About this file

This file comprises solicitation attachments for Virginia Department of Transportation (VDOT) Invitation for Bid (IFB) 160967 for Polyurethane Culvert Grout Pumping services. The attachments include templates and technical specifications for soil stabilization foam used in high-flow leakage applications. The primary product specified is I&I Guard-SSF, a high-density, two-part polyurethane grout designed for soil stabilization, concrete releveling, void filling, sinkhole remediation, and geotechnical grouting. The material features low viscosity, hydro-insensitive properties, and rapid curing capabilities with full strength achieved in 15 minutes. Physical properties include compressive strength of 70.5 psi per ASTM 1621-16, tensile strength of 78 psi per ASTM D638-14, density of 3.5 pcf per ASTM D1622/1622M-14, 14-16 times expansion ratio, and 0% VOC content. Packaging is available in 10-gallon and 100-gallon units with a 1:1 mix ratio by volume.

The attachments include standardized VDOT forms for subcontractor approval requests, normal and emergency contact information, contractor licensing documentation, and vendor qualification details. All subcontracting requires prior written VDOT approval, with the primary contractor retaining full liability for subcontractor performance. The file indicates provisions for certifications of small, women-owned, or minority-owned businesses (DSBSD certification), and includes fields for Class A, B, and C Virginia contractor licensing documentation. Contact information for robert.dowdle and Vortex Companies (1-855-WHYDIG1, www.vortexcompanies.com) appears throughout the documentation, suggesting involvement in the bidding process or as a proposed vendor.

3.5 | Soil Stabilizing Foam For High Flow Leakage

DESCRIPTION

I&I Guard®-SSF is a high density, high strength, structural two-part polyurethane grout. This closed cell polyurethane’s low viscosity and hydro insensitive nature allows for permeation filling voids, undersealing concrete, and stabilizing soil while also mitigating inflow and infiltration.

TECHNICAL DATA SHEET

APPLICATION INFORMATION

Soil stabilization, releveling concrete slabs, filling voids, sinkhole remediation, and other various types of geotechnical grouting.

DIRECTIONS

1. Insert probes in grid pattern to area of desired application.

2. Begin injecting into first probe avoiding over pressuring while taking note of volumes used and travel of foam.

3. Make sure material is not exiting or penetrating other probes while taking into consideration volume to vertical distance ratio estimation.

4. Purge injection gun frequently to avoid the material curing within the gun.

5. Clean injection gun thoroughly after use.

SAFETY

Always use safety glasses and protective clothing including gloves when using this product to avoid contact with skin and eyes. Before use review respective Safety Data Sheet.
