska Product Preference apply. MBE/WBE preference of 5% is available for qualified minority and women-owned business enterprises with appropriate certification.
The scope covers replacement of two existing backup generators — a 12 kW Pow'R Gard unit in Old Village and a 30 kW Cummins unit in Manokotak Heights — that have exceeded design life and are disrupting water and sewer service during frequent power outages. An additive alternate includes furnishing a trailer-mounted backup generator for the Manokotak lift station. Substantial completion is required by November 30, 2026, with final completion by December 31, 2026.
The engineer's estimate for the base bid ranges between $100,000 and $250,000. Bids must include a bid guaranty equal to 5% of the total bid amount, submitted as a bid bond or certified check. Bidders must possess valid Alaska contractor registration and Alaska business licenses prior to award. The apparent successful bidder must execute the contract and furnish performance and payment bonds within fifteen calendar days of award notification.
A pre-bid site inspection is at the bidder's discretion and requires prior contact with City Administrator Nancy George. Written questions are due to Procurement Officer John McDonald at john.mcdonald@alaska.gov no later than ten days before the bid deadline. Bids remain valid for 120 days after opening and may be extended by mutual consent. Award is anticipated within forty days of bid opening unless delayed by bid irregularities or protests. Bidders must register in writing with the procurement officer to receive subsequent amendments; failure to register may result in rejection of the offer.
