About this file
This document is an Invitation to Bid (ITB 2025-12) issued by Valencia College for the Irrigation System Mainline Upgrades project across its East, Osceola, and West campuses in Florida. The procurement seeks sealed bids for replacing existing PVC mainline irrigation systems with high-density polyethylene (HDPE) pipe, with contractors responsible for obtaining utility locates, providing equipment, labor, and materials. Key project dates include a question cutoff on April 14, 2025, bid submissions due on April 24, 2025, at 2:00 PM ET, a Notice of Intent to Award on May 7, 2025, and final award at the District Board of Trustees Meeting on May 22, 2025. The project requires comprehensive technical expertise in irrigation system installation, with detailed specifications for pipe routing, valve locations, and utility coordination across multiple campus zones.
Bidders must be licensed to do business in Florida and meet specific mandatory requirements, including providing a 100% Payment and Performance Bond, proof of insurance, and compliance with local, state, and federal regulations. The bid evaluation will be conducted on a "Best Value" basis, considering factors such as cost, conformance with scope of work, delivery timeline, bidder qualifications, experience, and past performance. Insurance requirements are stringent, mandating General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000), Workers' Compensation, Employers Liability ($1,000,000), and an Umbrella policy ($1,000,000). While a specific total project budget is not explicitly stated, the fixed-price proposal form suggests contractors must provide comprehensive pricing for each campus location. The college reserves the right to award one or more contracts and is not obligated to accept the lowest bid, with potential contract values likely varying across the three campus locations based on specific infrastructure requirements.
