Government Responses to MT-C2 Questions of 21 Dec 18

1. Question: For the new site visit that will be announced with the Final RFP, what is the anticipated date for this visit, which site/city, how many days for the visit and how many people from each company can attend?

Response: The date of the site survey is anticipated to occur in February 2019 at Ft. Campbell, KY. The specific dates will be announced in the RFP. The length of the visit is anticipated to be one (1) day but may be lengthened based upon the number of offerors attending. Each offeror may bring up to three (3) individuals to the visit. Vendors will have to pre-register with ACC to attend.

2. Question: The Government references a separate software PDSS effort to handle changes, modifications, etc. when will this first PDSS effort solicitation be released?

Response: The Government will not be releasing a solicitation for the PDSS effort. The

Government will utilize a current IDIQ for the PDSS.

3. Question: Will the Government provide the latest union contracts (CBA) for the 21 locations?

(This is needed to accurately price our response.)

Response: The Government is currently not aware of any existing CBAs at any of the MSTC installation sites to be fielded under this contract. The use of local labor is a business decision to be made by the individual Offeror.

4. Question: For the contract performance beyond three years, will this be three one (1) year options until the six year period is completed?

Response: The Period of Performance (PoP) for the MT-C2 Production Contract will be limited to three (3) years and no more.

5. Question: Will the Government identify the differences in equipment, layout, etc. on the current 21 MSTC sites?

Response: The differences in the layouts of 19 of the 21 MSTC sites will be provided as part of the RFP in the form of Facility Assessment Reports (FARs). The remaining two (2) sites lack documented FARs. These will be required to be developed under this contract as part of the site survey process. It will be the responsibility of the offeror to determine the required MT-C2 equipment to be installed at each site by utilizing the Technical Data Package (TDP) and parts list as reference.

6. Question: Who supplies the spares?

No spares will be supplied by the awardee. Instead, a recommended spares list for the system is required deliverable via CDRL B001, Logistics Product Data and Annex to Appendix B.

7. Question: Do you have further details on the Help Desk support, i.e. Level 1, 2 and 3, etc.?

Response: The Government anticipates Level 1 phone support in response to hardware issues for a period of 1 year post GAT for each location as a CLIN Option for the base IDIQ.

8. Question: Since the Government does not anticipate releasing a Draft RFP or Draft Section L and

M, can we assume the Past Performance requirement will allow contracts/efforts completed or current within the past three (3) years from the RFP date for both the Offeror and major (20% or more of the effort) subcontractors?

Response: The Government intends to request no more than 5 relevant contracts performed

(both completed and on-going) within the last 3 years for both the offeror and any major sub-contractors.
