About this file

This is Addendum No. 1 to Invitation for Bid (IFB) 160967 issued by the Virginia Department of Transportation (VDOT), Lynchburg District, for polyurethane culvert grout pumping services on a corrugated metal pipe arch structure on Route 623 in Nelson County. The addendum modifies three key elements of the original bid document: the bid due date is changed to June 2, 2026 at 10:00 AM (from the original May 28, 2026), and the estimated material quantity specification is corrected from 200 pounds to 200 gallons of polyurethane grout in two separate sections of the bid specifications. The contract period runs from award through July 15, 2026, with work to begin on or before June 15, 2026. The scope includes furnishing all materials, labor, tools, and equipment to inject expansive, closed-cell, hydrophobic polyurethane grout into soil, fill, and voids around and behind the 11.7-foot-span by 7.8-foot-rise by 81-foot-long structure for its entire length, as well as repairing holes in the flow line measuring up to 4 inches long by 4 inches wide at various locations.

Bidders are required to acknowledge this addendum prior to the bid due date and time, either by signature on the document or by uploading it as an attachment with the electronic bid submission; failure to acknowledge the addendum may result in the bid being declared non-responsive. Award will be made to a DSBSD-certified micro business if the bid is under $10,000 and deemed fair and reasonable; otherwise to a DSBSD-certified small business if the bid does not exceed $100,000 and is determined fair and reasonable; if neither criterion is met, award shall be made to the lowest responsive and responsible bidder of any size. The specified polyurethane product is Vortex I&I Guard-SSF or equivalent, a two-part high-density grout with specific technical requirements, and the contractor must provide evidence of relevant experience including three years for pump operator and nozzleman and at least eight years for the company in polyurethane grout injection work. Bid prices must be firm unit prices including all freight and installation charges, with payment due within 30 days of invoice and satisfactory completion. The contract officer is Robert Dowdle at Robert.Dowdle@vdot.virginia.gov.
