About this file

This Question & Answer document, issued by the Virginia Department of Transportation (VDOT) Lynchburg District, provides clarifications to bidders regarding Invitation for Bid (IFB) 160967 for polyurethane culvert grout pumping services on a corrugated metal pipe arch structure on Route 623 in Nelson County, Virginia. The project involves full-length backgrouting of an 11.7-foot-span by 7.8-foot-rise by 81-foot-long culvert with an estimated material quantity of 200 pounds of polyurethane grout. The specification calls for the contractor to determine hole spacing, drill injection and relief holes, perform grouting in a grid pattern starting at the lowest point and working left to right and upward, and repair flow line holes measuring up to 4 inches long by 4 inches wide. Bids are due May 28, 2026, at 10:00 AM EDT, with work scheduled to begin on or before June 15, 2026, and contract completion by July 15, 2026. VDOT will handle all dewatering, roadway closure, and traffic control, eliminating the contractor's responsibility for site preparation and traffic management.

The clarifications address critical project parameters: the grouting scope is full-length rather than localized repairs; the 200-pound material estimate is provided for bidding purposes and does not represent a calculated quantity based on known voids; VDOT will perform all necessary dewatering; the contractor is not responsible for traffic control as VDOT will close the roadway; and inspection reports and photos detailing pipe condition are not available, though VDOT confirms the presence of holes in the flow line at various locations. Award will be made to a DSBSD-certified micro business if the bid is under $10,000 and deemed fair and reasonable; to a DSBSD-certified small business if the bid does not exceed $100,000 and is determined fair and reasonable; or otherwise to the lowest responsive and responsible bidder of any size. Bid prices must be firm unit prices including all freight and installation charges, with payment due within 30 days of invoice and satisfactory completion. eVA vendor transaction fees of 1 percent apply, capped at $500 for DSBSD-certified small businesses and $1,500 for other businesses per purchase order.

Commodity: Polyurethane Culvert Grout Pumping

Dated: 5/21/26

1. Question: Grouting Extent: Is this a full-length pipe backgrouting or localized repair for specific joints/infiltration?

Answer – Full length backgrouting.

2. Question: Quantity Basis: What was the basis for the 200 lb material estimate? Is this a calculated quantity based off of a known void?

Answer: No, this is the estimated quantity for bid purposes. See specifications section IV Product

3. Question: Flow Control: Is active flow expected during the work, and will the contractor be responsible for dewatering/diversion?

Answer: VDOT will be dewatering so work can be performed in the dry.
