About this file
This is Addendum No. 2 to the Invitation to Bid (ITB 26-33) issued by the City of Oviedo, Florida for Landscape Maintenance and Mowing Services. The addendum, issued August 21, 2026, modifies the original bidding documents dated July 26, 2026 and provides clarifications, revisions, and updated bid worksheets. Bids are due September 1, 2026 at or before 2:00 p.m. to the Purchasing Agent's office. The scope of work encompasses landscape maintenance and mowing services within City rights-of-ways and other municipal properties throughout Oviedo, Florida, including roadways, ponds, parks, and medians. Services are organized into multiple schedules (A through H) covering distinct geographic areas and service types. A pre-bid meeting was held August 13, 2026, with minutes and attendee sign-in sheet included. The contract is anticipated to begin October 1, 2026, during fiscal year 2026-2027, and only one contract will be awarded for all schedules combined; schedules cannot be bid separately. Work hours are 7:00 a.m. to 5:00 p.m., Monday through Friday, with 48-hour advance notice required for work outside these hours.
The addendum addresses fourteen bidder questions regarding irrigation scope, map clarifications, soil testing requirements, fertilization areas, bag specifications, and scheduling requirements. Key revisions include updated Bid Form Worksheets for Schedules C and F, revised Schedule C (Map #6) and Schedule F maps (Maps #1, #3, and #11), and a revised Irrigated Properties list designating specific locations requiring irrigation pricing, including Solary Park, Center Lake Park, E. Mitchell Hammock Rd., Mike Roberto Way, City Plaza Way, Boardwalk Ave., City Walk Ln., and Windy Pine Wy. Pricing is submitted on a monthly cost basis with separate entries for heavy growing season (March 1–September 30, mowing every seven days) and dormant season (October 1–February 28, mowing every fourteen days), with line items for landscape/mowing, irrigation, and fertilizer/pest services where applicable. A Special Contract Inspector will monitor work on-site, and the contractor must maintain all public roads open to traffic. No estimated contract value, contract duration, or incumbent information is provided in the addendum.

ADDITIONAL CLARIFICATIONS
1. Question: “I need clarification on the irrigation portion of Schedule F. In the bid packet for Schedule F irrigated properties it only lists Boston Hill, Long Lake, Round Lake, Sweetwater, Riverside and Gym/Aquatic. Yet the actual worksheets on Schedule F for numerous locations have space for an irrigation price, only a few have NA in the space.
Can you confirm which locations need irrigation prices?”
Response: Please see the revised Bid Form Worksheet F and Revised Irrigated Properties List.
2. Question: “Schedule E – Map #26 and Schedule G – Map #7 are duplicates of the same area. Not sure if you need to revise those maps or not?”
Response: Schedule E represents the field, and Schedule G represents the finish mowing.
3. Question: “Also, I know that you made some changes to the bid forms and deleted some pages and revised them. The addendum pages are now different than the ITB pages. Are you able to resend the ITB with the correct page numbers so they are in sequential order? Example – Schedule D was pages 42, 43, and 44. Schedule D is now 38, 39, 40. Let me know if you need to resend the ITB with the correct page numbers or if that doesn’t matter for the submittal process.”
Response: The ITB 26-33 will not be resubmitted with the correct page numbers.
4. Question: “Chapman Rd. Well Field, can the map be revised to reflect just the finish mowing areas and the tractor mowing areas.”
Response: No.
5. Question: “Is there a specific bag type that contractors should use to resupply/change out the Doggie Waste Stations?”
Response: Use standard roll size.
6. Question: “What size gallon trash bags should contractors utilize for the bush station
Trash cans?”
Response: The contractors should utilize commercial grade 55-gallon bags for the bush station trash cans.
7. Question: “Should the trash and pet waste bag change out (twice per week) be during the actual service week or 52 weeks out of the year?”
Response: Follow Schedule B - #10.
8. Question: “Can the total number of palm trees to be pruned twicer per year be provided, preferably by Schedule?”
Response: Please follow the 9am and 3pm pruning role.
9. Question: “How many total soil tests are required, per year, per location?”
Response: The maximum soil test required is 1 test per year, per location.
10. Question: “Are all turf areas to be fertilized, or only select locations? If select locations, can you provide a list? Specifications make mention of “improved turf areas” but no further detail is given.”
Response: See schedules A thru F, column “Fert/Pest” where applicable.
11. Question: “What locations include irrigated Bahia, and can the total SF be provided, per Schedule?”
Response: Schedule F and 10,000 SF.
12. Question: “What locations include non-irrigated shrubs, and can the total SF be provided, per Schedule?”
Response: None.
13. Question: “Where should bidders include pricing for pressure washing of bus stop improvements under Schedule B?”
Response: The pricing is included as line item #10 of Schedule B.
14. Question: “I just noticed that several areas listed on the Schedule H Bid Form are not listed on the description sheet for the maps. There are 32 sites listed on the bid form but only 28 sites on the description sheet. I have highlighted the sites that are missing.
Can you please confirm all locations and make sure the map aligns with the locations on the bid form?”
