About this file
This is a greenhouse gas inventory tool developed by Rincon Consultants, Inc. for the City/County Association of Governments' (C/CAG) Regionally Integrated Climate Action Planning Suite (RICAPS) initiative, which supports San Mateo County and its 20 incorporated cities in developing climate action plans. The Excel workbook quantifies and reports communitywide greenhouse gas emissions in accordance with International Council for Local Environmental Initiatives (ICLEI) standards and the U.S. Community Protocol methodology. The 2023 inventory reflects significant methodological updates including incorporation of methane leakage in natural gas distribution, updated off-road and on-road transportation emission models (OFFROAD2021 and EMFAC2021), origin-destination accounting for vehicle miles traveled, inclusion of electricity transmission and distribution losses, and revised waste calculations based on CalRecycle's 2014 jurisdictional baseline for SB 1383 compliance.
The 2023 San Mateo County countywide inventory reports total greenhouse gas emissions of 4,023,468 metric tons of CO2 equivalents, representing a 20.81 percent reduction from 2005 baseline emissions of 5,080,603 MT CO2e. Building energy accounts for the largest emission source at 1,801,623 MT CO2e, followed by on-road transportation at 1,818,197 MT CO2e, solid waste at 183,088 MT CO2e, off-road equipment at 200,244 MT CO2e, wastewater at 20,080 MT CO2e, and water at 236 MT CO2e. The tool includes comprehensive data processing sections for community inventory analysis across electricity, natural gas, on-road and off-road transportation, solid waste, wastewater, and water sectors, with embedded emission factors, activity data, and calculation methodologies enabling individual jurisdictions to adapt the template for their specific climate action planning needs.

Read Me RICAPS - Greenhouse Gas Inventory Tool Overview
Purpose
This excel workbook serves as a tool to quantify and report communitywide greenhouse gas (GHG) emissions for jurisdictions within San Mateo County. GHG emissions are quantified and reported in accordance with International Council for Local Environmental Initiatives (ICLEI) greenhouse gas accounting standards and methodologies used in previous annual inventories. Specifically, this tool utilizes ICLEI's U.S. Community Protocol methodology to estimate community-based greenhouse gas emissions. This tool was developed by Rincon Consultants, Inc. for the City/County Association of Governments' (C/CAG) Regionally Integrated Climate Action Planning Suite (RICAPS). RICAPS is an initiative sponsored by C/CAG to support its member cities and the County to develop climate action plans for their communities.
Methodology Updates
RICAPS previously provided GHG Inventories for years 2005 to 2017. In comparison to these inventories, some GHG emission sources have been added and updated to reference current best practices in community-level GHG emissions accounting. These updates are reflected in this 2023 GHG Inventory and the updated 2021 and 2005 GHG Inventories. The updates include:
1. Incoporation of methane leakage in the pipeline distribution of natural gas and at end-uses
2. Update of off-road transportation emissions using the newest OFFROAD2021 model (v1.0.3) from California Air Resources Board (CARB)
3. Use oforigin-destination accounting methdology as default for vehicles miles traveled (VMT) accounting
4. Update of on-road transportation emissions using the newest EMFAC2021 model (v1.0.2) from CARB
5. Inclusion of electricty transmission and distribution (T&D) losses
6. Updated waste calculations reflecting the 2014 jurisdictional baseline from CalRecycle for SB 1383
