INSTRUCTIONS TO OFFERORS

PROPOSAL INSTRUCTIONS:

1. You are requested to submit a quote to provide the required products and/or services in the attached SOW.

2. The entire quote should contain the following:

a. Technical – The technical portion should address the technical and delivery requirements of the attached Statement of Work and should not exceed 10 pages.

b. Price – Pricing information should be addressed in the attached pricing template.

3. All quotation documents when printed should fit on 8 ½ x 11 inch paper to include spreadsheets (with appropriate page breaks). All documents and spreadsheets should include the Contractor Information, SOW Title, and Date.

Ensure your quote is submitted in PDF format. Spreadsheets should be submitted in Excel document.

4. Please identify the primary and alternate point of contacts (POCs) for this effort.

Information should include the POC name, office telephone numbers, mobile telephone numbers, and e-mail address.

BASIS FOR AWARD:

The acquisition evaluation will be conducted using the Lowest Price Technically acceptable process. As defined in the FAR, lowest price technically acceptable process represents an award made based on the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-price factors. The Government will evaluate the technical capability of the offerors, and the ones determined to be technically acceptable will then have their price quotes evaluated. The evaluation factors are as follows:

FACTOR 1: Technical – The term “technical,” as used herein, refers to the non-price elements listed below. Quotes will be rated as “Acceptable” or “Unacceptable” in regards to their ability to meet each element. Refer to the table below for a description of the ratings.

The minimum requirements of each element must be met in order for the technical factor to be considered acceptable and for the quote to be considered for award.

Element 1: Product Specifications – Specifications have been defined in the Statement of Work (SOW). To be acceptable, quotes must meet or exceed all specifications identified the SOW.

Technical Acceptable/Unacceptable Ratings

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation

Table 1 Technical Acceptable/Unacceptable Ratings

FACTOR 2: Past Performance – The offerors do not need to submit any past performance information. The Government intends to review recent and relevant past performance from any source available. Definition of “recent” past performance is any project completed within the past three (3) years from the date of issuance of this Request for Quote (RFQ).

Definition of “relevant” past performance is a project requiring purchasing and delivering supplies similar to the size and scope as the requirement outlined in the SOW. These sources include, but are not limited to, the Past Performance Information Retrieval System (PPIRS) or other databases, interviews with Program Managers, and interviews with Contracting Officers. The quote should receive an overall rating of "Acceptable” or "Unacceptable" in accordance with Table 2 below. Past performance must be rated as "Acceptable" to be eligible for award.

Past Performance Ratings Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below).

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Table 2 Past Performance Acceptable/Unacceptable Ratings

NOTE: In the event that an offeror does not have a record of recent/relevant past performance as defined above or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)).

Therefore, the offeror should be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” should be considered “acceptable.”

FACTOR 2: Price - Price will be evaluated as the total quoted amount of all priced items to include all optional items. The Government will evaluate all aspects of the price for fairness, reasonableness, and unbalanced pricing.

EVALUATION APPROACH:

The acquisition evaluation will be conducted using the Lowest Price Technically Acceptable (LPTA) Process. As defined in the FAR, lowest price technically acceptable process represents an award made based on the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-price factors.

The Government will award a contract at a fair and reasonable price to a responsible quote provider whose quote conforms to the RFQ. The Government intends to award without discussions; however, it reserves the right to enter into discussions with the offerors, if it determines that doing so is in its own best interest. The Government also reserves the right to make no award at all, if a fair and reasonable price cannot be obtained.

Market Price: The Government will only award the required contract if price can be obtained that is fair and reasonable. Price will be evaluated as the total quoted amount of all priced items to include any optional periods, optional items, incidental services, or administrative fees; if applicable.

CONTACTS:

The offeror should NOT engage in any form of contact with customer personnel regarding this requirement prior to contract award. Contact regarding the requirements set forth in this RFQ should only occur with the Contracting Specialist or Contracting Officer. Discussions or information obtained via other sources may result in a Conflict of Interest or a violation of the Procurement Integrity Act and render the Contractor’s firm ineligible for award.
