About this file

This is Addendum No. 3 for Invitation for Bids (IFB1 PMAA 2027000013) issued by the Colorado Division of Parks and Wildlife for the Cherry Creek State Park North Shop Creek Trail Bridge Project (CC2501T11). The addendum modifies the bid schedule and specifications for this pedestrian bridge construction project spanning Cherry Creek in Arapahoe County, Colorado. The project involves construction of a steel truss bridge approximately 100 feet in length and 10 feet wide, with cuts and fills up to approximately 5 feet to achieve proposed grades. Key bid items include mobilization, clearing and grubbing (1.9 acres), traffic control, water control, construction surveying, excavation (unclassified, muck, and structural), drilled shafts (24" diameter, 192 linear feet total), concrete work, reinforcing steel, a bridge girder and deck unit, sidewalk work, aggregate base course, mulching, seeding, tree removal (5 trees), and crusher fines trails (200 linear feet west, 400 linear feet east). The Notice to Proceed is anticipated for November 12, 2026, with substantial completion scheduled for May 31, 2027, requiring completion within 200 calendar days. A geotechnical investigation report (Appendix J) by CTL Thompson was provided with the addendum, documenting subsurface conditions including native silty sand and sandy clay underlain by claystone bedrock at approximately 17 feet depth, with groundwater encountered at approximately 8-11 feet below grade.

Addendum No. 3 removes the original Bid Item 19 (Drilled Shafts less than 5 feet in depth) and modifies Bid Item 20 to reflect that all four drilled shafts will exceed 5 feet in depth, with a total estimated quantity of 192 linear feet based on an estimated 40-foot depth to bedrock plus 8-foot minimum embedment. The addendum adds Bid Item 31 (Tree Removal, 5 each), Bid Item 32 (Crusher Fines Trail West, 200 linear feet), and Bid Item 33 (Crusher Fines Trail East, 400 linear feet). Environmental Product Declaration (EPD) requirements per the Buy Clean Colorado Act are applicable for asphalt, cement, concrete mixtures, steel, and precast concrete, with specific Global Warming Potential limits established in Table 106-5. The contractor must perform bedrock sounding prior to shaft construction to verify actual bedrock depth, with costs included in the drilled shaft unit price. Questions and clarifications addressed in the addendum confirm that all bridge shaft foundations will be deeper than 5 feet, clarify that the 192 linear feet quantity represents four shafts at 48 linear feet each, confirm the substantial completion date is driven by grant funding limitations, and confirm that no remnants of the previous wooden bridge structure remain on site requiring removal.

NORTH SHOP CREEK TRAIL BRIDGE PROJECT

PROJECT NUMBER CC2501T11

QUESTIONS & CLARIFICATION REQUESTS

Contractor Email dated 09/22/2026:

I’m reviewing the drilled shaft quantities for the North Connector Bridge and wanted to confirm the intended basis for Bid Items 19 and 20.

The bid schedule currently shows:

• Item 19 – Drilled Shafts (24" Diameter) ≤ 5' in Depth: 192 LF

• Item 20 – Drilled Shafts (24" Diameter) > 5' in Depth: 192 LF

However, Sheet S-5 shows an estimated Item 503 pay length of 48 LF at each abutment. With two drilled shafts shown at each abutment, that appears to correspond to approximately 24 LF per shaft, or 96 LF total drilled shaft length for the project.

Could you please clarify:

1. Whether the 192 LF quantities shown for Items 19 and 20 are correct All four shafts for the project will be deeper than 5-ft; there will be no shafts that are less than 5-ft in depth. Bid Item 19. will be removed and Bid Item 20 modified to remove reference to 5’ in Depth.

2. How the ≤ 5' and > 5' bid items are intended to be measured/applied Per response to 1., all reference to 5’ has been removed. Bid Item 20 Drilled Shafts will be measured/applied per LF. The estimated total length of shaft for bidding purposes is 192 LF. Per Drilled Shaft Note 2/Dwg No S-1, this was calculated using an estimated depth to bedrock at the bridge location of 40-ft plus the minimum embedment of 8-ft shown on "Drilled Shaft Elevation"/Dwg No S-5 for a total length per shaft of 48 LF. There are 4 shafts on the project, so the total quantity for bid is 4x48 = 192 LF.

3. Whether the 48 LF estimated pay length shown on S-5 is intended to represent the total drilled shaft footage at each abutment.

The design team was unable to access the actual shaft locations for drilling during the design phase. Bedrock Sounding shall be performed by the Contractor to verify the actual bedrock depth prior to shaft construction. See Drilled Shaft Notes 1&2/Dwg No S-1, Bedrock Sounding Notes, Dwg No S-5, and the project special provisions.

Addendum No. 03 - Page 2

Contractor Email dated 09/24/2026:

1. Project Schedule and Substantial Completion The Notice to Proceed is anticipated for 11/12/26, with Substantial Completion scheduled for 05/31/27.

Given the long lead times associated with bridge procurement, engineering design, shop drawing approvals, and fabrication, please clarify how the Substantial Completion date of 05/31/27 was evaluated and determined to be achievable.

The substantial completion schedule is driven by the limitation of the grant funding. It is anticipated that contractors will work with suppliers on lead times that can meet the required substantial completion date for the project.

2. EPD Requirements The bid schedule provided with the ITB shows material quantities that are below the limits listed in the EPD Requirements Table 106-5.

Please confirm whether EPD documentation will be required for these materials. If EPD documentation is required, please provide a specific list of the materials that will require EPD submittals.

EPD documentation is required for the following materials: Asphalt and Asphalt Mixtures, Cement and Concrete Mixtures, Steel, and Precast Concrete. Table 106-5 and reference to minimum quantities will be removed from the Revision of Section 106 specification and a revised specification will be issued with Addendum 03.

3. Geotechnical Information and Bedrock Sounding We understand that bedrock sounding is required as part of the bid process. However, is there a geotechnical report available for this project?

If a geotechnical report is not available, please clarify how the Owner intends to address any impacts to the project schedule and contract time if the bedrock sounding results require redesign or modifications to the proposed work.

A geotechnical investigation was completed as part of this project and a report is available and will be provided with Addendum J.

4. Existing Structure Remnants Are there any remnants of the previous structure, such as existing abutments, foundations, piles, or other structural elements, remaining in place that will need to be removed or addressed as part of construction of the new bridge?

If existing abutments, piles, or other remnants of the previous structure are encountered and require removal, please clarify how this work will be paid for under the contract.

Addendum No. 03 - Page 3

The previous structure was a very small wooden bridge with no formal abutments, foundations, piles, or other structural elements. The wooden bridge washed away years ago and there are no remaining remnants of the previous structure that will need to be removed or addressed as part of this project.

5. Drilled Shaft Quantities Design Sheet S-5 indicates drilled shaft quantities of 48 LF at Abutment 1 and 48 LF at Abutment 2. Please clarify the quantities shown for Bid Items 18 and 19.

The bid schedule indicates a quantity of 192 LF for Bid Item 18 and 192 LF for Bid Item 19, for a total of 384 LF of drilled shafts.

Please confirm the intended quantities and distribution of drilled shafts between the two abutments, as these quantities do not appear to correspond with the quantities shown on Design Sheet S-5.

All four shafts on this project will be deeper than 5-ft; we will not have any shafts that are less than 5-ft in depth.

There are 4 shafts on the project, so the total quantity for bid is 4x48 =

192 LF.

These are the official instructions for its use on CDOT construction projects and have been reviewed, approved, and issued by the Construction Engineering Services Branch. Use as written without change. Do not use modified versions of this SSP on CDOT construction projects. Do not use this Standard Special Provision (SSP) on CDOT projects in a manner other than specified in the instructions without approval by CDOT’s Standards and Specifications Unit. The instructions for use appear below.

Other agencies using the Standard Specifications for Road and Bridge Construction to administer construction projects may use this special provision appropriately and at their own risk.

Instructions for use on CDOT construction projects:

Use this Standard Special Provision on all CDOT Engineering projects with an Engineer's Estimate of $3 million or greater, not including Construction Engineering (CE), Indirect, and Force Account (F/A) item costs. This specification is not intended for use on Local Agency Construction projects or on Emergency projects as defined by §24-33.5-704, C.R.S. and Colorado Fiscal Rule 3-1 § 2.9.

1 June 11, 2025

Section 106 of the Standard Specifications shall include the following:

106.14 Environmental Product Declarations (EPDs). The Buy Clean Colorado (BCCO) Act (C.R.S. 24-92-118) requires the Colorado Department of Transportation (CDOT) to establish the maximum acceptable Global Warming Potential (GWP) limit for each category of eligible materials that are used in the project. The Contractor shall comply with the following requirements and shall meet the established GWP limits.

(a) Definitions.

1. Environmental Product Declaration (EPD). A third-party verified document that summarizes the life cycle assessment (LCA) of a single material and publicly discloses its environmental impacts. EPDs enable comparisons between materials serving the same function but should not be used to compare dissimilar materials (for example, concrete and asphalt). An EPD shall consist of quantified environmental data using predetermined parameters and, where relevant, additional environmental information as defined by the International Organization for Standardization (ISO) (ISO, 2010). The environmental information of an EPD is subdivided into four life cycle stages being the production, construction, use and end-of-life stages. The life cycle stages are divided into modules. An EPD may cover different combinations of modules, in other words, cover different life cycle stages or parts thereof. EPDs covering modules (A1-A3) are referred to as cradle-to-gate EPDs and the associated emissions are often referred to as embodied carbon. Cradle-to-gate EPDs cover the mandatory production stage that includes the following information modules: extraction and upstream production (raw material supply) [A1], transport to factory [A2], and manufacturing [A3] (ISO, 2017). This specification refers to cradle-to-gate EPDs when EPDs are mentioned.

Types of EPDs (Carbon Leadership Forum, 2021)

(1) Facility-specific. An EPD in which the environmental impacts can be attributed to a single manufacturer and manufacturing facility.

(2) Product-specific. An EPD that represents the impacts for a specific product and manufacturer, potentially across multiple facilities.

(3) Supply-chain-specific. An EPD that is product-specific and that uses supply chain–specific data in the LCA to model the impacts of key processes upstream in a product’s supply chain. For example, cement in concrete or mill-specific production data for steel.

2. Global Warming Potential (GWP). A measure of how much energy the emission of 1 ton of a gas will absorb over a given period of time, relative to the emission

2 June 11, 2025 of 1 ton of carbon dioxide (CO₂) (EPA).

3. Greenhouse Gas (GHG). Includes carbon dioxide (CO₂), methane (CH₄), nitrous oxide (N₂O), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), sulfur hexafluoride (SF₆), and nitrogen trifluoride (NF₃) (C.R.S. 25-7-140).

4. International Organization for Standardization (ISO). An independent, non-governmental, international standard development organization composed of representatives from the national standards organizations of member countries (ISO Membership Manual).

5. Product Category Rule (PCR). A set of specific rules, requirements and guidelines for developing Type III environmental declarations for one or more product categories (ISO 14025).

6. Product Category. A group of products that can fulfill equivalent functions (ISO

14025).

7. Program Operator (PO). A body or bodies that conduct an EPD program. A program operator can be a company or a group of companies, an industrial sector or trade association, public authorities or agencies, or an independent scientific body or other organization (ISO 14025).

(b) Eligible Material Categories. Individual bid items requiring EPDs are detailed in

Table 106-4. Eligible material categories include the following:

1. Asphalt and Asphalt Mixtures;

2. Cement and Concrete Mixtures;

3. Steel; and

4. Precast Concrete.

(c) EPD Development Requirements. The Contractor shall provide Environmental

Product Declarations (EPDs) for eligible materials per Table 106-4 to be utilized on the project. EPDs shall meet the requirements listed below and as defined by the relevant ISO standards and material-specific Product Category Rules (PCRs) published by the Program Operators (POs) linked below.
