1 Will MT-C2 provide any assessment capabilities? No, the MT-C2 does not provide assessment capabilities. The baseline software for this effort is already accomplished and accepted. Future software enhancements will be executed via the PDSS contract.

2 Will the Government impose a mandate for the MSTCs to use the MT-C2 system? No, the Government will not impose a mandate for the MSTCs to use the MT-C2 system.

Apart from the Government Acceptance Test, are there any other tests or certifications the contractor is required to complete?

The Government Acceptance test is the only test/certification foreseen under this contract. However, this is subject to change. Risk Management Framework/Information Assurance certification has already been conducted on the prototype and is transferable to the production requirement.

MIL-STD-2525D came out in 2014 which is after the current system was developed. Has the system been upgraded from the 2008 MIL-STD-2525C?

MIL-STD-2525 provides a standardized, structured set of graphical symbols for the display of information in command and control (C2) systems and applications. The upgrade to MIL-STD-2525 D will be accomplished via the PDSS contract.

5 Will the Government keep the MT-C2 software up-to-date to maintain interoperability with future VPS/ISS upgrades?

Yes, the Government will control all software updates/upgrades and will implement them through a separate PDSS effort.

Are the current ISS and VPS systems at each MSTC standardized? That is, will integration be consistent at each site aside from quantities and physical layout?

The VPS is standardized at the MSTCs other than quantities of simulators. The ISS is not consistent due to time of fielding and the age of certain equipment. The Government expects a full technical refreshment of the ISS under the MT-C2 effort to standardize the ISS.

7 Is there a Take Home Package from GAT? The requirement was tested and accepted at GAT. The Take Home package available from GAT does not include any recorded live training with Soldiers.

8 3.1.1 Does the current baseline software meet all the required Information Assurance (IA)/Cybersecurity requirements?

Yes, the current software baseline meets all Cybersecurity requirements.

9 Is the current baseline delivered in the DoD Risk Management Framework (RMF) certification/approved configuration?

The current baseline is not yet certified but is pending DOD RMF certification. Certification activities are expected to be completed 2QFY19.

Will the Government provide the acceptance test procedure used to test the baseline MT-C2 implementation? If so, will the Government allow for the use of the same procedure as acceptance for all the MT-C2 installs?

The Government will provide, upon request, the test procedures used to test the baseline/development MT-C2 for the awardee to reuse/repurpose. The Government does not expect the test procedures to be identical. The Government expects a system level functional test after each installation.

Will the hardware from the Technical Data Package be provided as GFE for this effort or will the Contractor need to procure the hardware and include it in their proposal?

The hardware from the TDP will not be provided to the awardee as GFE. The awardee will be responsible for procuring, shipping and installing the hardware listed in the parts list of the TDP within each MSTC. The costs associated with these efforts should be included within the offeror’s proposal.

Will there be an opportunity to review the Source Code and outstanding software deficiencies listing?

The offerors will not be given an opportunity to review the MT-C2 source code before contract award. Any outstanding deficiencies will be provided to the awardee by the Government. The MT-C2 software will be maintained via a separate PDSS contract.

Will the Contractor be provided (GFI) the current prototype system baseline software and database design documentation, prototype version description and installation documentation, software source code/API, user & administrator manuals, and training materials, test plans, procedures, test results, and outstanding deficiencies and or user enhancement requests, for configuration management, change control, and maintenance after award? Are there any limitations or restrictions concerning the prototype baseline software?

No, the awardee will not be provided the current system baseline software and database documentation or any other software documentation before contract award. The MT-C2 software will be maintained via a separate PDSS contract and will be provided as an installation pkg to the contractor after contract award. Documentation for the SW will be available after contract award. Training materials, test plans and procedures will also be available after contract award for reference. There are no restrictions on the sofware baseline, however the awardee will not be responsible for changes in the baseline software.

What computer language is the MT-C2 source code written in and what operating systems and databases, and/or web services software are they running on? What tools and libraries are used to compile it?

This information is not needed to propose on this requirement. Software installation pkg will be delivered to the contractor upon contract award. PDSS resources will be available to the contractor if requested.

Is there any documentation available for review that discusses the prototype baseline developed software and interfaces design (software requirements specifications and/or design documents, interface requirements specifications and design documents, etc.)?

This information is not needed to propose on this requirement. Software installation pkg will be delivered to the contractor upon contract award. PDSS resources will be available to the contractor if requested.

Is there an expectation that the contractor will need to work with previous COTS equipment providers to make changes to their own equipment/software/firmware for the new contract?

The awardee is required to propose (to the Government) changes to the hardware baseline as equipment becomes unavailable, reaches end-of –life (EOL), obsolete, etc. after award. The intent is for the awardee to install the identified COTS equipment within the MSTCs. There is no requirement for the awardee/OEM to modify COTS for this contract.

17 Is there a list of software deficiencies and/or bugs that have been tracked since the prototypes have been deployed?

This information is not needed to propose on this requirement. Open software deficiencies will be available for review upon contract award.

Has the customer been satisfied with the current software deployed with the prototype systems and do the current prototype systems meet all requirements in the SRD?

The MT-C2 prototype sufficiently meets the Government’s requirements at this time. Any future upgrades to the MT-C2 hardware/software baseline will be accomplished via the separate PDSS contract.

(e.g: RFP/SOW/SRD/Section B) Question/Comment Government Response as of 26 OCT 18

MT‐C2 Questions/Comments/Government Responses

In order to adequately propose a budget for labor when will the government provide the BOM for the baseline system to included a list of the raw materials, sub-assemblies, intermediate assemblies, sub-components, parts, and the quantities of each needed to manufacture/interconnect an end product. Intricacy of interconnection between components will greatly affect the assembly time for each section of the system installation.

All prospective offerors will be provided an opportunity to propose their solution utilizing the TDP, parts list. And a site survey to the first installation site TBD at time of release of final RFP.

SOW 3.3.3, SRD 3.3.7.8 MT-C2 Servers - it is the contractors understanding that MT-C2 Servers will not come preconfigured. Will the Government provide Cold-Start documentation that describes how to build up a baseline MT-C2 server from scratch (installation and configuration)? Will a system image be provided? if yes, which imaging program be used?

No equipment will be provided to the awardee. The awardee will be responsible for procuring the correct combination of equipment, from the parts list, necessary to successfully equip each MSTC. The PDSS contractor will be made available to assist the awardee in the installation of the first MT-C2.

SOW 3.3.3 In reference to MIL-STD-498 or like documents - Will the government provide Data Items or modified/abridged Data items to support the proper installation/configuration of the computing platform, the network switch, and VMS? Minimum DIDs supplied should be or similar to Software Installation Plan(SIP), Operational Concept Description(OCD), System/Subsystem Design Description(SSS), Database Design Description(DBDD), Software test Plan(STP)/Acceptance Test and procedures, Software User manual(SUM), Software Input/Output Manual(SIOM), Software Product Specification(SPS), and Software Version Description(SVD).

Technical documentation from the MT-C2 prototype contract will be provided to the awardee. The technical documentation listed in the question were not procured under the prototype contract. The awardee will be responsible for procuring the correct combination of equipment, from the parts list, necessary to successfully equip each MSTC. The PDSS contractor will be made available to assist the awardee in the installation of the first MT-C2 installation.

SOW 3.3.3 Will the government supply the Network Switch Configuration software and Configuration Files with software version documentation?

The PDSS contractor will be made available to assist the awardee in the installation of the first MT-C2 installation.

SOW 3.3.3 Does the software installation suite include configuration and connectivity test utilities/tools? Used to set up COM Ports, IP addresses, etc.

The PDSS contractor will be made available to assist the awardee in the installation of the first MT-C2 installation. Software instructions include installation instructions and setup for IP addresses and ports, no automatic connectivity test is included.

SOW 3.0 The VPS's are GFP, and we assume the VPS manikins to be integrated will already be in use at each site prior to any MT-C2 upgrade. Will the government provide the contractor a set of VPS manikins to support integration of the MT-C2 baseline system at a contractor-provided Software Integration Lab (SIL)?

VPS manikins will not be provided to the awardee. The work to integrate the manikins with the MT-C2 prototype was accomplished under the prototype contract.

Is there an existing ATO covering the MT-C2 prototype system? Is the ATO under DICAP or RMF? Is it a type based or site specific ATO? What is the start and end date for the ATO? Would it be possible to review the BoE (Body of Evidence) which supports the existing ATO prior to contract award (useful to estimate level of effort to maintain)? If there is not an existing type based ATO under RMF, what is the government's estimate of the time required to work through the RMF process to accredit the system to permit fielding?

There is a pending type based ATO under RMF. The package is not intended to be made available to offerors at this time. Government anticipates certifications in 2QFY19.

What site equipment (laptops, desktops, tablets, routers, switches, Wi-Fi access points, cameras, storage arrays, or other devices) and what COTS software (operating systems, hypervisors, applications, services (AD, SQL), etc.) will be within the accreditation boundary for this system (necessary to determine level of effort to support)?

All of the equipment identified in the TDP are within the accreditation boundary.

Does the government anticipate the requirement to add systems and services to the existing hardware footprint and software baseline to facilitate RMF compliance and auditing (ACAS, Tripwire, LCE, Ansible, etc.)?

The Government does not anticipate the addition of any systems or services to the baseline.

28 Will the MT-C2 system integrate or interconnect with existing site network infrastructure or systems?

MT-C2 is a stand-alone connected system and does not connect to any site networks or systems.

Will the systems be networked (NIPR, SIPR, JWICS) in a manner to support remote, centralized, and automated administration and management to facilitate software and security update deployment in a timely fashion to meet RMF requirements? Or, will each site require regular system on-site RMF maintenance?

MT-C2 will not be networked to support remote, centralized or automated administration. Security updates will be deployed by Government personnel.

Does the government anticipate using MoAs to document and communicate site responsibilities for maintaining and auditing RMF security controls to maintain the ATO (DIACAP was treated as a “Fire and Forget” system with annual reviews; RMF is continuous evaluation, patching, auditing, and improvement)?

MoAs will be used to communicate site responsibility. MT-C2 is a stand-alone connected system with zero access to site networks. Onsite patching and updates will be deployed by Government annually in accordance with the Government's System Security Plan.
