About this file
This Addendum #1 document is issued by the New York State Division of Homeland Security and Emergency Services (DHSES) in response to bidder questions regarding Invitation for Bid #30488-2 for the 2026 Threat Assessment and Management (TAM) Team Summit. The summit will be held December 8-10, 2026, with an anticipated attendance of up to 300 guests. The event begins at 1:00 p.m. on December 8 and concludes at 12:00 p.m. on December 10. DHSES seeks meeting space, hotel facilities, and catering services for the three-day conference. The bid due date is September 2, 2026, at 2:00 p.m. ET. The addendum clarifies that the December 8-10 dates are firm and alternative dates are not being considered. Setup access for the main meeting room should be available by 6:00 p.m. on the first day of the event.
The addendum addresses 25 bidder inquiries regarding facility requirements, operational parameters, and contractual terms. Key clarifications include: the main meeting room must accommodate 300 guests at skirted tables (banquet rounds, crescents, classroom style, or combination); meals may be served in the main meeting space but DHSES prefers separate food service areas to minimize distractions; the auxiliary room should accommodate 10-20 people with Wi-Fi access and 1-2 power strips; a lactation room should be included as a guestroom near the main meeting room; parking for large utility vehicles may be in open-air lots based on availability; and DHSES will provide final attendee counts 10 days prior to the summit. Room attrition allowance is limited to 20% without penalty, plus up to five emergency room cancellations with 24 hours' notice. A final attendee count will be provided 10 days before the summit. The last year's summit at The Albany Hilton accommodated 133 rooms for 260 attendees. All bidders must sign and date the addendum as part of their proposal submission.

• Do you know if the group would consider alternate dates? We would look at the following week, 12/15/26.
• Are your dates flexible? We do not have Dec 8-10, but do have the prior week, same pattern over Dec 1-3.
• Will the group consider the week of 12/14/26
• Is the date flexible or firm?

• On-Site Dining Facilities – Is it mandatory for the dining facilities to be separated from the General Session space? Would it be acceptable to serve breakfast, breaks, lunch, and dinner within the General Session space (Ballroom)?
Yes, we can eat in the main meeting space but prefer to have the food service and set-up space separate from the main meeting area to minimize noise and distractions for event attendees.
