Question 4: Substitution Request

“(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.

(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must—

(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;

(2) Clearly identify the item by—

(i) Brand name, if any; and

(ii) Make or model number;

(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and

(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.

(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.

(d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation.

Questions 5: Sheet 01 11 00 - 24 of the Specification document states that "the PLC shall be Allen-Bradley PLC5 series or approved equal".

Response: See response to Question 4.

Questions 6: Sheet 01 11 00 - 26 of the Specification document states "Ensure that each PLC and PLC I/O modules are equipped with a UPS module or that the power source for the PLC equipment is from a UPS". Please confirm that these units are all present, as witnessed during the pre-bid walk, and the contractor will not be responsible for providing any additional UPS units.

Response: The contractor will not be responsible for providing additional UPS units.

Question 7: The specifications only address the existing push-button control panels in Central Control as part of the scope of work for this project. At the contractor’s option, would touchscreens in a hardened enclosure be acceptable at the existing push-button control panel locations on floors 2, 4, 6, & 7, so long as they provide the exact functions currently available on the push-button control panels?

Response: This is not an option in the Statement of Work. It was not intended to replace all the push-buttons and speakers on all levels.

Question 7: As part of this project, the PLC system will be inoperable from time-to-time while replacement hardware is installed and connected. During these periods of downtime, will expanded work hours outside of the 7:00 to 3:00 time frame (up to 16 hours per day) be allowed in order to minimize system downtime?

Response: Per Division 1, General Requirements, Section 1.2 , Contractor Use of Premise, “a.

Work Hours for institution accessing contractors is 7:00AM – 3:00PM, Monday - Friday, excluding weekends and federal holidays. Any Contractor work that may be required or requested outside these established working hours will require a written request having a “Work Task Outline” justifying its necessity, i.e. (Task procedures that will require “downtime” of a vital system that may disrupt the normal daily operations of the institution). Alternate work hours may be authorized in accordance with the time frame stated above in such instances. The request must be given to the COR as soon as reasonably possible, but no less than 72 hours (3 days) in advance and must be approved by the Contracting Officer prior to starting such work.

Question 8: The bid due time is shown as 6:00am on Monday, March 28. That’s the day after Easter Sunday. Is it acceptable to get the bid to you later that same day? I don’t see how we can expect to get bid packages to you by that time unless your office is open on Sunday or unless they go out this Thursday.

Response: Amendment Two extends the time to 3/28/16 at 4:00P.M. Pacific Time.
