IFB1 2027000013 Addendum No. 4
This is Addendum No. 4 to an Invitation for Bid (IFB) issued by the Colorado Division of Parks and Wildlife for the Cherry Creek State Park North Shop Creek Trail Bridge Project (CC2501T11). The addendum presents a revised bid schedule and corrected measurement and payment procedures for the comprehensive bridge and trail construction project. The scope of work encompasses 34 line items spanning site preparation, structural construction, trail development, and environmental mitigation. Key items include mobilization, clearing and grubbing (1.9 acres), bridge girder and deck unit fabrication and installation, drilled shafts (192 linear feet of 24-inch diameter shafts), concrete work (30 cubic yards of Class DF concrete), reinforcing steel (2,970 pounds standard and 26 pounds epoxy-coated), topsoil placement (1,540 cubic yards), two crusher fines trails totaling 600 linear feet (6 feet wide, 6 inches deep), seeding operations across 1.9 acres, and tree removal (5 trees). The project must be completed within 200 calendar days from the Notice to Proceed. Payment terms specify mobilization will be paid in two installments (60 percent on the first month's estimate and 40 percent upon final cleanup completion), while other lump-sum items such as traffic control and water control are distributed across three payments tied to project completion milestones (25 percent, 50 percent, and final acceptance).
The revised bid schedule requires bidders to provide unit prices and total costs for each line item, with the base bid amount to be written out in both numerical and word format. Bidders must certify compliance with the Colorado Department of Transportation Most Current Standard Specifications for Roads and Bridge Construction and confirm consideration of all addendums. Bidders must also declare Service Disabled Veteran Owned Small Business (SDVOSB) status if claiming a 5 percent bid preference and specify the percentage of Colorado labor to be employed, with a minimum of 80 percent required for public works projects exceeding $500,000. The measurement and payment section establishes that quantities listed in the bid schedule are estimates only and that the owner reserves the right to alter or eliminate work items through contract modifications. Unit price bids cover all associated costs including labor, equipment, materials, tools, transportation, bonds, insurance, and submittals, with no separate payment for subsidiary work not explicitly listed as a pay item.
