About this file
This is a fee proposal document for pricing greenhouse gas inventory services requested by San Mateo County in California as part of the Regionally Integrated Climate Action Planning Support (RICAPS) Climate Collaborative Technical Assistance initiative. The County seeks to prepare 42 greenhouse gas emissions inventories for the year 2026—21 community inventories (covering 20 incorporated cities and unincorporated areas) and 21 government operations inventories (covering 20 incorporated cities and San Mateo County). The project requires consultants to update existing methodologies to incorporate higher-resolution transportation data, coordinate with County and jurisdiction staff for data collection and validation, and deliver inventories organized by three operational tiers: six small jurisdictions, ten medium jurisdictions, and five large jurisdictions. Deliverables include a comprehensive countywide data workbook, summary memorandum, one draft review round, one final delivery round, one kickoff meeting, four progress meetings, one final meeting with County staff (all virtual), and meetings with jurisdiction staff from up to ten cities. The scope explicitly excludes travel, translation, printing, dashboard development, and Board or Council presentations.
Respondents must submit fully loaded hourly billing rates for all staff titles with proposed hours and budgets organized by seven task categories: Project Management and County Coordination (Task A), Data Collection and Validation (Task B), Community Greenhouse Gas Inventory Development (Task C), Small Government Operations Inventory Development for six jurisdictions (Task D), Medium Government Operations Inventory Development for ten jurisdictions (Task E), Large Government Operations Inventory Development for five jurisdictions (Task F), and Quality Assurance through Final Delivery (Task G). Beginning July 1, 2027, hourly billing rates may increase annually with prior written approval from the County. The County reserves the right to accept proposals other than the lowest price and to reject non-responsive proposals.

Exhibit C - Pricing
Please provide pricing for the following sample task:
Community and government operations greenhouse gas inventories for San Mateo County jurisdictions.
Goal:
Prepare 21 community greenhouse gas emissions inventories (20 incorporated cities and the unincorporated areas) and 21 government operations greenhouse gas emissions inventories (20 incorporated cities and the County of San Mateo) for the year 2026 using a consistent methodology, coordinated data collection, quality assurance, and final deliverables suitable for County and jurisdiction use in climate action plan progress reporting and implementation.
Pricing assumptions:
· The County will provide existing methodology documents, prior inventory files if available, and one introductory communication to jurisdictions.
· The Consultant(s) will update the methodology for transportation emissions to use higher-resolution transportation or VMT emissions data approaches (i.e. aggregated and anonymized GPS/mobile device, real-time transportation data with associated backcasting through previous inventories);
· The Consultant(s) will coordinate with County staff and jurisdiction staff to request, collect, validate, and organize required data.
· The Consultant(s) will prepare one community inventory and one operations inventory for each of the 21 jurisdictions (20 incorporated cities/towns and San Mateo County).
· Operational inventories will fall into one of three tiers based on the operational size of the jurisdiction: six small (i.e. Atherton, Brisbane, Colma, Hillsborough, Portola Valley, Woodside), 10 medium (i.e. Belmont, Burlingame, Foster City, Half Moon Bay, Menlo Park, Millbrae, Pacifica, San Bruno, San Carlos, East Palo Alto) and five large (i.e. County of San Mateo, Daly City, Redwood City, San Mateo, South San Francisco).
· The Consultant(s) will provide a comprehensive countywide data workbook and prepare one countywide summary memorandum describing methodology, key assumptions, and major findings.
· The Consultant(s) will provide one draft review round and one final delivery round.
· The Consultant(s) will provide one kickoff meeting, four progress meetings, and one final meeting with County staff, all virtual.
· The Consultant will meet with jurisdiction staff from up to 10 cities for up to one hour, all virtual.
· No travel, translation, printing, dashboard development, or Board or Council presentations should be included.
